"For the good of the people" is a phrase that implies well-being. Yet it becomes increasingly difficult to discern when municipal financial troubles abound.
Over the past 56 years, I have watched Northborough’s town administration gradually shift away from service and cost-conscious governance toward self-interested, departmental decision-making. Transparency, accountability and residents’ financial and social welfare have been relegated to secondary status.
Municipal taxes and the high cost of living — both locally and statewide — affect all of us. The reality of an 82% reliance on the tax levy, combined with capital construction overrides totaling $170 million for a new fire station and a proposed elementary school, is more than residents’ household incomes can reasonably bear. Proposition 2½ overrides often overlook the human toll of compounding tax increases. Local officials must shift their decision-making from what departments and some residents want to what residents can realistically afford.
Permanent debt exclusions or general overrides significantly impact monthly mortgage escrows and overall household budgets. In a community of just 15,600 residents, Northborough has effectively overtaxed itself. This should serve as a wakeup call for both officials and homeowners.

Massachusetts voters have recently rejected large property tax increases, sometimes forcing municipalities to cut services after the fact. Fiduciary responsibility is not about expanding departments or increasing public employee numbers; it is about reducing expenditures to promote a sustainable and affordable lifestyle.
A town of Northborough's size cannot absorb multiple large-scale overrides simultaneously. Even with potential Massachusetts School Building Authority grants — which could significantly reduce the cost of the proposed Peaslee Elementary School — overlapping debt overrides are unwise. What is the town’s long-term debt exclusion schedule? Residents deserve a clear and transparent budget showing the true cost of these capital projects and the consequences if the overrides fail.
A combined school and fire station debt override would exceed the town’s current annual operating budget. Such a proposal would result in a tax increase well beyond standard Proposition 2½ limits. Over a 20- or 30-year repayment period, annual debt service costs would be significant and ultimately distributed among approximately 6,000 households, resulting in a considerable and potentially burdensome tax increase for each one.
Residents are encouraged to speak up at town and committee meetings to protect their financial security.

Keith Darling didn’t grow up wanting to be a firefighter.
Rather, the Franklin Fire Battalion chief — who was last week named Northborough’s new fire chief — said he developed a love for firefighting after a stint in the Army and, later, more than a decade working for a private ambulance company.
“I was getting out of the Army in 1993, and I had developed an interest in emergency medical service,” said Darling, 54, of North Attleborough. “I worked for private EMS for 11 years. I was working along firefighters and became really interested in that job.”
Darling joined the Army in 1990 and served three years, in Texas, Georgia and South Korea. He later enlisted in the National Guard shortly after 9/11.
Also in 2001, he made the move from working for a private ambulance company to joining the Franklin Fire Department. A trained EMT and paramedic, he worked on the ambulance and worked at fire scenes, as well as becoming a public educator for the department and rising through the ranks to battalion chief.

He would be the incident commander at emergency scenes, such as house fires. He was also the fire prevention officer and performed residential inspections.
Darling said he enjoyed his time in Franklin, but “when Northborough came along, the rest is history.”
The Northborough Select Board on Sept. 14, appointed Darling as fire chief. They had previously appointed the town's deputy fire chief, Neal Aspesi, to become chief, but Aspesi later withdrew his candidacy.
Darling said he was attracted to the Northborough job because of the town’s similarities to Franklin.
Northborough voters approve building a new $41.3M fire station“Northborough is almost half the size of Franklin in every way, from population, staffing and budget,” Darling said. “It’s kind of what attracted me to the community — it’s demographics and makeup are very similar to Franklin. I think it’s a great fit.”
Darling said his first goals will be to get to know the firefighters, as well as meeting various department heads throughout the community. He also wants to get out in public and meet residents.
More long term, he said he looks forward to working with the town to complete the new fire station construction.
“It’s great for the community because it’s the hub of downtown and it’s a great testament to the support the department gets from the community,” Darling said.
More long term, Darling says he wants to continue to deliver the service the town has come to expect. He said he also wants to make sure everyone who works for the department has a positive work experience. He hopes to study and apply for more grants to help defray town costs.
“I want to make sure the growth and expansion of the Fire Department continues and keeps pace with the community’s needs and the quality of service is maintained and ultimately improves,” he said. “I’m looking forward to it.”

The Northborough Select Board has chosen acting Fire Chief Neil Aspesi to become the department’s next permanent fire chief.
By a 3-2 vote, the board on Monday, June 23, voted to promote from within rather than hire one of two external candidates. The appointment is conditional upon successful contract negotiations.
“For me, I would be comfortable moving forward with acting chief becoming Chief Aspesi,” said board member Michael Tietjen. “Neil is there now. The men and women of the department know him.”
Aspesi has been acting chief since April, when Chief David Parenti retired.
Aspesi said Tuesday that he was honored to be chosen.
"It is an honor to have been selected for this position," he wrote in an email. "I am excited for the opportunity to continue to lead and work alongside the dedicated men and women of the department as we ensure our citizens receive the highest level of fire, rescue, emergency medical and prevention services."

"Looking ahead, I am committed to building on our strong foundation, moving the department forward, and striving to make Northborough a model for excellence in the fire service; a department recognized by others and a place where people want to work and build their careers," Aspesi wrote.
The other two candidates were Franklin Battalion Chief Keith Darling and West Boylston Fire Chief Mark Sadowski.
Town Administrator Stephanie Bacon said the assessment center the town hired to help with the search ranked Darling highest, followed by Aspesi and Sadowski. The board also ranked the three candidates based on six categories and Darling was ranked first, followed by Sadowski and Aspesi.
Select Board member Jeff Ostiguy said all three candidates were solid, but was worried that Darling, who has no experience as either a chief or deputy chief, was making a big leap in positions and said he believed both Sadowski and Aspesi would be able to hit the ground running.
He also said hiring from within is better for department morale.
Select Board member Leslie Rutan said all three candidates would make good chiefs, but she did not believe either of the two outside candidates showed enough to make her want to make a change.
Northborough Fire Chief David Parenti announces plans to retire“I do feel like Neil has a lot of nice time here as acting chief, the official acting chief since April 1, and has proven himself to be a very worthy person in that particular role,” she said.
Board member Julianne Hirsh and Chair Jonathan Rea each voted for Darling. Hirsh said she was impressed by the ideas Darling presented during his interviews and called him an “outstanding candidate.”
Rea cited the scoring of both the board and the assessment center, noting that Darling scored much higher than the others.
“I think Darling stood out,” Rea said.
Aspesi, a Southborough native, has been with the Northborough Fire Department since 2023. Prior to that, he a Southborough firefighter since 2000, eventually becoming a lieutenant.
Along with serving as a firefighter, he has served as an instructor with the state Firefighting Academy and was a member of the state’s Urban Search and Rescue Team. He also did media relations for the National Urban, Search and Rescue Response System through the Department of Homeland Security and FEMA.
