PINEHURST — People living in Pinehurst are beginning to wonder when they'll finally get their new H-E-B store. It's been over a year since H-E-B announced it's new location at the old Macarthur Shopping Center, also commonly known as the old Sears shopping center.

Crews demolished the shopping center last year, but not much progress has been made since. 12News reached out to H-E-B to learn why that may be.

"At this time it is premature for H-E-B to comment on specific plans for this property. We will share details as they become available."

Harry Vine is the code enforcement officer, flood plane manager, and building inspector in Pinehurst. He said lots of people are wondering what the hold up is.

Vine said unfortunately, he's not sure when he'll have an exact answer for them.

"From what I've heard right now I don't think we'll see anything in the immediate future, like next six months, but as time goes by that may change," said Vine.

He said flooding after Harvey may have something to do with the delay.

"My guess is that due to all of the damage up and down the Texas coast that's probably put them back behind in there timeline as to putting in new stores and improving stores," said Vine.

Vine went on to explain that the store is under what's called a 380 agreement. It allows for the owner of a property or business generating sales tax to have some of that sales tax rebated back to them. This helps defray some costs of setting up and providing a new business.

Part of that agreement is H-E-B's decision to put in a traffic light and make improvements to drainage systems and water lines. Vine said it's a great way for the city to improve its infrastructure without having to put out the money as far as financing. He said both the business and the city benefit mutually, because overtime they repay H-E-B for the improvements through the sales tax they generate.

Under the agreement, Vine believes they have until 2021 to start their projects. If they decide to not follow through with the agreement, they must notify the city. So far, Vine said there's been no indication that they may do otherwise.

Vine said like a lot of things, we have to just be patient and wait. Once he knows something, he said he'll be sure to give out an update.

Even though Vine isn't expecting any movement anytime soon, he said that could change very quickly. Lots of businesses have been inquiring about the area, which could speed things up. He said he's excited to see the city grow.

The property sits on seven acres of land. Vine believes the store will be around 68-70 thousand square-feet, similar to the one on College and 11th in Beaumont. He said we could be looking at 200 to 300 full-time and part-time jobs.

"I know a lot of people would love to have the H-E-B here tomorrow, it's just something we have to be patient and I think in time everybody will be very happy," said Vine.

Kay Shelton is one of those people that's excited for the H-E-B to get there. She's operated a hair salon near the old Macarthur Shopping Center for more than 30 years.

"I love H-E-B, we got to Port Arthur to shop and Beaumont to shop at H-E-B so I'm really excited," said Shelton.

Shelton said there are just some things at H-E-B you can't get anywhere else. She's looking forward to having one closer to home.

PINEHURST, Texas — An entire Texas volunteer fire department has resigned over a decision by city officials to remove volunteer firefighters from most medical calls.

All nine members of the Pinehurst Volunteer Fire Department dropped off their gear at the fire station Monday, saying the dispute with the city had reached a breaking point, according to 12 News Now.

“I’m done, you’re not going to make me lose any more sleep!” Fire Chief Shon Branham told 12 News. “We save property and lives, but we can’t get any help from anybody across the street over there. I’m done with grief, I ain’t getting paid for this!”

The dispute stemmed from a new dispatch service contract that began on July 1, which will cost the city about $1,100 more per year than the previous contract. City Administrator Jerry Hood planned to help the city save money by pulling the volunteer firefighters from most medical calls, including assaults, breathing problems, chest pain, choking, seizures, strokes and traumatic injuries.

Branham objected to Hood deeming such calls “unnecessary” for the firefighters to respond to. Department members also claimed they were not allowed to attend city administration meetings to voice their concerns and had circulated a petition in the hopes of reversing the change, which was implemented on July 16.

Hood responded to the mass resignation in a statement Tuesday, saying the decision was made to pull firefighters from the calls because those calls were already covered by the city’s main ambulance service, Acadian Ambulance, adding that only two of the Pinehurst Volunteer Fire Department members held EMT-B certification.

“Former Chief Branham does NOT hold the necessary certifications to provide life-saving care for all medical calls that he requested to respond to. Most first responders who did not possess the proper certification and who have no formal medical training, with the exception of CPR certification, were running emergency traffic (Lights and sirens) to medical calls often arriving minutes after Acadian Ambulance was on scene,” Hood stated, according to KFDM. “Having unqualified, non-medically trained personnel responding to calls throughout the city is not only a liability when they respond ‘hands on’ with these patients, but causes undue danger when driving with emergency lights and sirens activated, exceeding the speed limit and at times disregarding traffic control devices.”

Hood also stated that he had called Branham about eight hours before the “walk-out” offering to compromise but that Branham refused to meet with him and didn’t inform him about the plan for all of the firefighters to resign.

Medical calls in Pinehurst will continue to be covered by Acadian Ambulance and fire services will be provided by the City of Orange Fire Department following the mass resignation, Hood said.

PINEHURST, Texas — The entire Pinehurst Volunteer Fire Department made the decision to resign after frustrations with the city's administration hit a tipping point.

Nine men and women arrived to the station Monday evening to drop off their gear for the last time.

This result dates back weeks of conflict between firefighters and Pinehurst city administration.

"This will be the third time we've tried this. I'm done, you're not going to make me lose any more sleep!," Chief Shon Branham said.

Chief Branham tells 12News this all started last month when the new city manager took office.

The Pinehurst Volunteer Fire Department began a contract with a new dispatch service in Bridge City on July 1.

That contract costs $14,100 per year (averaging $25 per call over a three year span). Their previous contract costs $13,000.

"They're going to bicker over less than $100 a month, that's ridiculous," Branham exclaimed.

He says the city manager, Jerry Hood, believes cutting the number of calls will lower the cost but Branham says that's not the case ($14,100 is price in contract no matter the number of calls).

During a meeting between Branham, Hood and others last month, Branham told 12News the city decided to eliminate certain calls, deemed "unnecessary" for the fire department to respond to:

Assaults, breathing problems, chest pain, child birth, choking, diabetic emergencies, falls, overdose, seizures, stroke, traumatic injury, person down or unconscious

Since June 16, first responders at Pinehurst Volunteer Fire Department have not been able to go to those types of calls. (Acadian has been responding)

"I'm sorry, I beg to differ. It's a necessary call, we are first responders," Branham said.

Firefighters were still allowed to respond to fire alarms, gas leaks, down powerlines, known cardiac arrest (CPR in progress) & MVC with fluid on ground.

With every volunteer now gone, Pinehurst resident Thomas Conway says no longer having these men and women serve the city is "Bottom line scary."

Conway told 12News that these first responders have helped save his mother several times after she's had a stroke.

"There's been times where we've needed assistance and this fire department was the first to respond, way ahead of Acadian," Conway said.

He questions why the city would do this now in the middle of a pandemic.

"We in the middle of an uncertain time and one of our main resources, you're telling them not to respond," Conway told 12News.

He also claims he was cutoff by city officials when trying to share his concerns with them.

The volunteer fire department even created a petition to try and change the city's mind, but to no avail.

"We save property and lives, but we can't get any help from anybody from across the street over there," Branham emphasized. "I'm done with grief, I ain't getting paid for this!"

Branham, whose served as Pinehurst's chief for nearly a decade, told 12News he's also had to fight the city for new equipment.

Shortly after the resignations, Branham got on the phone with Bridge City dispatch and encouraged them to direct 911 calls (inside the city of Pinehurst) to West Orange or Bridge City if firefighters are needed.

Pinehurst administrator Jerry Hood tells 12News he is "disappointed and disheartened in the blatantly false information" Branham has been relaying to the media and citizens of Pinehurst.

Hood says "at no time was there a stoppage or denial for fire and medical services." Orange Fire Department is currently providing fire services for the City of Pinehurst and medical services have been and will continue to be provided by Acadian Ambulance Services.

PINEHURST, TX — A man, who investigators described as a serial car burglar, was arrested and faces several felony charges. Police said 25-year-old Michael Armando Lopez was taking his neighbor's car after she went to sleep at night, and driving to areas nearby where he committed several burglaries.

Deputies who were already investigating a rash of car burglaries in the area of Decker Woods, Goodson Loop, and the Coe Road areas around Pinehurst, were called to a home in the 700 block of Pond Circle on Feb. 1.

A woman at that address told investigators she believed someone was using her car during the night and returning the car prior to the morning, all without her knowledge.

Deputies set up surveillance in the area that night and saw a man, later identified as Lopez, using the woman's car and driving to the areas were other car burglaries were reported.

Deputies tried to stop the car but Lopez refused to pull over, and fled from deputies at a high rate of speed, police said.

During the pursuit, Lopez ran off the road and crash into a utility pole near the intersection of Price Lane and Goodson Loop.

Police said Lopez got out of the car and fled on foot. Police set up a perimeter and began a search for the suspect, and he was found hiding in a home nearby.

Police said Lopez had a key fob from the stolen car in his pocket along with narcotics.

Lopez was arrested and charged with multiple crimes including unauthorized use of motor vehicle, evading arrest with a vehicle, and possession of a controlled substance.

Police said Lopez had committed numerous burglaries over a span of about two weeks. Lopez is being held in the Montgomery County Jail and has bail amounts totaling $12,000, officials said.
