It’s one possible sign of the challenging economic headwinds ahead for the region. Food costs have not recovered from the pandemic’s supply chain disruptions. California’s new minimum wage requirements, while putting needed money in the hands of wage workers, squeeze small businesses looking to expand their hours. And delivery apps have taken a permanent chunk out of dine-in’s business.

Compounding the problem is the growing cost of doing business in brick and mortar businesses. Waldo Yan opened 626 Hospitality, a specialty ice cream shop, in an Arcadia strip mall two weeks ago; he has also decided to close on Tuesdays. It’s hardly a day of rest, however, as he said he spends the time doing paperwork, inventory and other work for the restaurant.

“Days off are a distant fantasy at this point,” Yan said. “Weekdays are a huge tossup.”

The San Gabriel Valley’s popularity with Chinese investors, tourists and home buyers has always helped buoy the region against domestic economic shocks. But now a dramatic downturn in the Chinese economy could add to the area’s challenges.

The pandemic made travel between the U.S. and China more difficult, and that has “slowed down business in a culture that prefers to do everything face to face,” said Paul Thomas, deputy CEO of the San Gabriel Valley Economic Partnership. “Chinese businessmen establish trust by having dinner, and trying to do that online, through Zoom, it’s kind of a nonstarter.”

In China, youth unemployment rose to 21.3% in June; the government stopped reporting the figures not long after. A Communist Party that built its popularity on double-digit growth in gross domestic product now faces an economy that grows at the same rate of any mature economy such as the U.S. — 3% in 2022.

That economic pressure has produced a political crackdown on merchants, entrepreneurs and private wealth. It is no longer such a certainty that China will dethrone America economically, according to recent International Monetary Fund reports. And U.S.-China relations are still recovering from Trump-era tariffs, tough talk and pandemic finger-pointing.

“It hasn’t been this bad since Nixon’s trip,” said Clayton Dube, director of USC’s U.S.-China Institute, referring to the then-president’s historic 1972 visit that was credited for helping thaw relations between the two countries. “This is a half-century low point, and I’m afraid this is the new normal.”

University of California campuses have been accepting fewer out-of-state and foreign students. Admissions for international students from China were down 22% last year from 2019. Dube said that the Chinese student population at USC had remained steady.

And while Chinese tourists have begun to return to California, there are only one-third as many as in 2019, according to the Los Angeles Tourism and Convention Board. That’s when more than 1.5 million visitors came and plowed in excess of $4 billion into the state economy.

An estimated 10 to 15 tourism agencies in Rosemead have closed, according to the Ray Jan, deputy director of the Rosemead Chamber of Commerce. Many of the owners of businesses I’ve spoken with over the last decade have closed.

Meanwhile, several hotels are under construction or have recently completed construction, built in anticipation of tourism that might never materialize. Some of those were funded by the EB-5 investor visa, which offers a path to a green card in exchange for a large investment in an American business. But that funding mechanism has largely faded too, according to interviews with developers, attorneys and city leaders.

The flow of Chinese capital, goods and tourism to California in the past two decades has helped transform suburbs into boom towns, erected luxury hotels and billboards for $10,000 watches next to mom-and-pop cellphone shops and liquor stores.

But it wasn’t clear if all the Chinese people who had bought American homes planned to live in them, and if the Chinese students attending local universities would seek American jobs. Many of the students I’ve spoken with over the years hoped to stay and make a life here, but almost all of them eventually returned to China, many to take jobs in family businesses.

I think all of that could change as the economy tightens in China. As fewer Chinese people are able to identify with their government’s increasingly authoritarian policies, more immigrants may be trying to make their lives in the U.S.

And herein lies the real promise and opportunity in the San Gabriel Valley.

Majority Latino and Asian, the region offers a preview of California and America’s future. In a time when it’s increasingly difficult to get reliable news out of China, the relationships here can help us see through the distortions of political rhetoric and social media and form our own relationships with Chinese culture and people.

Even as international investment falls off, local business is returning to pre-pandemic levels, some business boosters say. In Monterey Park, the old Shun Fat supermarket has become a remodeled GW Supermarket — with floors of freshly scrubbed concrete and neatly stacked produce.

NBC restaurant, a venerable standby for dim sum, is packed on Friday evenings again, said Monterey Park Councilmember Henry Lo. Even the old Lincoln Hotel underwent a renovation in 2019.

“We’re a city in transition. I would say we’re still an international city, but also a city trying to find it’s place in a post-pandemic world,” Lo said.

Members of the Roman Catholic community in the San Gabriel Valley welcomed a new bishop to their area on Saturday, Nov. 4.

The installation Mass of new Auxiliary Bishop Brian Nunes for the San Gabriel Pastoral Region of the Archdiocese of Los Angeles was held at the San Gabriel Mission Catholic Church.

Archbishop Jose Gomez led the Mass, joined by more than 100 parishioners and other members of the archdiocese, as Bishop Nunes filled the role once held by the late David O’Connell.

“I am humbled by the Holy Father’s trust in naming me a Bishop and honored by the decision of Archbishop Gomez to appoint me to the San Gabriel Pastoral Region, a vibrantly diverse area of the Archdiocese of Los Angeles,” Nunes said in a statement.

The region includes East Los Angeles, San Gabriel and Pomona Valleys, with 66 parishes, 14 high schools, and Mission San Gabriel Archangel – the first church founded in the Archdiocese in 1771. Liturgies are celebrated in English, Spanish, Chinese, and a variety of other languages.

“Of course, the region has its challenges too, most notably the need to heal after the shocking death of Bishop Dave O’Connell earlier this year,” he added. “So I ask for prayers for myself and for all the Catholics of the region during this time of transition.”

During the Mass, Archbishop Jose Gomez asked for prayers for the new bishop as he continues his ministry. Gomez said he is confident Nunes will be able to do help fulfill the mission of the church in the region.

“We pray for bishops especially today, for you Bishop Brian, we pray that you always give your best and speak of Jesus and follow his example and we pray that you lead us in his humble way and service to others,” Gomez said during the homily.

The deans, regional office staff, regional pastoral council, deacons, and lay ministry leaders who will be helping him serve the pastoral region were also introduced to Bishop Nunes during the installation.

Parisioners welcomed Nunes with open arms.

“It’s a blessing,” Hilda Espinosa, from La Puente, said in Spanish about having a new bishop in the region.

“What I hope is the best for our new bishop and also to continue the work that (Bishop O’Connell) was doing in our community, and hopefully (Nunes) will have new ideas to share with us parishioners,” Espinosa said, “because we need help moving forward after the tragedy that we experienced with the loss of O’Connell.”

For many, having a new bishop was bittersweet.

Memories of O’Connell, who was slain at his Hacienda Heights home in February, are still fresh. He was a popular local leader, whose death echoed all the way to the Vatican.

At the same time, parishioners and leaders were hopeful about Nunes’ willingness help the community heal.

“We started to see the excitement of getting a new bishop,” said Sylvia Woodson, executive assistant to the regional bishop. “Being around Bishop Brian and just getting to know him is a wonderful thing and glad it all came together. He is a good addition because he wants to help us heal and he knows the needs in the region and he wants to do that, like wanting to meet all the priests, working with the schools and talking with the students.”

Auxiliary Bishop Brian Nunes grew up in the Archdiocese, attending Catholic schools and working as a business writer before becoming a priest in 2008.

His past assignments include St. Gregory the Great Parish in Whittier and Mary Star of the Sea in San Pedro. He also worked in the archdiocese as priest secretary to the Archbishop, vice chancellor, and most recently the vicar general and moderator of the curia, succeeding Bishop Bahhuth.

“It’s a huge honor,” Nunes said after the Mass. “It’s very humbling but it’s exciting and I need to count on everyone’s prayer, it’s the only way this is going to work.”

The video was taken back in October, but the family at the center of the incident only recently posted it online. On Oct. 22, deputies responded to a call for service at the apartment complex in the 5100 block of Rosemead Boulevard.

The agency said that a concerned resident called them to the location of that home after hearing a loud argument and someone being hit. Deputies were directed to an apartment with the door ajar and explained the nature of the call to the people inside, according to the department's statement.

"The occupants were uncooperative and refused to comply," the department said. "After several attempts to have the occupants of the residence exit the location to ascertain if anyone was injured inside, the deputies made entry and a use of force against a juvenile occurred."

During the encounter, the girl's mother is heard yelling through the Ring camera trying to get everyone's attention. She said deputies had the wrong home when they came in and detained her daughter.

NBC4 reached out to the sheriff's department about the interaction and in a statement, they said they were at the correct home.

"Contrary to the allegations on social media, deputies DID NOT enter the wrong location with a search warrant," the sheriff's department said. "In fact, they were directed to the location by concerned citizens and based on the information, deputies had a lawful duty to ensure there were no injured victims and/or suspects inside the location."

Cordova said she took her daughter to the hospital due to bruising on her arms.

"She was in pain," said Ceidy Cordova, the girl's mother. "He really hurt her."

Outside the home, a driver who was later identified as a member of the family, was arrested after driving by with a cellphone in hand as he went through a stop sign, deputies said. That person also was arrested at the scene.

"Following the detention and arrest for obstructing/resisting, both the juvenile and the stepfather reported they were not injured as a result of the incident," the department said. "The entire incident was captured on video and a thorough use of force investigation was initiated following the incident. The videos depicted on social media do not capture the complete sequence of events."

Pound-for-pound, Amat has played the most difficult schedule and still found a way into the playoffs. But the Lancers’ next game, against Serra, is a tough one. Serra beat Amat by 20 points in their first meeting.

2. Damien (8-2)

The Spartans were the area’s No. 1-ranked team for several weeks, but drop a spot after finishing Baseline League action with back-to-back losses. After battling Rancho Cucamonga to a 36-25 loss in Week 9, the Spartans stumbled against Etiwanda, losing 51-39, which was the Eagles’ only Baseline League victory. Now the Spartans have a tough one on the road.

3. La Serna (7-3)

The Lancers are the No. 2 seed in Division 4 and are a good bet to go on a long playoff run. They weren’t tested at all in the Del Rio League, winning by an average margin of nearly 50 points a game. But they tested themselves outside of league and had wins over Tesoro, Newbury Park and losses to Damien, Warren and Los Alamitos. Their defense will keep them in every game.

4. St. Paul (5-5)

The Swordsmen were impressive in the Angelus League finale, handing St. Francis its first league loss, 37-32. The Swordsmen have overcome the early-season loss of senior QB Andrew Maushardt and have positioned themselves well in the Division 4 playoffs, where they will have as good a chance as anyone.

5. St. Francis (8-2)

The Golden Knights did not finish the regular season the way they wanted, losing to St. Paul, 37-32. It was their first Angelus League loss and they had to share the league title with Loyola. The playoff pairings were also bad news for the Golden Knights, who were given the No. 16 seed in Division 3. Had the Knights slipped one more spot in Calpreps rankings, they would have been the top seed in Division 4. Still, they’re more than capable of another playoff run.

6. Bonita (8-2)

The Bearcats punched their ticket to the playoffs with a 27-18 victory over Charter Oak and finished second in the Mountain West League. 7. Diamond Ranch (8-2)

The Panthers had the most impressive victory in Week 10 and jumped from No. 16 to No. 7 because of it. The Panthers have had other big wins, beating Glendora earlier and are a physical team that could be dangerous in the Division 7 playoffs. However, they have a challenging opener against Muir.

8. Northview (8-2)

After losing to Diamond Ranch, 36-28 in the Valle Vista League finale, the Vikings needed an at-large spot to get into the playoffs. 9. Muir (7-3)

The Mustangs smashed rival Pasadena 45-0 in the Turkey Tussle at the Rose Bowl and finished second in the Pacific League. The Mustangs won the Division 10 title last season, but Division 7 will be a much tougher road, especially in the first round against Diamond Ranch.

Company behind St. Gabriel EV battery material expansion enlists Japanese firm for help

Koura, the Boston company that is building a new unit at its St. Gabriel fluorochemical complex to manufacture an electric vehicle battery ingredient, has enlisted a Japanese firm to help provide a blueprint for the product.

Koura’s technology licensing deal with Kanto Denka Kogyo will give it access to the Japanese company’s “world-class technology and industry expertise” in commercial production of lithium hexafluorophosphate, or LiPF6, according to a news release.

As part of a $2.8 billion Department of Energy initiative to boost the nation’s electric vehicle battery output, Koura is building the first U.S. manufacturing plant for LiPF6. The chemical is a critical material for production of lithium-ion batteries, which power electric vehicles.

Koura is receiving $100 million from the federal government to build the LiPF6 plant. Syrah Resources, an Australian company, will get nearly $220 million to expand its Vidalia graphite processing plant.

“As one of the pioneers and known leaders in the high-quality manufacture of LiPF6, Kanto Denka Kogyo is the ideal partner for Koura to progress our energy strategy and be ready to meet growing demand for a domestic supply of LiPF6,” Koura President Gregg Smith said in a statement. “Accessing a proven technology with our license from Kanto Denka Kogyo along with support from the U.S. Department of Energy ensures we are ready to meet customer needs as lithium-ion battery plants are built and the market grows.”

Koura officials have said the company hopes to have permits for the project by 2024 with construction possibly starting later that year and production ready by 2025. The $100 million grant is expected to cover a noticeable portion of the project’s estimated $400 million budget.

“Kanto Denka Kogyo is recognized by the major battery producers for its reliable and high quality LiPF6 technology,” Junichi Hasegawa, President of Kanto Denka Kogyo, said in a statement. “We are excited to extend this production know-how to Koura, as they are best suited to build and operate a LiPF6 plant in North America with their vertically-integrated fluorspar and fluorine value chain. Customers will now have access to known LiPF6 performance in North America.”
