Lawyers for the Groton Housing Authority have moved to have Meriden Housing Authority Executive Director Robert Cappelletti found in contempt for allegedly taking money from agency accounts after his access was blocked by the courts.
The Groton Housing Authority is suing Cappelletti and a co-defendant after allegedly finding irregularities in the GHA's accounts and in the accounts of affiliated agencies. The Federal Bureau of Investigation is also investigating the agencies' finances.
Cappelletti is the former executive director of the GHA and was terminated in January. He is also the executive director of the Meriden Housing Authority, whose shared services agreement with Groton was also terminated.
In its April 4 contempt citation, lawyers for the GHA claim a Feb. 21 court order banned Cappelletti from accessing any accounts related to the GHA or its entities. However, when the lawyers accessed a Bank of America account for Northeast Redevelopment Services LLC with Cappelletti's assistance, they found Cappelletti had successfully withdrew $21,060 for legal retainer fees in late February.
On March 3, Cappelletti tried to wire $15,000 to his current counsel, but the payment failed, according to the filing.
"A review of login attempts to the Bank of America account reveals that after February 21, 2025, there were twelve attempts to access the account prior to the Plaintiffs accessing the account on March 28," the lawsuit states.
The lawyers want Cappelletti to testify about his "rational" for each instance he accessed the GHA's bank accounts after the Feb. 21 order, provide restitution for the missing funds, have the court issue a civil contempt finding against Cappelletti, and order him to pay attorney's fees and costs related to the motion.
Cappelletti's attorney Joseph Martini could not be reached for comment and a hearing on the motion has not been scheduled.
Lawyers for the GHA allege in their lawsuit that among other things, Cappelletti used the GHA's funds to pay millions of dollars in Meriden Housing Authority debt. Groton investigators have found payments to Titan Capital, Leasing Innovations and Bristol Enterprises LLC, all creditors with legal actions against the Meriden Housing Authority and or its development arm the Maynard Road Corp.
In separate actions, the courts have ruled on summary judgments in favor of Titan Capital and Leasing Innovations totaling more than $30 million. The MHA Board of Commissioners has been silent on the litigation and how or if, the money will be repaid. Members spent 90 minutes in a closed-door session last week discussing development contracts with a housing authority attorney.
The U.S. Department of Housing and Urban Development has been silent about the investigation into Cappelletti and the MHA's legal problems except to inform the courts HUD did not authorize the Titan loan, and public housing assets can not be used to repay debt. A spokeswoman said they are auditing the matter.

MERIDEN, CT — Meriden staple K LaMay’s Steamed Cheeseburgers is being sold and will change ownership next month, owner and founder Kevin LaMay announced Wednesday.
In a letter posted to the restaurant’s website and on Facebook, LaMay said the Meriden location is being sold effective May 1.
“After more than 30 years in the business—nearly 20 of those on my own—owning five establishments, selling millions of burgers, and even helping a friend bring steamed cheeseburgers to Jacksonville, Florida, I’m announcing the sale of the original and most successful K LaMay’s Steamed Cheeseburgers, effective May 1st,” he wrote in the letter. “This decision wasn’t easy, but the time is right for me to step away.”
While LaMay is stepping away and saying goodbye, he did have some good news for fans of his award-winning steamed burgers in his farewell announcement.
“The K LaMay name, staff, menu, and quality will all remain the same,” LaMay wrote.
“Over the years, there have been many highs and lows, but the journey has been incredible,” the letter reads. “One of our proudest achievements was being recognized as the Best Burger in Connecticut and earning national recognition from Thrillist.com and MSN.com. We’ve welcomed customers from all over the world—the furthest traveling from China!
“Another milestone was owning three establishments at once while employing over 40 people. But what I’m most proud of is the opportunity to employ more than 100 individuals over the years as well as being able to give back to the community. It’s been an honor to work with some of the best employees and to serve loyal customers who have become lifelong friends.”
LaMay said he’ll be working his final three weeks in April, and would be “honored to see as many of our amazing customers as possible before I go.”
“My hours will be posted on the door at K LaMay’s and on our social media sites,” he wrote. “It’s been one heck of a ride—and who knows what the future holds.”
