CT attorney general threatens cannabis 'gifting parties' in Hamden with legal action

A group running a cannabis “gifting party” has been issued a cease-and-desist order by the state attorney general, alleging the “unlicensed cannabis market appears to violate multiple state statutes.”

The so-called HighBazaar hosts weekly cannabis-related gatherings at the Masonic Temple Day Spring Lodge in Hamden. The events have reportedly attracted as many as 1,200 people.

The letter addressed to organizers Joseph Accetulo and Cody Roberts and signed by state Attorney General William Tong, states that if the group does not “cease holding these events immediately,” the office “will explore all legal options.”

“Our office has become aware that you are involved in organizing recurring, unlicensed cannabis markets under the name HighBazaar," in Hamden, Tong's letter states. “It appears that these events involve the illegal marketing and sale of cannabis outside of the regulated market and that the events are accessible to individuals under the age of 21.”

State law places limits on the amount of cannabis an individual can possess, and only permits licensed dispensaries to sell cannabis products. Tong said the HighBazaar “appears” to violate the state’s Responsible and Equitable Regulation of Adult-Use Cannabis Act, the Connecticut Unfair Trade Practices Act “and/or other applicable laws and regulations.”

The events had operated as “gifting parties,” in which for a $20 admission fee, attendants could listen to music, purchase cannabis-related accoutrements and receive “gifts” containing cannabis. Legislation was passed in 2022 that prohibited such events.

Accetulo did not respond to repeated requests for comment, but Christina Capitan, founder of an advocacy group called CT CannaWarriors, which has advocated for cannabis decriminalization and worked with the HighBazaar, said that using the attorney general’s office "against us in service of a corporate monopoly puts Ned Lamont as the Face of the Drug War 2.0."

“While we are disappointed, we are not surprised, as this is simply a continuation of Gov. Lamont’s efforts to criminalize cannabis home growers while simultaneously denying anyone without millions the ability to get a legal license in Connecticut,” Capitan said.

“It's just a flower. We're not selling crack,” said Ivellise Correa, a CannaWarriors member. “This is a craft cannabis community.”

Louis Rinaldi, a vocal critic of the state’s licensed retail cannabis market and medical cannabis program said: “It's time for us to collectively pivot to a more populist solution, one that opens up the market to local small craft producers and caregivers.”

“On one side we have a group of advocates whose net impact on cannabis policy has been regressive, after flaunting their exploitation of the gifting loophole and forcing state legislators to close it,” he said. “On the other side, we have elected officials who instead of serving the people, serve as enforcers of market share protectionism for the state's four incumbent licensed producers. All while frustrated patients and consumers continue to source from outside Connecticut's regulated market due to ongoing quality, pricing and trust concerns.”

Quinnipiac University to host ‘Sip & Shop’ event Feb. 3 celebrating Black History Month and people of color who own small businesses

HAMDEN, Conn. - Small businesses owned by people of color, both within Quinnipiac University and the surrounding communities, will come together Feb. 3 as vendors in a dynamic pop-up shop and festive gathering.

QU’s M&T Bank Center for Women and Business and its M&T Bank Center for Innovation and Entrepreneurship will hold its third Sip & Shop, a vibrant series focused on entrepreneurship, diversity and unity, from 1-5 p.m. in the Recreation and Wellness Center on the Mount Carmel Campus.

Launched in 2022 by the Center for Women and Business and spearheaded by Danisha Collins, administrative assistant of Global Health Programs at QU’s Frank H. Netter MD School of Medicine, Sip & Shop has served as a platform for female entrepreneurs of color in order for them to connect with potential clients.

Tuvana Rua, associate professor of management, co-director of the M&T Bank Center for Women and Business and director of the ConnCORP/QU Community Entrepreneurship Academy and Clinics, and Tamilla Triantoro, associate professor of business analytics and information systems, faculty coordinator of the master’s in business analytics program and co-director of the M&T Bank Center for Women and Business, have worked together to carry the event to its next level.

“We are elevating the experience into a festival-like atmosphere complete with live music, a DJ, an array of food trucks and an overall festive environment — making it a unique and vibrant celebration of entrepreneurship and community,” Rua said.

During the event, participating vendors will have the opportunity to network with fellow business owners, meet potential mentors and engage with representatives from different resources, including M&T Bank, the Small Business Administration (SBA), the Women's Business Development Council (WBDC), Grameen America, ConnCORP, CTNext, CitySeed and various Chambers of Commerce from surrounding communities.

“The M&T Bank Center for Women and Business has been actively forging connections across Connecticut, collaborating with these influential organizations. We are also teaming up with local artists to promote their music and art during the event, adding a creative flair to the atmosphere,” Rua said.

Emphasizing the multifaceted approach to community enrichment, Rua underscored that the initiative extends beyond creating meaningful connections and supporting local businesses. According to Rua, the event serves as a pivotal platform by bridging the gap often faced by small businesses striving for wider exposure and support.

"This event is a fantastic opportunity for community building, aligning perfectly with our mission to assist women and their allies to achieve their professional goals. Oftentimes, small businesses don't have access to the resources necessary to promote their offerings to a broader community. Our initiative aims to bridge that gap,” Rua said.

Additionally, there will be a range of resources available including representation from organizations that specialize in offering loans and educational opportunities. These resources are designed to support and enhance the growth and future development of these businesses.

The event stands as an essential celebration of diversity and entrepreneurship within our community, providing opportunities for the businesses of the future.

“We believe in the power of community to uplift and empower small businesses, and this event is a vibrant expression of that belief,” Triantoro said.

Behind three touchdown runs and a touchdown pass from Conlan, and 156 yards rushing and a score from Kemp on his birthday, West Haven rolled to a 47-21 victory over Hamden in a Southern Connecticut Conference contest at Hamden High Friday evening.

“I was like, I’m ready to get that dub,” Kemp said in his return to Hamden after transferring to West Haven earlier this year. “It’s my birthday. We had to show out. I’m glad my team could get the dub. It really meant a lot to me.

Conlan was on the money as well, connecting on 11-of-17 passes for 165 yards and the touchdown pass to Demarco Eady to give the Westies a 6-0 lead on the opening possession of the game.

“We knew it would be physical,” Conlan said after also rushing for 101 yards. “We knew they are big up front. They are a strong team. They usually always are.”

The Westies, ranked second in the GameTimeCT Top 10 poll, outgained Hamden 259-167 in the opening half, and it was big plays which had the momentum switching sides in the first 24 minutes.

Behind Conlan, West Haven gained 432 yards and jumped out to a 20-0 lead before the Green Dragons stormed back.

Hamden used a 10-play, 66 -yard drive to get within 20-7 when Charles Hebron ran in from 2 yards out with 6:12 to go in the half, but it was a 35-yard connection between Jerard Gibson Jr. and Shijuan Young Jr. to the West Haven 40 on fourth down which gave Hamden life.

After stopping West Haven on its next possession, the Green Dragons looked as if they were taking control of the game, but West Haven’s Andrevion Dixon intercepted a Gibson pass inside the 10-yard line with 1:19 to go in the half.

“I thought the turning point was the interception before the half,” West Haven coach Rich Boshea said after his team improved to 5-0. “They are about to score and make it possibly 20-14. We tip the ball and intercept it. Cam (Kemp) runs a 64-yarder for a touchdown with 10 seconds left. I thought that was the turning point. It was a great series for the defense and offense.”

That play by Dixon allowed West Haven to take a 26-7 lead at the break as Kemp raced in from 64 yards out with 10 seconds remaining in the half.

“We lacked discipline tonight and our lack of discipline caught up to us,” Hamden coach Tom Dyer said after his team fell to 3-2. “That’s a reflection of the job I am doing. I need to do a better job. We need to be more disciplined. We have opportunities. We were moving the ball at will in chunks tonight. We have to be able to finish. Our discipline backed us up with penalties. You can’t give teams free yards and free downs like that.”

The Green Dragons looked to get back in the game, but after stalling on its opening drive of the third quarter, Hamden watched West Haven take a 33-7 lead when Conlan ran in from 13 yards out.

Hebron’s second touchdown of the game got Hamden within 19, but West Haven iced the game with two touchdowns in less than 30 seconds.

Ya’Hinus Mercer scored from one yard out, before Avyon Graham intercepted Gibson on Hamden’s next offensive possession and returned the pick 12 yards for the score and a 47-14 lead.

West Haven set the tone early as the Westies clicked on all cylinders, outgaining the Green Dragons 169-49 in the opening quarter, which saw the Westies take a 20-0 lead.

The Westies needed just five plays to go 49 yards to start the game, capped by a Conlan to Eady 35-yard touchdown connection.

After Hamden was stopped at the West Haven 10 on its initial possession of the game, West Haven marched 90 yards in 12 plays to take a 12-0 lead. The drive was kept alive on fourth and long because of a Hamden personal foul, and the Westies capitalized when Conlan ran in from 10 yards out with 2:13 left in the first quarter.

“We are a very difficult club to defend because we have Nick who is an explosive runner,” Boshea said of Conlan. “We have Nick who is a smart player, and we have Nick who can throw the ball to Demarco (Eady) or Armani (Reid) or Cam (Kemp) out of the backfield. It makes it so hard to defend the field against that many really good players.”.

The momentum continued for the Westies when Jayden Franklin recovered a Hamden fumble three plays later.

“We can’t turn the ball over in games like this and expect to win games,” Dyer said. “The discipline will be corrected. That’s on me.”

Conlan made Hamden pay when he scored on a 40-yard run. Armani Reid then took a bad snap and ran in the conversion for the 20-0 lead as time expired in the opening quarter.

“I think they were worried about Cam (Kemp), and it just opened up,” Conlan said. “As soon as they saw him (Kemp) go outside, everyone swarmed to him. It made it easy for me.”

Devin Sanders led Hamden with 105 yards rushing, while Gibson finished with 155 yards in the air and two interceptions.

Now we'd like to ask a few questions about your reasons for running and your general views on politics and government. First, why are you seeking this office?

As a public educator of 26 years, I have knowledge and experience that I can bring to the Hamden Board of Education. I can ask questions that perhaps other board members are unable to ask. I also want to be a voice for all Hamden parents as a fellow parent. I believe in full transparency throughout the school district. Students, families, and staff should have a say in critical decision-making. I also believe that we need to ensure that funding streams, including grants, are going to services that support our students. I also stress the importance of early detection and intervention for at-risk students so we can support them before the gaps become larger. I also believe in the equitable distribution of resources to the students (and schools) that need them the most. As a Hamden board member, I can help guide decision-making that serves the best interests of all Hamden students.

What are the major differences between you and the other candidates seeking this post?

I have diverse experience in public education that no other candidate or sitting board member has. I have served as a classroom teacher for 13 years and school leader for 13 years. I have experience at both the elementary and secondary levels. I have several degrees, including an Ed.D., in Educational Leadership and I am able to apply my expertise and skills in practical and meaningful ways to support students best.

What accomplishments in your past would you cite as evidence you can handle this job?

I have 26 years of experience working in public education and with boards of education. I am aware of the amount of work that goes into serving on a board and am willing and able to meet these demands with the utmost integrity and transparency.

What is the best advice anyone ever gave you?

As an educator, treat every child as you would want your own child to be treated.

Is there anything else you would like voters to know about yourself and your positions?

I have been a Hamden resident for 26 years. I have four children who have gone through or are currently in the Hamden school system. Some students are successful in our schools, but not all students. We have great potential to meet the needs of a diverse student population, but we need to do a better job supporting our staff with the resources they require to address these student needs.

Clean, healthy and safe schools. I support a safety officer in each school.

What are the major differences between you and the other candidates seeking this post?

I am not aware of major differences. We work as a team.

If you are challenging an incumbent, in what way do you believe the current officeholder has failed the community?

I would like to serve with the incumbents and work together.

What other issues do you intend to address during your campaign?

Voting! Transparency in our local government for the taxpayers. Lower taxes to increase the appeal of Hamden.

I was a Director of Summer Playgrounds and Day Camp for several town elementary sites for many years.

Never give up.

In our Nation, it is time for us all to become more involved in our towns. I wish more people would vote, at the very least. My mom taught us that voting was important. We must all make sure that we can trust our vote.
