AFGE Local in Hawaii Signs Interim Contract with Defense Health Agency

AFGE Local 1239 has signed a collective bargaining agreement covering nurses who transferred to the newly created Defense Health Agency (DHA).This first contract for this unit currently covers 350 registered nurses who are bargaining unit employees at Tripler Army Medical Center and Desmond T. Doss Health Clinic. These employees voted for AFGE representation during the pandemic while still employed by the Army. While bargaining began with the Army before the RNs’ transfer to DHA, the bargaining was not completed unit after the e...

AFGE Local 1239 has signed a collective bargaining agreement covering nurses who transferred to the newly created Defense Health Agency (DHA).

This first contract for this unit currently covers 350 registered nurses who are bargaining unit employees at Tripler Army Medical Center and Desmond T. Doss Health Clinic. These employees voted for AFGE representation during the pandemic while still employed by the Army. While bargaining began with the Army before the RNs’ transfer to DHA, the bargaining was not completed unit after the employees transferred to DHA. The contract has articles covering important things like details and reassignments, use of facilities and communications, official time, new employee orientation, grievance procedure, and arbitration.

AFGE anticipates a larger agreement for these employees and others transferred to DHA once we finish the Federal Labor Relations Authority (FLRA) cases in which we’re seeking to continue representation of employees transferring to DHA.

“Also, we anticipate having all professionals in the Indo-Pacific Region represented by AFGE once we finish the FLRA litigation, so this was what we called an interim agreement,” said AFGE Deputy General Counsel Cathie McQuiston who headed the AFGE negotiation team.

“The interim CBA is a monumental achievement for all civilian registered nurses at Tripler Army Medical Center and Desmond Doss Health Clinic,” said AFGE LOCAL 1239 President Leilani Ganir. “The interim CBA as National President Kelley put it as "a diamond in the rough" that will become the foundation of a bigger and comprehensive master agreement in the future for Local 1239 and others in DHA.”

Ganir said the local now has an AFGE office in both facilities at Tripler Army Medical Center and Desmond Doss Health Clinic where bargaining unit employees can come and talk to stewards in private.

“As local president, I am so honored and humbled to be working with dedicated, loyal, professional, and selfless nurses who provide the best quality care to our service members and their dependents,” she added. “Our Local 1239 Ohana is dedicated to ensuring our workers’ rights are preserved and keeping our safety on the job a priority. We are Local 1239 strong!”

The DHA employees at the two facilities in Hawaii are part of the 40,000 civilian bargaining unit employees who will be transferred to DHA. HONOLULU, HI -- Twenty-nine members from the 104th Fighter Wing Medical Group and 13 members from the 174th Attack Wing Medical Group completed hands-on Medical Field Annual Training at Tripler Army Medical Center, Honolulu, Hawaii, April 25-May 4, 2022. This training allowed 104MDG and 174AW members the opportunity to provide support to an active-duty military hospital, building their experience, readiness, and confidence along the way.

MFAT is a program focused on specific job training, readiness skills training, task completion, skill-level upgrade training, and unit-type-code sustainment training that cannot be accomplished at the home station facility. At TAMC, 104MDG members are able to apply what they learn through knowledge-based training to a real-live environment.

Several career fields trained at TAMC, including public health, medical administration, and aerospace medical service. Chief Master Sgt. Chester Bennett, 104MDG Superintendent assisted with the planning for this mission.

“This training benefits not only the Air National Guard but our local communities as well,'' said Bennett. “The results of a training event such as this give us the confidence as a medical group that our troops are equipped with the skills necessary to support any taskings whether they are military, humanitarian, stateside or overseas.”

Recent taskings have a significant impact on the health and well-being of civilians throughout the hospitals within the Commonwealth of Massachusetts, he said.

104MDG members were spread throughout TAMC and received their hands-on training in areas of the hospital such as Labor and Delivery, Anesthesiology, Emergency, Intensive Care, Medical Records, and Medical Supply. Lt. Col. Anna Barrows, 104MDG Chief Nurse, planned the training schedule for the aerospace medical service technicians working at the hospital.

“What we want our members to gain from this is to really set in the ANG’s mission of creating well-trained troops,” said Barrows. “Troops who are able to promptly mobilize during wartime and provide assistance during national emergencies. What they are learning here is more of the bigger picture and their readiness operations.”

While working in the hospital, 104FW and 174AW members were under the supervision of Mr. Edwynn Johnson, TAMC Reserve Component Operations Specialist. Johnson manages the reserve training program and has been in charge of the program for 11 years. TAMC helps to train and shape members across all components and services because a trained and ready force is a prepared, efficient and effective force, he said. In 2022 alone, he plans to see more than 400 members go through training at TAMC.

“Reserve Units training here at TAMC puts our staff in a position to share their knowledge, skills, and experiences, passing on what they know as well as gaining from those that they train,” said Johnson. “Often reserve members that arrive for training do not get the experience at their home station at the level that TAMC provides. I have also seen Reserve members that arrive and have special skill sets that TAMC is short of staff in and can help provide critical care,” he said.

With just over 40 ANG members working at TAMC, Johnson estimates that the medical group saved TAMC approximately $60,000 in overhead costs.

“Units that train at TAMC provide additional support to the facility, allowing for increased patient care,” Johnson said. “I hope that each member that participates in this program retains knowledge and skills that are an asset to them and the community in the event they are called on in an emergency situation in their community setting.”

Staff Sgt. Daniela Rizarri, 104MDG aerospace medical technician, was among those training at TAMC. She had the opportunity to work in the Mother and Baby section of the hospital, where she helped take care of new mothers and their infants and furthered her skills toward becoming a more seasoned multi-capable Airman.

Multi-capable Airmen accomplish tasks outside of their core Air Force Specialty. They are enabled by cross-utilization training and can operate independently in an expeditionary environment to accomplish mission objectives within acceptable levels of risk.

“Since we don’t have a treatment facility at Barnes, this is hands-on training for something I can’t do close to home,'' said Rizarri. “Although we don’t have a labor and delivery unit, these skills could be needed to help our neighboring allies.”

Airmen from the104MDG and 174AW public health office worked with Mike Leong, a TAMC entomologist, to conduct vector surveillance during the training. Vectors are insects or animals that transmit disease-producing organisms to humans. During the vector surveillance training, members set up mosquito traps called BG-Sentinels.

“The environmental health counterparts here with the Army have been so generous with their time and skills, teaching us so much,” said Senior Airman Hannah Jones-Trudeau, 104MDG public health technician. “The vector surveillance program is not only about knowing what the risks are on our base, but it’s also about being prepared to go down range where vectors can be enormous risks to our troops and can really affect morale and also our ability to move in a moment's notice. All of the training received here makes us more effective assets in a deployed environment,” she said.

Training at TAMC gave Airmen insight into different perspectives and ways of accomplishing tasks. Staff Sgt. Wesley Powell, 104 MDG public health technician and facility manager, received instruction on how to inspect locations for public health concerns, such as hair and nail salons, food trucks, an inground pool, and locker rooms which she would not get the opportunity to inspect at home station.

“From day one of coming here, we have seen so many different ways we can improve our base to be more efficient and better inspection-wise,” said Powell. “Logistically, they have to do different things than us. This is a perfect opportunity to see a whole other way that you can accomplish something and get ideas on how to be more efficient. They have different organizational tactics and ways that maybe we can combine,” she said.

Not only is this program an asset to the 104MDG and 174AW members, it is an enormous asset to TAMC, the Commonwealth of Massachusetts, and the DoD. By conducting training at TAMC, members provide support to the hospital and gain the knowledge they need to bring back and better serve their communities.

Thanks to the extensive collaboration and planning between Bennett, Barrows, Johnson, and many others, the MFAT mission was able to bring our teams together to train and give the Air Force a more prepared, efficient, and effective force.

Our medical facilities and clinics are only as good as the Airmen who work in them. Senior Airman Tenzin Dakar, 104th Medical Group aerospace medical technician is one of those Airmen with a hardworking drive, a willingness to learn, and a passion for helping others.

Aerospace medical technicians, commonly called 4Ns, work alongside doctors and nurses to assist them in a wide variety of situations. Providing a combination of nursing and emergency medical technician skills, 4Ns can care for wounded Soldiers and Airmen during an aeromedical evacuation or even with delivering a baby.

“As a medical technician, I get to do a wide array of tasks that you would typically see in a clinic-based settings, '' said Dakar. “Such tasks include taking vitals, giving immunization, drawing labs, scheduling appointments, and managing medical documents for our base members. Drill weekends consist of getting our own medical training accomplished as well as assuring our base member’s medical records are up to date.”

Dakar enlisted in 2019 as an aerospace medical technician in order to serve his country and use the education benefits that the Massachusetts ANG provides. His plan is to obtain his Bachelors of Science in nursing from Elms College using his Post-9/11 GI Bill.

“I chose to work in medical because it gives me a variety of career options that can be very easily transferable to the civilian side,” Dakar said. “Throughout both my medic training and time working as a medic, I have had countless opportunities to serve others. Those opportunities have not only helped me grow and progress as a medic but also leave a huge impact through supporting my community during the recent pandemic.”

Fourteen months of Dakar’s enlistment were spent working the Covid-19 response mission. Administering Covid-19 immunizations was one of the main tasks needed during the mission.

“During the course of the pandemic, I was given the chance to work with the Army National Guard assisting my community in fighting the deadly illness that has taken millions of lives,” said Dakar. “It is inspiring seeing the impact we make on people through the quality of care given. There is nothing more humbling and rewarding than being able to make a difference in one's life when they are at their most vulnerable.”

Staff Sgt. Daniella Rizarri, 104MDG aerospace medical technician works as Dakar’s supervisor, managing his tasks and helping keep him on track to accomplish his goals.

“What makes me most proud is Dakar’s willingness to help wherever he can and his interest in learning about the clinic and the military in general,” said Rizarri. “He constantly volunteers and takes initiative to help out other career fields within the medical group.”

Outside of the military, Dakar enjoys hiking and is working towards accomplishing the New Hampshire 48 challenge, a strenuous challenge that requires hikers to summit all 48 peaks in New Hampshire that are 4000 feet or higher.

Dakar’s commitment to tackling challenges both inside and outside of the military speaks to his character and contribute to making the 104MDG a high achieving unit.

“Senior Airman Dakar has a great work ethic,” said Rizarri. “From volunteering for the Covid mission right out of technical school to always asking questions to better his understanding. He takes any opportunity to learn, including when mistakes are made.”

It’s generally good advice to keep your drama off the timeline. Sometimes, though, it comes for you and there’s nothing you can do about it, as Tripler Army Medical Center in Hawaii can attest to.

“Who the fuck runs this page as you’ve hacked my bank and stolen $400 from a single parent who just tried to do her shopping and can’t cause you scammed her bank account but somehow have now linked your account to mine,” read a message posted to the official Facebook page of the Tripler Army Medical Center, a hospital supporting 264,000 active personnel, dependents and veterans from around the Pacific Rim.

Seventeen minutes earlier, the hospital’s location was updated to London, more than 7,000 miles from Tripler’s actual location on the island of Oahu. The Facebook page’s banner also noted the supposed grift that had been committed, reading “SCAM.”

Tripler Army Medical Center did not respond to a request for comment, although their Twitter account did note early Wednesday morning that the Facebook page had been “hacked.”

Who was stolen from, how they were given access as an administrator to the Tripler Facebook page, what continent they are currently on, and whether or not they have recovered their $400 remains unclear.

It’s not the first — and certainly not the last — military public affairs malfunction on social media. Last year Fort Bragg, home of the 82nd Airborne Division and Army Special Operations Command, got extremely horny on the timeline.

“My face’s, then my boner’s and then my face’s again before I come up to give you a deep long kiss,” read one Tweet from Fort Bragg to an unfortunate OnlyFans account in a message this organization will not attempt to interpret further.

Though it seems harmless, military families in Hawaii have also come to rely on social media as a source of information about their living conditions. Recently, it was to share stories of a water contamination emergency affecting thousands of families at Joint Base Pearl Harbor-Hickam. There, a fuel leak left residents sick and reporting oily, contaminated water in base residences.

Although the posts have since been deleted and Tripler has regained control of the Facebook page, let’s hope that someone in Hawaii has that person’s money.

On April 23, 2022, nearly 50 members from the 104th Fighter Wing Medical Group and 174th Attack Wing Medical Group traveled to Honolulu, Hawaii to complete training requirements at Tripler Army Medical Center with the aid of transportation from the 145th Airlift Wing and careful preparation from leadership.

The 104MDG and 174MDG conducted their medical field annual training, which is a program focused on specific job training, readiness skills training, task completion, skill-level upgrade training, and unit-type-code sustainment training that cannot be accomplished at their home station facilities. This year, members had the opportunity to accomplish their training at TAMC, which is the only tertiary care hospital in the Pacific Rim.

A crew of Air National Guard members from the 145AW based out of Charlotte, North Carolina, managed the transportation of the Airmen to Hawaii in a C-17 Globemaster. Their involvement was not only critical in getting members of the 104FW and 174MDG to their training, but it also provided their pilots and crew the opportunity to meet their own training and readiness requirements.

Chief Master Sgt. Chester Bennett Jr, 104MDG Superintendent assisted with the planning for this mission, which took roughly eight months to prepare for. It required coordination with the 145AW and 174 MDG, as well as procuring 104FW funding and securing the military airlift to and from Honolulu.

“Preparation for this mission required significant cross-organizational collaboration and back and forth communication with the 145 AW, 174 MDG and TAMC,” Bennett said.

Among the flight crew was Airman 1st Class Ian Storm, a loadmaster with the 145AW, who was responsible for loading up the aircraft and accompanying members on the journey to ensure a safe flight. The training he receives during training flights is essential because it gives him real world experience to improve his readiness, he said.

“We get to do these longer flights around once a month and conduct flight training around 1-2 times a week, '' Storm said. “It is crucial to the Air Force mission because we get these Airmen where they need to be to knock out their training and in turn excel when it comes to difficult real-world situations.”

The C-17 was piloted by a crew of three pilots from the 145th AW, Capt. Barry Plemmons, 2nd Lt. Cody Smith, and Capt. Chris Leist. Plemmons, Smith, and Leist worked alongside each other as a team for the long 11-hour flight.

“We learn through each and every flight we make as each airfield offers a different and unique experience, '' said Plemmons. “The most important factor is managing and making sure our people have a safe flight and mitigating any risks along the way.”

Although the trip may not have happened had it not been for the joint effort and partnership between units, they weren’t the only players who made the training possible.

“Ultimately, none of this could have transpired without full backing from 104FW Leadership,” said Bennett. “They understood the relevance this training brings to our Wing from a medical readiness standpoint. The 104th Logistics Readiness Squadron and 104th Force Support Squadrons played a big part in getting us a military airlift along with everything that goes into mobilizing 50 personnel from both units. It truly was a wing effort,” he said.
