A 27-mile monorail along Interstate 270 between Shady Grove and Frederick in Maryland would generate nearly $4 billion more in economic benefits over three decades than it would cost to build and operate, according to a new study funded by monorail supporters.

The line would save time — and, in turn, money — both for monorail passengers and motorists who would enjoy less congestion on I-270, the study found. A monorail also would increase business productivity and make the Washington region more economically competitive.

The study by Boston-based economic consulting firm EBP is part of developer Robert O. Eisinger’s quest to persuade the Maryland Department of Transportation to build a monorail between Montgomery and Frederick counties. Eisinger’s pro-monorail High Road Foundation funded the $68,000 study, mostly with his own money, he said. The group previously funded engineering and travel demand analyses of the proposal.

“First we proved you could physically do it, then we proved there’s a demand for it,” said Eisinger, a managing member at Rockville-based Promark Partners. “We’ve just proved that, economically, you can’t afford not to do this.”

He said he has not yet shared the findings with MDOT.

While Eisinger said the monorail could complement Maryland Gov. Larry Hogan’s (R) plan to build toll lanes on I-270, state transportation officials haven’t committed to including it in their upcoming environmental review of the lanes north of Interstate 370.

MDOT spokeswoman Erin Henson said the agency is still devising the “preliminary alternatives” that will be analyzed. However, she said, the state is doing its own “monorail feasibility study” that will be released later this fall.

“As studies have shown, the national capital region can benefit from multiple options, including increased telework, transit, and managed [toll] lanes for long-term congestion relief,” Henson said in an email. “We are committed to finding all possible solutions to relieve congestion for the citizens of Maryland.”

Eisinger said he knows some people will scoff at the idea of an elevated monorail whizzing above I-270 traffic. He’s heard the Disney World jokes.

But he and other local monorail supporters point to more than 40 monorail systems worldwide, and Eisinger said he’s heard a “significant amount of political support” from the Montgomery County Council and state lawmakers. While MDOT hasn’t committed to the idea, Eisinger said, “I’m not getting any negative feedback from them.”

Del. Kumar P. Barve (D-Montgomery), chairman of the House Environment and Transportation Committee, said he became intrigued with Eisinger’s idea after holding a hearing on it in January.

He said he was particularly impressed that a monorail would fit within I-270’s right of way, allowing it to avoid the controversy that often kills transportation projects that affect homes and other adjacent properties.

“I personally think any plan that doesn’t require the acquisition of land would be a winner right from the start,” Barve said.

Maryland towns ready to fight maglev project as federal review stalls

Building a monorail and then operating and maintaining it over 28 years would cost $2.7 billion, the study found. Construction would cost $3.6 billion, but some of that value would remain in the system at the end of the 28 years, the analysts said.

Meanwhile, the economic benefits of faster, safer and more reliable travel would come to $6.6 billion, leaving an overall $3.9 billion benefit, the study found.

“When you run the numbers, you see the benefits clearly outweighing the costs,” said Naomi Stein, one of the study’s authors.

Under Eisinger’s proposal, the monorail would run between the Frederick MARC commuter rail station and the Shady Grove Metro station in Rockville, with stations in Urbana, Clarksburg, Germantown and Metropolitan Grove.

Clustering new homes and jobs around monorail stations would help the area grow in a more sustainable and environmentally friendly way, Eisinger said. His company owns property across the Washington region, he said, but not at any of the proposed monorail stations.

The study assumed monorail trains would arrive every six minutes during the morning and evening rush and every 12 minutes off-peak. The trip between Frederick and Shady Grove was assumed to take about 47 minutes with an average speed of 35 miles per hour, according to a previous foundation-funded study by Massachusetts-based Cambridge Systematics. Such a scenario would attract about 34,800 passengers daily in the first year, that analysis said.

Eisinger said he believes a monorail could be built and operated via a public-private partnership with teams of companies financing its construction and operating it in exchange for state payments to cover their debt, costs and a profit.

Eisinger said he’s concerned about the recent dissolution of Maryland’s $5.6 billion public-private partnership on the state’s light-rail Purple Line project. However, he said, because a monorail wouldn’t require additional right of way or utility relocations, it would have a significantly lower risk of the kinds of cost overruns that have plagued the Purple Line project.

More than 160,000 students headed back to school Tuesday in Montgomery County as the sprawling suburban district outside Washington projected another year of record enrollment and deepened its focus on foreign languages and career education.

The first day of classes in Maryland's largest school system arrived later than it has in more than a decade, after a new state mandate that schools open after Labor Day. But much was otherwise the same, with teachers across the district's 205 schools welcoming backpack-toting students.

Neighboring Prince George's County opens schools Wednesday, projecting a fifth year of rising enrollment, with more than 132,000 students. In Northern Virginia, classes resumed Tuesday in Arlington and Alexandria, following earlier openings in other Virginia school systems and in D.C. Public Schools.

Montgomery County Superintendent Jack Smith started the day before sunrise at Paint Branch High School in Burtonsville, where he mingled with students in hallways and talked to one class about overcoming the jitters and seizing the potential of high school.

“This is the most important time to be curious,” he said.

Smith, starting his second year as the district’s leader, said in an interview he would like to see evidence of greater learning across grades and student populations in the year ahead, and an increased awareness of career opportunities.

Montgomery is increasingly diverse — roughly 30 percent Hispanic, 29 percent white, 22 percent black and 14 percent Asian — with more English-language learners and economically disadvantaged students in recent years.

“Every single student needs to walk out well-prepared for college, well-prepared for career, or well-prepared for both,” he said.

A new marker of success at graduation: The seal of biliteracy

Nearly 1,000 new teachers are joining the Montgomery school system this year, and new Spanish-English language immersion programs began at Brown Station Elementary and Washington Grove Elementary. More than 100 new school buses are on the road.

This year’s expected jump in enrollment — by nearly 2,300 students, to 161,302 — would mark the ninth consecutive year that the high-performing county school system has recorded a yearly increase of more than 2,000 students.

“It’s going to continue to be a challenge for us, facility-wise and resource-wise,” school board member Patricia O’Neill said.

Montgomery’s enrollment surge of recent years is driven by birthrate trends and a continuing influx of families, said school district demographer Joel Gallihue. Existing neighborhoods are turning over and bringing in more parents with young children. During four of the past five years, sales of existing homes increased, he said.

Smith began the new school year with a vote of confidence from the board of education, which last week boosted his salary by $15,000, to $290,000 a year. That makes his pay comparable with his counterpart in Fairfax County, Va., according to a district analysis.

“Montgomery County Public Schools is the 17th-largest school system in the nation, and we want to make sure we remain competitive,” said Board of Education President Michael Durso, noting that the pay increase was initiated by the board.

The county opened a new school this year — Silver Creek Middle in Kensington, its 205th — and completed a classroom addition at Diamond Elementary in Gaithersburg. Students are attending newly rebuilt schools at Brown Station Elementary in Gaithersburg, Wayside Elementary in Potomac and Wheaton Woods Elementary in Rockville.

Shortly after he stepped into the top post, Smith cited the narrowing of achievement gaps as “a moral imperative for the community.” The system’s high level of success would not continue without doing more for students of color, those in poverty, English-language learners and children in special education, he said.

On Tuesday, Smith echoed those remarks and said the school system had made progress by increasing access to rigorous coursework. More Hispanic and black students took Algebra 1 in eighth grade, for example, he said. “If you don’t have access to the concepts, the material, the information, you cannot be successful in it,” he said.

In Prince George’s County, the state’s second-largest school system, educators held student orientation Tuesday for ninth-graders and those transitioning to middle school.

To mark the opening of the school year in Prince George’s, the system’s chief executive, Kevin Maxwell, plans to make stops at several schools Wednesday, including a new $93.7 millioncampus for Fairmont Heights High.

“We will provide new facilities, new programs and more opportunities for young people to be successful in life,” Maxwell said.

He also is scheduled to visit Charles H. Flowers High, which has a new program that offers students a path to a bachelor’s degree for $10,000 or less, and Frederick Douglass High, which has a program that places students in line for jobs in the health-care and hospitality industries.

Student safety issues have sparked concern in Montgomery and Prince George’s during recent years.

In March, the Montgomery school system drew national attention as two immigrant students who had crossed the border illegally were accused of raping a fellow student inside a bathroom stall at Rockville High School. Prosecutors eventually dropped all sex-assault charges in the case.

But parents and others raised questions about school security, and Smith launched a school-by-school security review. The district recently completed an examination of its 25 high schools and is making upgrades and changes.

He was warned about getting too close to students. But this Maryland teacher was allowed to stay in the classroom.

In June, a longtime Montgomery teacher was convicted on sexual abuse charges, raising questions about how the school system handles incidents of inappropriate conduct.

For all cancers, early detection increases survival rates but for women with dense breasts getting an early diagnosis is challenging. For the 40% of women with dense breasts, mammograms often are not enough. Dense breast tissue and cancer appear white on a mammogram, which makes it difficult for radiologists to distinguish between the two, particularly in early stages. 5 miles of separation with Sidney Katz

When Sidney Katz was growing up, his family were the only Jews in Gaithersburg.Katz, 72, who was Gaithersburg’s mayor for 16 years, has lived his whole life in the city. When Sidney Katz was growing up, his family were the only Jews in Gaithersburg.

Katz, 72, who was Gaithersburg’s mayor for 16 years, has lived his whole life in the city. Last month he was elected to a third term on the Montgomery County Council, representing District 3, which comprises Gaithersburg and neighboring Rockville and Washington Grove.

But being the only Jewish family in the 1950s, meant that he and his brothers traveled to Washington on Sundays, where they studied with a private Hebrew-school teacher. They had their b’nai mitzvah in Baltimore.

At Gaithersburg High School in the 1960s, Katz was the only Jewish student. The Washington Post quotes him as saying that he recalls being “treated differently, but without the negative connotations.”

Katz likes to tell the story of how his family came to Gaithersburg, where they opened a feature typical in small Southern towns — the Jewish store. It was called Wolfsons.

The story goes like this: The family had come from Lithuania. Katz’s maternal grandfather, Jacob Wolfson, had a twin brother named Albert, who owned a store in Rockville. When America entered World War I, Albert went overseas to fight. So Jacob, who stayed behind, took his place running the store.

In 1918, with the war over, Albert came back to Rockville — and his store. Jacob didn’t want to compete with his twin, so he moved his family five miles away to Gaithersburg and opened Wolfson’s on East Diamond Avenue. The store began as a dry cleaners but soon expanded to serve the needs of the area’s farmers.

“My grandfather was a tailor, and he would fix things,” Katz said. “He also had ready-made clothing, and he was a suit maker. I can’t sew on a button, I mean, but that was their trade, and they made a very nice living.”

When Katz was born in 1950, Gaithersburg was still a farming town. “It was like the South,” he said. “It had that kind of small town feel to it. Everybody knew everybody, very pleasant. We were the only Jewish family for many, many years.”

When non-Jewish customers came in the store, they were self-policing. Nothing untoward was tolerated, especially not in front of Katz’s mother, Sara.

“Sometimes, they had maybe a drink more than they should have when they came in, but nobody said anything out of the way in front of my mother, ever — and I mean ever,” Katz said.

“Three guys would come in, and somebody would curse, and somebody else in the group would say, ‘You don’t do that in front of them.’ ”

Katz was the third generation to own Wolfson’s. But it began to look as if the fourth generation wasn’t interested in inheriting the store. So in October 2013, Katz closed Wolfsons. The following January, he filed paperwork to run for the District 3 council seat.

“It was such a different world,” he said of the Gaithersburg of his youth and earlier. “I mean, you know, today you can order something [on Amazon], and you get it within an hour. I always joke about that — my grandfather didn’t want to be in competition to his brother. So we went all of five miles away.”

On the other hand, he said, in today’s traffic, it probably takes as long as it did when his grandparents traveled between Rockville and Gaithersburg on country roads.
