AUTHORITY: House Committee Resolution dated 1 October 1986. The Delaware Bay Coastline, DE & NJ – Roosevelt Inlet-Lewes Beach, DE project was authorized for construction by Title I, Section 101 (a) (13) of WRDA 1999.

LOCATION: The project area is located along the Delaware Bay Coastline at Lewes Beach, Sussex County, Delaware.

DESCRIPTION: The plan proposed in the final feasibility report for the purposes of flood and coastal storm damage reduction and navigation mitigation is a 100-foot-wide berm at an elevation of +8.0 feet NAVD, and a dune at an elevation of +14.0 feet NAVD over a total project length of 1,400 feet. The selected plan includes dune grass, dune fencing and suitable advance beach fill and periodic nourishment every six years to ensure the integrity of the design. The plan also provides for reconstruction of the south jetty at Roosevelt Inlet.

STATUS: Initial placement of beachfill was completed September 2004 while dune crossovers, sand fence, and dune grass were completed in December 2004. The project has been repaired/nourished multiple times since initial construction. The FY23 Bipartisan Infrastructure Law provided $4.5 million in funding to complete periodic nourishment. Work began in December 2023 and was completed in January 2024 (via hydraulic beachfill).

Image-Guided SRT is the only treatment for nonmelanoma skin cancer (basal and squamous cell carcinoma) that uses ultrasound imaging to help clinicians direct low-level x-rays to targeted areas of the skin, killing cancer cells without bleeding, pain, surgical scarring or need for reconstructive surgery. Two large developments along Route 9 west of Lewes are on the Wednesday, Dec. 20 agenda for the Office of State Planning Coordination Preliminary Land Use Service.

The two projects are about two-and-a-half miles from each other and contain a total of 1,485 single-family homes, more than 1,300 multifamily units and commercial areas.

Northstar mixed-use

At 10:30 a.m., state planners and agency representatives will hear plans for the Northstar mixed-use project. The proposed plan includes 758 single-family lots, 94 multifamily units of affordable housing and 96,000 square feet of commercial area. The 433-acre parcel (30 acres will not be developed) is located between Route 9 and Beaver Dam Road across from the Vineyards mixed-use community, which contains the Redner’s Fresh Market and other commercial units, multifamily buildings and single-family homes.

Applications filed with Sussex County include a rezoning of 12.7 acres from AR-1, agricultural-residential, to C-3 commercial, rezoning of nearly 8 acres from AR-1 to medium-density residential and a conditional use for 94 multifamily units.

Located within the Henlopen Transportation District, the preliminary plan includes three miles of shared-use pathways to provide linkages to existing subdivisions and two-and-a-half miles of pathways within the proposed community.

Also, the plans include a connection road from Beaver Dam Road to Route 9, which is part of a Delaware Department of Transportation plan to build a new road to connect Mulberry Knoll Road to Route 9.

Cool Spring Crossing

At 11 am., planners and agency representatives will hear plans for Cool Spring Crossing, a master-planned community proposed for a 637-acre parcel with frontage along Route 9 as well Log Cabin Road, Hudson Road and Cool Spring Road. The mixed-use development uses the current AR-1 zoning and proposed medium-density residential/residential planned community zoning, and it incorporates the Sussex County Rental Program. Included in the plans are 727 single-family homes, 911 townhomes, 300 condominiums, 451,000 square feet of commercial and 275 acres of open space.

The proposed Freeman Companies project would be built over 10 to 15 years.

Cool Spring Crossing was first reviewed by PLUS in 2011, but that plan has been modified, calling for a another state review.

According to the coolspring.info website, the preliminary plan includes a regional YMCA, a grocery store, restaurants and other businesses. The site plan will also include proposed road improvements. Several options of housing are planned including over-50, rentals and for-sale units to help meet the need for workforce housing, according to the website. Freeman also plans to make additions to the Lewes-to-Georgetown Trail, which runs along the Route 9 frontage of the property, and may include trail linkage to Milton.

Most people who frequent the Lewes Daily Market have known Paul Cunningham II for the 11 years he has worked there. But now they know him as one of four new owners who took over the convenience store Jan. 2.

Cunningham said previous owners Tim Wallace and Brad Alwood decided to sell the business after 31 years.

“We’ve been coming in here for years, since we were kids,” Cunningham said. “It’s always been a really special place. When it came up for sale, we jumped at the opportunity.”

The other owners are Brad Hlinko, Tommy Engel and Clint Fluharty. Cunningham said they all operate their own successful businesses, so they are counting on him to run the store day to day.

“We’re not going to make any major changes,” he said. “Just freshen it up a little bit. A lot of our customers just like the feel when they come in here.”

The Lewes Daily Market location at 420 E. Savannah Road used to be home to the Lewes Dairy Store.

Now, it is a lot of things to a lot of people – a deli, a convenience store and a place to buy lottery tickets. The store has a reputation for selling winners.

“We like to refer to ourselves as the ‘lucky store,’” Cunningham said. “We’ve never had the big Powerball or Mega Millions jackpot, but hopefully sometime soon we can accomplish that too.”

A lot customers hope so too.

Jeffrey Allen, who manages a fast food restaurant nearby, has been coming in for about a year to try his luck.

“I hit a $1,000 ticket here a couple of months ago,” Allen said.

“I come all the way down here from the other side of Lewes every Thursday to buy my tickets,” said Bruce Newman. Newman said he is still looking for that big winner, but he has done well of his NFL super picks.

Frankie Castillo works at Beebe Healthcare. She said she has been coming in for 30 years.

“They always have what I happen to be looking for. I like the sandwiches, ham and Swiss on rye,” she said. She also was buying lottery tickets.

Cunningham said the biggest challenge so far has been to get the vendors and billing in line.

“It’s going to take a lot of work, but we’re all dedicated and whatever it takes, we’ll do,” he said. “We care about the history of this store. We care about Lewes. Lewes is growing, the area is growing, and we’d like to grow with it.”

La Baguette’s new Lewes store was a beehive of activity during a recent visit. Contractors were working inside and out to get the award-winning French bakery’s second location ready for a soft opening.

“There are a million things going on, many moving parts,” said owner Anita Wheeler-Bezy. “All the equipment is in; the ovens are working. We’re just waiting for the health inspector to come.”

Wheeler-Bezy talked in the front of the new store, which is also serving as a makeshift office until the dust settles.

She and her husband, chef Ludovic Bezy, are just days away from serving the first baguettes and croissants to customers at the former Touch of Italy location in the Villages of Five Points.

“He runs the back of the house, I run the front of the house,” she said.

The Bezys opened the original La Baguette on Governors Avenue in Dover in 2017.

“We tried for a long time, but the banks would never say ‘yes.’ So we did something called the Chef’s Table, a four-course mystery menu. It was because of the testimonials and sold-out events week after week that we were finally able to open La Baguette,” she said.

They both quit their day jobs at the same time in favor of a job that keeps them working 24/7.

But their journey to southern Delaware really began decades ago in northern France, where they both grew up.

“My dad was a G.I. in the U.S. Air Force. My mom is from France. I was visiting my grandparents, and that’s how I met my husband. We got married over there in our hometown,” Wheeler-Bezy said. “I grew up speaking both languages. That’s why I don’t have an accent.”

She continued, “My grandmother used to own a bakery/café. That’s how my mom and dad met. The G.I.s used to come to the bakery/cafe in the small village in the Champagne region.”

Wheeler-Bezy said her husband was trained as a chef in France and has been baking for almost 40 years. She said it’s that experience that gives their French bakery a special touch.

“It’s thanks to his talents that we exist. It’s his technique, what he’s learned over the years, that we can make a great baguette and croissant. We make and bake everything in house from scratch. You can’t find anybody who makes and bakes everything on site,” she said.

She also credits the finest flour and an oven that’s imported from Italy.

“It’s a very powerful convection, gas-powered oven. It’s the perfect temperature. It keeps heat for a long time and makes crust like no other baguette. It can do 600 loaves an hour,” she said.

They’ll need it. The Bezys already do a robust wholesale businesses and will soon be baking all the bread for a local restaurant chain and a restaurant in Dover.

“They’ve been begging us for years. But I said, ‘I don’t know if we’re ready for this,’ because it’s a lot more work. But this kitchen is going to make our lives easier,” Wheeler-Bezy said.

For the time being, all the bread will be baked in Lewes and pastries in Dover.

La Baguette’s menu also has sandwiches, pizza and quiche.

“I think a big seller here will be the La Jambon Beurre, a ham and butter sandwich on a baguette with a French pickle,” Wheeler-Bezy said.

She said a soft opening is planned for sometime in November. La Baguette’s grand opening is set for 11 a.m., Sunday, Dec. 3.
