“I am a past client of this provider My mother passed away two months ago after nearly four years of coverage from the team members of ABC Upper Chesapeake. Mom and I were both very pleased with the coverage. ABC was most congenial to do their best to provide Mom with caretakers whom we found suited to Mom's personality and temperament. In the very few cases this was not so, we asked for someone else to care for Mom and this was promptly provided. All in all the caretakers were kind, friendly, competent and helpful, providing Mom with good care and company. Elaine G was very helpful in getting us in contact with the VA so that Mom was able to obtain a monthly benefit entitled to her because of Dad's service in the military. That was a great financial help to us in our particular situation. I strongly recommend this agency for the homebound and ill. They will work with you to do all they can to grant your reasonable requests. Thank you, Elaine and caretakers!”

“I am a past client of this provider ABC Upper Chesapeake provided excellent and compassionate care for my late father during his prolonged decline at age 95. The care enabled him to live in his home with my mom during his final months of life. Elaine worked with me diligently to match my parents' difficult situation with the perfect caregiver. My father was treated with dignity and gentleness when he was no longer able to care for himself at all. It gave our family great peace of mind knowing he was so well cared for.”

“I interviewed this provider I used Always Best Care to care for my parents who happen to live in another state. I met with Elaine (the owner) to discuss my options and determine the best caregiver service to meet my parents needs. She was a great help; addressed all my questions and concerns and gave me peace of mind that my parents were in good hands. Their caregiver is wonderful and very competent. I don't have to worry about them or become a detective to find out what is going on with them in Maryland. Although my parents were a little skeptical at first, Elaine and her staff have put their mind at ease and made them feel very comfortable about the entire experience. They both feel much safer now and happier that they are able to stay in the home that they love. I am comforted in knowing that my parents are receiving quality care and they are in the capable hands of Elaine and her staff at Always Best Care. Aging in Place: The Preferred Choice for Most Seniors

While it's true that some seniors have complicated medical needs that prevent them from staying at home, aging in place is often the best arrangement for seniors and their families. With a trusted caregiver, seniors have the opportunity to live with a sense of dignity and do so as they see fit - something that is unavailable to many older people today.

In-home care makes it possible for millions of seniors to age in place every year. Rather than moving to a strange nursing home, seniors have the chance to stay at home where they feel the happiest and most comfortable.

Here are just a few of the reasons why older men and women prefer to age at home:

How much does a senior's home truly mean to them?

A study published by the American Society on Aging found that more than half of seniors say their home's emotional value means more than how much their home is worth in monetary value. It stands to reason, then, that a senior's home is where they want to grow old.

With the help of elderly care in Aberdeen Proving Ground, MD, seniors don't have to age in a sterilized care facility. Instead, they can age gracefully in the place they want to be most: their home. In contrast, seniors who move to a long-term care facility must adapt to new environments, new people, and new systems that the facility implements. At this stage in life, this kind of drastic change can be more harmful than helpful.

Institutional care facilities like nursing homes often put large groups of people together to live in one location. On any given day, dozens of staff members and caregivers run in and out of these facilities. Being around so many new people in a relatively small living environment can be dangerous for a seniors' health and wellbeing. When you consider that thousands of seniors passed away in nursing homes during the COVID-19 pandemic, opting for in-home care is often a safer, healthier choice for seniors.

Aging in place has been shown to improve seniors' quality of life, which helps boost physical health and also helps insulate them from viral and bacterial risks found in elderly living facilities.

For many seniors, the ability to live independently with assistance from a caregiver is a priceless option. With in-home care, seniors experience a higher level of independence and freedom - much more so than in other settings like a nursing home. When a senior has the chance to age in place, they get to live life on their own terms, inside the house that they helped make into a home. More independence means more control over their personal lives, too, which leads to increased levels of fulfillment, happiness, and personal gratification. Over time, these positive feelings can manifest into a healthier, longer life.

More independence, a healthier life, and increased comfort are only a few benefits of aging in place. You have to take into consideration the role of cost and convenience. Simply put, it's usually easier and more affordable to help seniors age in place than it is to move them into an institutional care facility. According to the US Department of Housing and Urban Development, seniors who age in the comfort of their homes can save thousands of dollars per month.

In-home care services from Always Best Care, for instance, are often less expensive than long-term solutions, which can cost upwards of six figures per year. To make matters worse, many residential care facilities are reluctant to accept long-term care insurance and other types of payment assistance.

With Always Best Care's home care services, seniors and their families have a greater level of control over their care plans. In-home care gives seniors the chance to form a bond with a trusted caregiver and also receive unmatched care that is catered to their needs. In long-term care facilities, seniors and their loved ones have much less control over their care plan and have less of a say in who provides their care.

Affordable Care

In-home care is a valuable resource that empowers seniors to age in place on their own terms. However, a big concern for many families and their loved ones is how much in-home care costs. If you're worried that in-home care is too expensive, you may be pleasantly surprised to learn that it is one of the most affordable senior care arrangements available.

Typically, hiring an Always Best Care in-home caregiver for a few hours a week is more affordable than sending your loved one to a long-term care facility. This is true even for seniors with more complex care needs.

At Always Best Care, we will work closely with you and your family to develop a Care Plan that not only meets your care needs, but your budget requirements, too. Once we discover the level of care that you or your senior need, we develop an in-home care plan that you can afford.

In addition to our flexible care options, families should also consider the following resources to help offset potential home care costs:

If your loved one qualifies, Medicaid may help reduce in-home care costs. Review your MD's Medicaid program laws and benefits, and make sure your senior's financial and medical needs meet Medicaid eligibility requirements.
Attendance and aid benefits through military service can cover a portion of the costs associated with in-home care for veterans and their spouses.
Many senior care services like in-home care are included in long-term care insurance options. Research different long-term care solutions to find a plan that provides coverage for senior care.
Home care can be included as part of a senior's private insurance plan. Read over your loved one's insurance policy carefully or speak with their insurance provider to determine if in-home care is covered.
Depending on the life insurance plan, you may be able to apply your policy toward long-term care. You may be able to use long-term-care coverage to help pay for in-home elderly care.

Compassionate Care. Trusted Caregivers.

When you or your senior loved one needs assistance managing daily tasks at home, finding a qualified caregiver can be challenging. It takes a special kind of person to provide reliable care for your senior loved one. However, a caregiver's role involves more than meal preparation and medication reminders. Many seniors rely on their caregivers for companionship, too.

Our companion care services give seniors the chance to socialize in a safe environment and engage in activities at home. These important efforts boost morale and provide much-needed relief from repetitive daily routines. A one-on-one, engaging conversation can sharpen seniors' minds and give them something in which to be excited.

At Always Best Care, we only hire care providers that we would trust to care for our own loved ones. Our senior caregivers in Aberdeen Proving Ground, MD understand how important it is to listen and communicate with their seniors. A seemingly small interaction, like a short hug goodbye, can make a major difference in a senior's day. Instead of battling against feelings of isolation, seniors begin to look forward to seeing their caregiver each week.

Understanding the nuances of senior care is just one of the reasons why our care providers are so great at their job.

Unlike some senior care companies, our caregivers must undergo extensive training before they work for Always Best Care. In addition, our caregivers receive ongoing training throughout the year. This training ensures that their standard of care matches up to the high standards we've come to expect. During this training, they will brush up on their communication skills, safety awareness, and symptom spotting. That way, your loved one receives the highest level of non-medical home care from day one.

Assisted Living Referral Services

While it's true that many seniors prefer to age at home, sometimes in-home care isn't the best fit. For those seniors and their families, choosing an assisted living facility makes more sense. Unfortunately, finding the optimal care facility is easier said than done in today's day and age. That's when Always Best Care's assisted living referral services begin to make a lot of sense.

Assisted living is a form of housing intended for seniors who require varying degrees of medical and personal attention. Accommodations may include single rooms, apartments, or shared living arrangements. Assisted living communities are typically designed to resemble a home-like environment and are physically constructed to encourage the independence of residents.

ABERDEEN PROVING GROUND, Md. — To the uninitiated, Aberdeen Proving Ground (APG) sounds like a singular military base located in Harford County, Maryland. But for those who work within the installation, the reality is a sprawling regional presence that reflects the diverse history of Army research and testing.

Rather than a single, interconnected landmass, APG is a non-contiguous regional footprint spanning over 100 miles across four Maryland counties. Operating under the U.S. Army Installation Management Command, the U.S. Army Garrison (USAG) Aberdeen Proving Ground coordinates services and support across this multi-county network, balancing historic legacies, high-tech testing demands, and localized municipal partnerships.

The full scope of APG’s modern mission is distributed across eight distinct geographical areas, each carrying its own specialized role and history.

The first and largest of these is Aberdeen. Comprising approximately 30,508 acres of land in Harford County, this northern portion of the base serves as a major hub for military testing, research, and development, and it houses Phillips Army Airfield. APG North also encompasses Spesutie Island, a 1,800-acre area situated in the Chesapeake Bay immediately adjacent to Aberdeen that was acquired in 1945 to expand range and testing capabilities.

The second area is the Edgewood, which spans roughly 10,126 acres in Harford County. Formerly the independent Edgewood Arsenal, this southern sector now serves as the U.S. Army's premier chemical research, development, and engineering center.

The third area is the Churchville Test Area, a non-contiguous 221-acre vehicle testing facility located in northern Harford County, about 10 miles north of the main base. It features steep natural grades and tight curves used by the Aberdeen Test Center to stress-test tracked and wheeled military vehicles.

The fourth component is the Adelphi Laboratory Center, a 207-acre installation located just north of Washington, D.C., in suburban Prince George's County. This facility serves as the headquarters of the U.S. Army Combat Capabilities Development Command Army Research Laboratory (DEVCOM ARL).

The fifth and sixth areas are located in neighboring Baltimore County. Carroll Island is a non-contiguous 855-acre island situated across the Gunpowder River that was historically used for open-air testing and is currently utilized for environmental and wetland mitigation. Nearby, Graces Quarters is a non-contiguous 309-acre peninsula historically tied to Edgewood chemical testing that now hosts specialized defense projects at the Robotics Research Collaborative Campus.

The final two areas extend into the waterways and southern regions of Maryland. Pooles Island is a 206-acre island in the Chesapeake Bay that historically served as an artillery impact area and features a historic lighthouse. Lastly, the Blossom Point Research Facility comprises approximately 1,600 acres of land on Cedar Point Neck in Southern Maryland's Charles County, operating as a vital proving ground and testing facility along the Potomac River.

This unique layout is a direct reflection of how the Army's testing needs have evolved over more than a century. Longtime USAG APG employee Ed Heasley notes that the physical separation of these properties means the garrison naturally operates across a wider regional footprint than most standard installations.

This geographical distribution includes satellite sites like the Adelphi Laboratory Center and Blossom Point in Southern Maryland, which operate alongside other regional military installations while remaining administratively connected to APG. Heasley points out that because these remote locations are situated further from the main Harford County campus, APG represents a statewide geographical footprint.

Even between the primary hubs of Aberdeen and Edgewood personnel travel daily between gates via public access points. While navigating local highway traffic between Aberdeen and Edgewood is a routine part of the day, Heasley notes that travel time, traffic accidents, and general highway congestion remain a practical part of moving between the two main sectors.

Because APG's testing areas are integrated into the regional landscape, maintaining strong relationships with surrounding civilian communities has been a long-standing practice. This is particularly true for sites like the Churchville Test Area, which was established by the Ordnance Department in 1942 to test iconic combat vehicles from the M-4 Sherman to the modern M1 Abrams and M2 Bradley.

To protect Churchville from urban encroachment—and to preserve the quiet of nearby residents from the noise of round-the-clock testing—the Army partnered with Harford County and the Harford Land Trust in 2007 to establish a protective agricultural buffer, including a historic family farm.

Similarly, islands and peninsulas like Carroll Island, Graces Quarters, and Pooles Island are managed with an eye toward safety and environmental conservation. Carroll Island was originally acquired by the Army to create a coastal buffer zone and weapons development area, and today it serves as a safe zone between testing activities and the surrounding community.

Graces Quarters, a 476-acre peninsula acquired in 1918 to serve as a coastal buffer and weapons development area, completed a formal Record of Decision in 2004. While strict environmental protocols remain active, chemical testing there has terminated, and the land now hosts the Robotics Research Collaborative Campus.

Pooles Island, which is on the National Register of Historic Places, served as an artillery impact area until the early 1970s. Except for a seven-acre area around the historic lighthouse, the island remains restricted due to the historical presence of unexploded ordnance.

Providing safety and emergency services across this fragmented footprint relies on close coordination with local civilian authorities. The garrison maintains emergency services tailored to the needs of both Aberdeen and Edgewood, and Heasley emphasizes that these services are built on mutual aid and community integration.

If an emergency arises, mutual assistance between the garrison and surrounding civilian agencies is a standard practice to support family housing and outlying testing spaces. These partnerships ensure a seamless safety net across county lines.

Operating an installation with such distinct geographic identities also means navigating its historical workforce cultures. The historical roots of the "Aberdeen side" and the "Edgewood side" date back to when they were entirely separate entities, a distinction that still lives in the memory of the long-term workforce and the surrounding civilian population.

Heasley notes that maintaining balanced communication across both major areas remains a standard approach to keeping the workforce connected. For those working within the garrison, leveraging the deep institutional knowledge of the civilian workforce has historically played an important role in supporting the installation's diverse missions.

ABERDEEN PROVING GROUND, Md. – Safety teams from the U.S. Army Communications-Electronics Command, CECOM Integrated Logistics Support Center, CECOM Army Software & Innovation Center, and Army Contracting Command staged the 4th annual APG Safety Day, organizing this robust event with the assistance of community partners on Sept. 16.

Along with printed materials and in-booth presentations to inform the workforce, vendors also provided multiple demonstrations related to safety training and best practices, especially when it comes to the workplace. Most notable among the new offerings this year, a military K-9 demonstration displayed advanced tactics that uniformed personnel can employ in the interest of public safety.

CECOM ILSC Acting Executive Director Abel Salgado, who also serves as the ILSC Safety Champion, presented opening remarks for the day. “I ask you all to consider that ‘Safety starts with me.’ Taking personal responsibility is an important first step for safety. Don’t get complacent, and always be mindful,” he said. Following Salgado’s remarks, attendees walked the APG C5ISR-M courtyard, visiting booths dedicated to topics like ladder safety, fall protection, electrical safety, hearing conservation, bicycle safety, and much more. Other vendors offered demos such as portable fire extinguisher training and materials aimed at mental health awareness and suicide prevention.

Jurgen Williams, a safety and occupational health specialist at CECOM ILSC whose Logistics, Operations, Technology, Intelligence & Safety Branch played an integral role in the planning and execution of APG Safety Day, praised the group effort and the impact it had. “Our Employee Safety Committee and volunteers’ commitment to excellence provided a positive safety culture to make this a successful day. They worked tirelessly with the vendors to ensure that all requirements were met and accomplished,” he said. “Effective communication is the bridge between the planning of an event and its real world impact, and today it ensured that participants understand, engage with, and apply safety messages going forward.”

The most popular feature of the day proved to be the hazard identification room, which was first introduced at this event last year. This was a controlled, interactive environment for members of the APG workforce, who were given three minutes to study a room that had been previously staged by Safety experts to identify as many safety hazards as possible within that timeframe. Hazards ranged from broken chairs to cluttered walkways to daisy-chained extension cords and missing ceiling tiles. Safety organizers staged these hazards in an effort to familiarize employees with different threats in the workplace, reinforcing the need to make hazard recognition a natural part of daily work habits.

Representatives from local emergency medical services were on site, and APG Safety Day also showcased a thermal imaging technology trailer that impressed eventgoers. Linnea Tober, CECOM ILSC wellness coordinator, held a gentle yoga session. She believes the self-care benefits behind the session fit perfectly into the overall spirit and mentality of the day, saying “The weather was perfect, and these employees enjoyed some much needed de-stressing and relaxation.”

Safety is something to always be mindful about, and the Safety teams at APG work every day to keep the workforce informed and prepared. The annual Safety Day event is the centerpiece of their efforts, and APG partner organizations extend our gratitude to these subject matter experts for their commitment and continued dedication to this critical area.
