“I am a past client of this provider My mother passed away two months ago after nearly four years of coverage from the team members of ABC Upper Chesapeake. Mom and I were both very pleased with the coverage. ABC was most congenial to do their best to provide Mom with caretakers whom we found suited to Mom's personality and temperament. In the very few cases this was not so, we asked for someone else to care for Mom and this was promptly provided. All in all the caretakers were kind, friendly, competent and helpful, providing Mom with good care and company. Elaine G was very helpful in getting us in contact with the VA so that Mom was able to obtain a monthly benefit entitled to her because of Dad's service in the military. That was a great financial help to us in our particular situation. I strongly recommend this agency for the homebound and ill. They will work with you to do all they can to grant your reasonable requests. Thank you, Elaine and caretakers!”

“I am a past client of this provider ABC Upper Chesapeake provided excellent and compassionate care for my late father during his prolonged decline at age 95. The care enabled him to live in his home with my mom during his final months of life. Elaine worked with me diligently to match my parents' difficult situation with the perfect caregiver. My father was treated with dignity and gentleness when he was no longer able to care for himself at all. It gave our family great peace of mind knowing he was so well cared for.”

“I interviewed this provider I used Always Best Care to care for my parents who happen to live in another state. I met with Elaine (the owner) to discuss my options and determine the best caregiver service to meet my parents needs. She was a great help; addressed all my questions and concerns and gave me peace of mind that my parents were in good hands. Their caregiver is wonderful and very competent. I don't have to worry about them or become a detective to find out what is going on with them in Maryland. Although my parents were a little skeptical at first, Elaine and her staff have put their mind at ease and made them feel very comfortable about the entire experience. They both feel much safer now and happier that they are able to stay in the home that they love. I am comforted in knowing that my parents are receiving quality care and they are in the capable hands of Elaine and her staff at Always Best Care. Words can not express my sincere gratitude for the awesome care provided to my parents.”

Aging in Place: The Preferred Choice for Most Seniors

While it's true that some seniors have complicated medical needs that prevent them from staying at home, aging in place is often the best arrangement for seniors and their families. With a trusted caregiver, seniors have the opportunity to live with a sense of dignity and do so as they see fit - something that is unavailable to many older people today.

In-home care makes it possible for millions of seniors to age in place every year. Rather than moving to a strange nursing home, seniors have the chance to stay at home where they feel the happiest and most comfortable.

Here are just a few of the reasons why older men and women prefer to age at home:

How much does a senior's home truly mean to them?

A study published by the American Society on Aging found that more than half of seniors say their home's emotional value means more than how much their home is worth in monetary value. It stands to reason, then, that a senior's home is where they want to grow old.

With the help of elderly care in Aberdeen Proving Ground, MD, seniors don't have to age in a sterilized care facility. Instead, they can age gracefully in the place they want to be most: their home. In contrast, seniors who move to a long-term care facility must adapt to new environments, new people, and new systems that the facility implements. At this stage in life, this kind of drastic change can be more harmful than helpful.

Institutional care facilities like nursing homes often put large groups of people together to live in one location. On any given day, dozens of staff members and caregivers run in and out of these facilities. Being around so many new people in a relatively small living environment can be dangerous for a seniors' health and wellbeing. When you consider that thousands of seniors passed away in nursing homes during the COVID-19 pandemic, opting for in-home care is often a safer, healthier choice for seniors.

Aging in place has been shown to improve seniors' quality of life, which helps boost physical health and also helps insulate them from viral and bacterial risks found in elderly living facilities.

For many seniors, the ability to live independently with assistance from a caregiver is a priceless option. With in-home care, seniors experience a higher level of independence and freedom - much more so than in other settings like a nursing home. When a senior has the chance to age in place, they get to live life on their own terms, inside the house that they helped make into a home. More independence means more control over their personal lives, too, which leads to increased levels of fulfillment, happiness, and personal gratification. Over time, these positive feelings can manifest into a healthier, longer life.

More independence, a healthier life, and increased comfort are only a few benefits of aging in place. You have to take into consideration the role of cost and convenience. Simply put, it's usually easier and more affordable to help seniors age in place than it is to move them into an institutional care facility. According to the US Department of Housing and Urban Development, seniors who age in the comfort of their homes can save thousands of dollars per month.

In-home care services from Always Best Care, for instance, are often less expensive than long-term solutions, which can cost upwards of six figures per year. To make matters worse, many residential care facilities are reluctant to accept long-term care insurance and other types of payment assistance.

With Always Best Care's home care services, seniors and their families have a greater level of control over their care plans. In-home care gives seniors the chance to form a bond with a trusted caregiver and also receive unmatched care that is catered to their needs. In long-term care facilities, seniors and their loved ones have much less control over their care plan and have less of a say in who provides their care.

Affordable Care

In-home care is a valuable resource that empowers seniors to age in place on their own terms. However, a big concern for many families and their loved ones is how much in-home care costs. If you're worried that in-home care is too expensive, you may be pleasantly surprised to learn that it is one of the most affordable senior care arrangements available.

Typically, hiring an Always Best Care in-home caregiver for a few hours a week is more affordable than sending your loved one to a long-term care facility. This is true even for seniors with more complex care needs.

At Always Best Care, we will work closely with you and your family to develop a Care Plan that not only meets your care needs, but your budget requirements, too. Once we discover the level of care that you or your senior need, we develop an in-home care plan that you can afford.

In addition to our flexible care options, families should also consider the following resources to help offset potential home care costs:

If your loved one qualifies, Medicaid may help reduce in-home care costs. Review your MD's Medicaid program laws and benefits, and make sure your senior's financial and medical needs meet Medicaid eligibility requirements.
Attendance and aid benefits through military service can cover a portion of the costs associated with in-home care for veterans and their spouses.
Many senior care services like in-home care are included in long-term care insurance options. Research different long-term care solutions to find a plan that provides coverage for senior care.
Home care can be included as part of a senior's private insurance plan. Read over your loved one's insurance policy carefully or speak with their insurance provider to determine if in-home care is covered.
Depending on the life insurance plan, you may be able to apply your policy toward long-term care. You may be able to use long-term-care coverage to help pay for in-home elderly care.

Compassionate Care. Trusted Caregivers.

When you or your senior loved one needs assistance managing daily tasks at home, finding a qualified caregiver can be challenging. It takes a special kind of person to provide reliable care for your senior loved one. However, a caregiver's role involves more than meal preparation and medication reminders. Many seniors rely on their caregivers for companionship, too.

Our companion care services give seniors the chance to socialize in a safe environment and engage in activities at home. These important efforts boost morale and provide much-needed relief from repetitive daily routines. A one-on-one, engaging conversation can sharpen seniors' minds and give them something in which to be excited.

At Always Best Care, we only hire care providers that we would trust to care for our own loved ones. Our senior caregivers in Aberdeen Proving Ground, MD understand how important it is to listen and communicate with their seniors. A seemingly small interaction, like a short hug goodbye, can make a major difference in a senior's day. Instead of battling against feelings of isolation, seniors begin to look forward to seeing their caregiver each week.

Understanding the nuances of senior care is just one of the reasons why our care providers are so great at their job.

Unlike some senior care companies, our caregivers must undergo extensive training before they work for Always Best Care. In addition, our caregivers receive ongoing training throughout the year. This training ensures that their standard of care matches up to the high standards we've come to expect. During this training, they will brush up on their communication skills, safety awareness, and symptom spotting. That way, your loved one receives the highest level of non-medical home care from day one.

Assisted Living Referral Services

While it's true that many seniors prefer to age at home, sometimes in-home care isn't the best fit. For those seniors and their families, choosing an assisted living facility makes more sense. Unfortunately, finding the optimal care facility is easier said than done in today's day and age. That's when Always Best Care's assisted living referral services begin to make a lot of sense.

Assisted living is a form of housing intended for seniors who require varying degrees of medical and personal attention. Accommodations may include single rooms, apartments, or shared living arrangements. Assisted living communities are typically designed to resemble a home-like environment and are physically constructed to encourage the independence of residents.

Aberdeen Proving Ground, Md. - Family advocacy experts at Aberdeen Proving Ground are launching a coordinated community campaign this October to combat domestic abuse, warning that relationship violence directly degrades military readiness and fractures unit cohesion.

Operating under the theme, "United Against Domestic Abuse," the installation is organizing educational workshops, victim advocacy briefings, and community outreach throughout National Domestic Violence Awareness Month. The goal is to build an environment grounded in dignity, respect, and early intervention.

Antoinetta Saunders, the APG Family Advocacy Program (FAP) Manager, emphasized that seeking assistance early is a sign of courage and strength, highlighting the robust, confidential resources available across the installation.

"The strength of our Army begins at home," Saunders said. "Our Soldiers cannot focus on the mission downrange if their Families are not safe and supported at home. Abuse in any form—physical, emotional, or psychological—is completely incompatible with who we are as Soldiers and teammates. We hold our personnel to high standards of accountability, and we stand resolute in ensuring no one walks through this alone."

Saunders noted that military life introduces unique pressures that can strain relationships. Many of the stressors her office encounters on the installation stem from financial strain, infidelity, and the isolation of prolonged separations.

"Many of the stressors that FAP encounters are financial and infidelity-related issues, along with having to be a single parent when Soldiers have to go away for extended periods of time," Saunders said. "Sometimes those spouses are foreign-born and have no support or family to assist with children. There’s a feeling of abandonment."

Despite these challenges, Saunders cautioned that domestic abuse is not limited to any single demographic.

"One thing we must remember is that domestic violence does not discriminate; it resonates across all races, genders, and socioeconomic statuses," Saunders said. "We cannot change people, but we can intervene, educate, and support."

A primary obstacle to intervention is the persistent fear of military repercussions or relationship dissolution. Saunders addressed the common misconception that contacting her office will automatically end a marriage or destroy a career.

"Many have the perception that FAP is going to break up their home, therefore they don’t want to be involved with FAP," Saunders said, calling the belief "totally false."

"We are in the business of helping families stay together and thrive through education, prevention efforts, and many times through clinical services such as counseling," she added, noting that FAP has expanded its capabilities to address domestic violence, family-level sexual assault, child neglect, and problematic sexual behavior in youth.

When early intervention occurs, the results can safeguard both families and the military mission. Saunders pointed to successful outcomes where APG clients, including both Soldiers and family members, were able to complete counseling and thrive within their relationships. In other critical scenarios, FAP safely assisted survivors in transitioning to healthier, independent environments.

"We stand resolute in ensuring no one walks through this alone," Saunders said.

APG family advocacy officials encourage anyone experiencing relationship distress or safety concerns to utilize both local Army Community Service assets and nationwide support lines:

Competitive selections under the Army's Enhanced Use Lease authority would support commercial nuclear power generation projects designed to enhance Army mission readiness and installation energy resilience

FRAMINGHAM, Mass., September 21, 2026--(BUSINESS WIRE)--Ameresco, Inc. (NYSE: AMRC), a leading energy infrastructure company delivering integrated solutions to create reliable power and modernize infrastructure, today announced that the U.S. Army under its Strategic Capital Initiatives has competitively selected Ameresco to enter into exclusive negotiation of long-term leases supporting commercial power generation projects at Aberdeen Proving Ground in Maryland and Picatinny Arsenal in New Jersey.

The Army made the selections under its Enhanced Use Lease authority, 10 U.S.C. § 2667, through its Strategic Capital Initiatives, which are designed to engage private-sector partners in accelerating enterprise-wide modernization. The projects to be developed on the leased land are expected to provide market-based capacity to each state's grid while supporting the host installations' missions during utility outages. Ameresco will negotiate each lease with the Army, however, development is beginning immediately.

For the Picatinny project, Ameresco intends to deploy both modular microreactor (Phase I) and small modular reactor (Phase II) technologies determined based on the project's commercial, technical, regulatory, and siting requirements. Ameresco is collaborating with Terrestrial Energy to develop and deploy an integrated molten salt reactor (IMSR) as the nuclear solution best suited to the Phase 2 site at Aberdeen Proving Ground.

Key Details:

"Ameresco is honored to be among the companies selected to support the U.S. Army's Strategic Capital Initiatives and advance energy resilience across critical military installations," said Nicole Bulgarino, Co-President of Ameresco. "At Aberdeen Proving Ground in Maryland and Picatinny Arsenal in New Jersey, we look forward to deploying resilient, on-site energy infrastructure that strengthens mission readiness and enhances energy security. These projects represent a significant opportunity to advance both traditional firm power generation technologies and innovative nuclear solutions, helping establish a new generation of resilient, secure energy infrastructure for defense applications."

(Tribune News Service) — Aberdeen Proving Ground will receive a small nuclear reactor and a natural gas power plant, the U.S. Army said Friday. Fort Detrick will develop a fuel cell plant that turns natural gas or other fuels into electricity without burning them.

“The ability to provide backup power to our installations is critical to ensuring mission success and resiliency for our installations,” Jeff Waksman, principal deputy assistant secretary of the Army for Installations, Energy and Environment, said in a statement. “These awards are translating national energy priorities into action — promoting American energy dominance.”

The privately built plants will supply electricity to the regional grid while providing reliable power for the military installations, Army officials said. Development is expected to begin next year, with the plants producing electricity by 2030.

The Aberdeen project is part of the Army’s $2.2 billion Janus Project, which calls for 20 small nuclear reactors at military installations across the country. Army officials said the project is intended to provide safe and reliable nuclear power while expanding U.S. manufacturing and technological expertise.

The Army awarded Massachusetts-based Ameresco a contract to develop the Aberdeen power plants. Ameresco will work with Terrestrial Energy on a molten salt nuclear reactor.

Unlike conventional nuclear reactors, which use pressurized water for cooling, molten salt reactors use heated liquid salt at normal atmospheric pressure.

Bloom Energy received the contract to develop the fuel cell power plant at Fort Detrick.

“No construction will begin until rigorous environmental and regulatory reviews — including the National Environmental Policy Act (NEPA), Clean Air and Water Acts, and all required federal, state, and local permits — are fully complete,” the Army statement reads.

The safety of newer technology such as molten salt reactors will depend on companies carefully following those rules, said Carlos Talamás, an associate professor of engineering at the University of Maryland, Baltimore County. Talamás is also developing his own fusion reactor power system.

“My biggest concern is if they try to do it too quickly,” he said.

Scientists have tested molten salt reactors at Oak Ridge National Laboratory since the 1960s.

Oak Ridge has pledged to help companies develop the first commercial plants, according to the laboratory’s website. The laboratory says molten salt reactors can have fewer complex parts than conventional nuclear plants and can be adapted for different uses.

Some designs mix nuclear fuel directly into the liquid salt, eliminating the need to manufacture and dispose of solid fuel rods.

Terrestrial Energy said its reactor could generate 390 megawatts of electricity. By comparison, each of the two reactors at Calvert Cliffs Nuclear Power Plant in Lusby generates 895 megawatts.

State regulators said growing demand on the regional power grid is raising electricity costs and the risk of shortages. Maryland’s average residential electricity price rose from 19.29 cents per kilowatt-hour in June 2025 to 21.84 cents this summer, according to the U.S. Energy Information Administration.

Under the Maryland Next Generation Energy Act, the state will begin seeking proposals from companies to provide new nuclear power after 2027.

ABERDEEN, MD — The U.S. Army announced that the Aberdeen Proving Ground will become home to a small nuclear reactor and natural gas power plant.

Five installations and five nuclear energy partners have been announced as the Army advances its Janus Program, which aims to place microreactor power plants on Army posts, according to the Association of the U.S. Army.

Terrestrial Energy Inc., in Charlotte, North Carolina, will supply advanced nuclear reactor technology for the power-generation project that Ameresco Inc. is developing at the Aberdeen Proving Ground. It will be a molten salt nuclear reactor.

The project will combine natural gas and advanced nuclear generation in phases. Ameresco plans to provide electricity to the regional power market while improving the installation's ability to maintain a reliable power supply.

Unlike conventional nuclear reactors, which use pressurized water for cooling, molten salt reactors use heated liquid salt at normal atmospheric pressure.

Fort Detrick in Frederick will host a fuel cell plant that converts natural gas or other fuels into electricity without combustion, according to the U.S. Army.

Development is expected to start next year, with the plants producing electricity by 2030.

“Everything that we do, from communications to radar, just requires constant energy, and … in the future with drones, with energy weapons, there’s just more and more demand for electricity. At the same time, our supply chains have never been so challenged,” Waksman said during a media roundtable in late August. “Right now, all critical infrastructure that the Army has is backed up by some form of liquid fossil fuel, primarily diesel. So, that makes nuclear energy just a natural game changer for the Army.”

“No construction will begin until rigorous environmental and regulatory reviews — including the National Environmental Policy Act (NEPA), Clean Air and Water Acts, and all required federal, state and local permits — are fully complete,” a statement released by the U.S. Army said.

Aberdeen Proving Ground Honors 'Soldier for Life' Ethos with 2026 Military Retiree Appreciation Day

ABERDEEN PROVING GROUND, Md. — Thousands of military retirees, surviving spouses, and family members converged at the Aberdeen Proving Ground (APG) North Recreation Center on Thursday, Sept. 17, 2026, for the annual Military Retiree Appreciation Day (RAD).

The event, elevated by installation leadership to a cornerstone community gathering, was designed to provide comprehensive, one-stop services for veterans from all eras of service. From navigating complex digital benefit portals to receiving routine medical screenings, the RAD aimed to honor past service through tangible, present-day support.

“For APG Garrison and the Directorate of Human Resources, this event is a sacred commitment to our ‘Soldier for Life’ ethos,” said Tiffany Triplett, APG’s Retirement Services Officer (RSO). “Our garrison mission centers on sustaining the total military community, and military retirees remain an indispensable pillar of that family.”

Matthew Reed, Director of Human Resources (DHR) at APG, echoed this sentiment, emphasizing the practical benefits of the annual gathering.

“APG supports the RAD as our chance to show those that served our appreciation for what they have done,” Reed said. “While we know there are multiple retiree and veteran events that take place throughout Maryland, the RAD held on APG makes many vendors and services available to the retiree population so that they are able to get everything they need at one event and are not having to travel to multiple locations.”

Executing the event involved routine, seamless inter-directorate synchronization.

This coordination involved the Directorate of Emergency Services (DES) to establish streamlined gate access and traffic management, ensuring visiting retirees experienced minimal friction entering the post. Concurrently, the Directorate of Public Works (DPW) optimized facility readiness and ADA-compliant accessibility throughout the Recreation Center.

“This rigorous collaboration guarantees a safe, dignified, and frictionless experience from the moment a veteran approaches the gate to the conclusion of the fair,” Triplett said.

A critical component of this preparation was the APG Military Retiree Council, which Triplett described as the "bedrock" of the planning cycle. The council channeled feedback from the retiree population, identifying emerging concerns and shaping the event's agenda.

“The council's feedback is extremely important,” Reed added. “Not only do they provide their direct feedback, but also from the retiree population they support. We try to incorporate or change any part of the event that was not overly welcomed and make it better.”

On the day of the event, an open, attendee-centric layout allowed veterans to chart their own course. Maps provided by the RSO team enabled attendees to navigate directly to the services they needed most, without being forced through rigid pathways.

With attendees ranging from veterans of the Korean and Vietnam wars to post-9/11 conflicts, DHR carefully adapted its services to meet diverse generational needs.

For older and mobility-challenged veterans, the event co-located essential preventive health services, such as seasonal vaccinations and blood pressure screenings. For younger, active-duty retirees, the event highlighted modern initiatives like the VA Adaptive Sports program, which showcased customized adaptive equipment designed to keep wounded or ill veterans engaged in athletic pursuits.

Furthermore, as the military transitions to digital platforms for benefit management, RAD served as a vital educational hub. RSO leadership provided briefings on the Army's official Soldier for Life portal, the annually updated Retired Soldier Handbook, and Defense Finance and Accounting Service (DFAS) myPay tools.

However, leadership remained acutely aware of the digital divide. “For veterans who have limited internet connectivity or who simply prefer reading printed materials, the RSO provides an on-site registration roster where attendees can request that hard copies of the Retired Soldier Handbook and pertinent policy packets be mailed directly to their homes,” Triplett noted.

APG’s status as a leading-edge science and technology installation also took center stage, bridging the gap between past service and present innovation. This year’s event featured a static display showcasing the technological evolution of tactical vehicles, highlighting the developmental timeline of the Humvee and modern Night Vision Goggles (NVGs).

“This display serves as a natural conversational catalyst between veterans who operated these platforms decades ago and current installation technical specialists,” Triplett said, while Reed added that future events would expand to invite more active-duty Soldiers to participate in these intergenerational dialogues.

Beyond the logistical achievements and health services, the true measure of RAD's success lay in the personal connections forged and the individual burdens lifted. External partners like the Harford County Veterans Commission and the Maryland Department of Veterans Affairs (MDVA) provided on-the-spot technical expertise, often eliminating months of administrative backlog for families filing disability claims or updating Survivor Benefit Plan (SBP) records.

Care for surviving spouses and Gold Star families remained a deeply personal mission for the DHR team. Triplett recounted a powerful interaction with a surviving spouse who had previously come to the RSO office overwhelmed by grief and the intricate paperwork required for her SBP annuity.

"At the fair, she approached our team with tears in her eyes to express her profound gratitude, sharing that her annuity had been finalized without issue and had provided critical financial stability," Triplett said. "Seeing her transition from overwhelmed to empowerment and community fellowship captured the very essence of why the Retirement Services Office exists."

For Jeremiah Irvin, Military Personnel Division Chief, the heartbeat of the event was the simple, profound opportunity for connection. Irvin recalled speaking with a 95-year-old Korean War veteran at the event who spoke deeply of his wife of 65 years and the support that carried him through war and into retirement.

“In reflecting on the event itself, the veteran expressed immense gratitude for the wealth of resources and the static displays,” Irvin said. “But what truly resonated with him—and what captures the heartbeat of RAD—was the simple opportunity to connect. He shared how much he loved sitting down with fellow retirees, swapping war stories, and sharing life experiences with those who walked similar paths.”

Irvin noted that these moments defined the core purpose of the garrison's efforts.

“It is more than just an informational expo; it is a vital space for our honored veterans to find community, feel recognized, and celebrate a lifetime of shared sacrifice alongside the families who made that service possible,” Irvin said.

As thousands departed that September afternoon, APG's message to its retirees remained clear.

“Your service helped shape the freedom and strength of this nation, and APG will always be your home,” Triplett said.
