“I am a past client of this provider My mother passed away two months ago after nearly four years of coverage from the team members of ABC Upper Chesapeake. Mom and I were both very pleased with the coverage. ABC was most congenial to do their best to provide Mom with caretakers whom we found suited to Mom's personality and temperament. In the very few cases this was not so, we asked for someone else to care for Mom and this was promptly provided. All in all the caretakers were kind, friendly, competent and helpful, providing Mom with good care and company. Elaine G was very helpful in getting us in contact with the VA so that Mom was able to obtain a monthly benefit entitled to her because of Dad's service in the military. That was a great financial help to us in our particular situation. I strongly recommend this agency for the homebound and ill. They will work with you to do all they can to grant your reasonable requests. Thank you, Elaine and caretakers!”

“I am a past client of this provider ABC Upper Chesapeake provided excellent and compassionate care for my late father during his prolonged decline at age 95. The care enabled him to live in his home with my mom during his final months of life. Elaine worked with me diligently to match my parents' difficult situation with the perfect caregiver. My father was treated with dignity and gentleness when he was no longer able to care for himself at all. It gave our family great peace of mind knowing he was so well cared for.”

Aging in Place: The Preferred Choice for Most Seniors

While it's true that some seniors have complicated medical needs that prevent them from staying at home, aging in place is often the best arrangement for seniors and their families. With a trusted caregiver, seniors have the opportunity to live with a sense of dignity and do so as they see fit - something that is unavailable to many older people today.

In-home care makes it possible for millions of seniors to age in place every year. Rather than moving to a strange nursing home, seniors have the chance to stay at home where they feel the happiest and most comfortable.

Here are just a few of the reasons why older men and women prefer to age at home:

How much does a senior's home truly mean to them?

A study published by the American Society on Aging found that more than half of seniors say their home's emotional value means more than how much their home is worth in monetary value. It stands to reason, then, that a senior's home is where they want to grow old.

With the help of elderly care in Middle River, MD, seniors don't have to age in a sterilized care facility. Instead, they can age gracefully in the place they want to be most: their home. In contrast, seniors who move to a long-term care facility must adapt to new environments, new people, and new systems that the facility implements. At this stage in life, this kind of drastic change can be more harmful than helpful.

Institutional care facilities like nursing homes often put large groups of people together to live in one location. On any given day, dozens of staff members and caregivers run in and out of these facilities. Being around so many new people in a relatively small living environment can be dangerous for a seniors' health and wellbeing. When you consider that thousands of seniors passed away in nursing homes during the COVID-19 pandemic, opting for in-home care is often a safer, healthier choice for seniors.

Aging in place has been shown to improve seniors' quality of life, which helps boost physical health and also helps insulate them from viral and bacterial risks found in elderly living facilities.

For many seniors, the ability to live independently with assistance from a caregiver is a priceless option. With in-home care, seniors experience a higher level of independence and freedom - much more so than in other settings like a nursing home. When a senior has the chance to age in place, they get to live life on their own terms, inside the house that they helped make into a home. More independence means more control over their personal lives, too, which leads to increased levels of fulfillment, happiness, and personal gratification. Over time, these positive feelings can manifest into a healthier, longer life.

More independence, a healthier life, and increased comfort are only a few benefits of aging in place. You have to take into consideration the role of cost and convenience. Simply put, it's usually easier and more affordable to help seniors age in place than it is to move them into an institutional care facility. According to the US Department of Housing and Urban Development, seniors who age in the comfort of their homes can save thousands of dollars per month.

In-home care services from Always Best Care, for instance, are often less expensive than long-term solutions, which can cost upwards of six figures per year. To make matters worse, many residential care facilities are reluctant to accept long-term care insurance and other types of payment assistance.

With Always Best Care's home care services, seniors and their families have a greater level of control over their care plans. In-home care gives seniors the chance to form a bond with a trusted caregiver and also receive unmatched care that is catered to their needs. In long-term care facilities, seniors and their loved ones have much less control over their care plan and have less of a say in who provides their care.

Affordable Care

In-home care is a valuable resource that empowers seniors to age in place on their own terms. However, a big concern for many families and their loved ones is how much in-home care costs. If you're worried that in-home care is too expensive, you may be pleasantly surprised to learn that it is one of the most affordable senior care arrangements available.

Typically, hiring an Always Best Care in-home caregiver for a few hours a week is more affordable than sending your loved one to a long-term care facility. This is true even for seniors with more complex care needs.

At Always Best Care, we will work closely with you and your family to develop a Care Plan that not only meets your care needs, but your budget requirements, too. Once we discover the level of care that you or your senior need, we develop an in-home care plan that you can afford.

In addition to our flexible care options, families should also consider the following resources to help offset potential home care costs:

If your loved one qualifies, Medicaid may help reduce in-home care costs. Review your MD's Medicaid program laws and benefits, and make sure your senior's financial and medical needs meet Medicaid eligibility requirements.
Attendance and aid benefits through military service can cover a portion of the costs associated with in-home care for veterans and their spouses.
Many senior care services like in-home care are included in long-term care insurance options. Research different long-term care solutions to find a plan that provides coverage for senior care.
Home care can be included as part of a senior's private insurance plan. Read over your loved one's insurance policy carefully or speak with their insurance provider to determine if in-home care is covered.
Depending on the life insurance plan, you may be able to apply your policy toward long-term care. You may be able to use long-term-care coverage to help pay for in-home elderly care.

Compassionate Care. Trusted Caregivers.

When you or your senior loved one needs assistance managing daily tasks at home, finding a qualified caregiver can be challenging. It takes a special kind of person to provide reliable care for your senior loved one. However, a caregiver's role involves more than meal preparation and medication reminders. Many seniors rely on their caregivers for companionship, too.

Our companion care services give seniors the chance to socialize in a safe environment and engage in activities at home. These important efforts boost morale and provide much-needed relief from repetitive daily routines. A one-on-one, engaging conversation can sharpen seniors' minds and give them something in which to be excited.

At Always Best Care, we only hire care providers that we would trust to care for our own loved ones. Our senior caregivers in Middle River, MD understand how important it is to listen and communicate with their seniors. A seemingly small interaction, like a short hug goodbye, can make a major difference in a senior's day. Instead of battling against feelings of isolation, seniors begin to look forward to seeing their caregiver each week.

Understanding the nuances of senior care is just one of the reasons why our care providers are so great at their job.

Unlike some senior care companies, our caregivers must undergo extensive training before they work for Always Best Care. In addition, our caregivers receive ongoing training throughout the year. This training ensures that their standard of care matches up to the high standards we've come to expect. During this training, they will brush up on their communication skills, safety awareness, and symptom spotting. That way, your loved one receives the highest level of non-medical home care from day one.

Assisted Living Referral Services

While it's true that many seniors prefer to age at home, sometimes in-home care isn't the best fit. For those seniors and their families, choosing an assisted living facility makes more sense. Unfortunately, finding the optimal care facility is easier said than done in today's day and age. That's when Always Best Care's assisted living referral services begin to make a lot of sense.

Assisted living is a form of housing intended for seniors who require varying degrees of medical and personal attention. Accommodations may include single rooms, apartments, or shared living arrangements. Assisted living communities are typically designed to resemble a home-like environment and are physically constructed to encourage the independence of residents.

Respite Care Middle River, MD

At assisted living communities, seniors receive help with daily activities such as bathing, dressing, and eating. They may also benefit from coordination of services with outside healthcare providers, and monitoring of resident activities to ensure their health, safety, and well-being. Other services offered within assisted living communities can include some or all of the following:

  • Housekeeping
  • Laundry
  • Recreational Activities

BALTIMORE (WBFF) — Thousands of Baltimore residents are waiting for help repairing their homes, but the city has less money this year to address the backlog after a temporary infusion of federal pandemic aid expired.

The city's Housing Rehabilitation and Repairs Program has a $5.8 million budget this fiscal year, down $1.1 million from the $6.9 million available last year, when the program helped 409 households.

A spokeswoman for the Baltimore Department of Housing and Community Development attributed the decline to the expiration of funding from the American Rescue Plan Act—federal money that temporarily supplemented the city's resources for a longstanding problem.

With the ARPA money gone, Baltimore faces thousands of residents seeking help from a taxpayer-funded program the city acknowledges cannot meet demand.

“While we cannot meet every need or serve every household that seeks assistance, we are proud of the meaningful support the program is able to provide to Baltimore residents,” DHCD spokeswoman Tammy Hawley said in a statement. “We will continue to maximize available resources and seek additional funding opportunities where available.”

Since January, more than 1,500 applications have moved forward in the process, the city said. Another 4,431 pre-applications have yet to be reviewed.

That means the number of households seeking help substantially exceeds the number the program assisted last fiscal year.

The city said the average repair project typically costs between $20,000 and $50,000. Eligible low- and moderate-income Baltimore residents can receive assistance for critical repairs, including heating, plumbing and roofing.

If each home repair hovered around $20,000, the city could help about 290 households.

That does not mean the city will be limited to 290 households. Repairs could cost less than $20,000.

Spotlight on Maryland asked DHCD whether the city expects to again serve more than 400 households despite having $1.1 million less available this year.

The department did not provide a projected number of households it expects to serve. Hawley said the city would continue seeking additional funding.

The backlog is not simply a number.

Spotlight on Maryland previously reported on Vernoy Coleman, a 72-year-old Baltimore resident who lives alone on a fixed income. Coleman's furnace broke five years before his application for assistance was approved.

His experience illustrated the consequences of a program in which demand has outpaced the city's ability to provide help.

ARPA funding gave Baltimore additional money to address those needs, but it was temporary. Now that it has expired, the city has to figure out how many residents it can help and how many will have to continue waiting.

If you are on the waiting list and would like to speak with our team, email [email protected] or you can send an email directly to investigative reporter Tessa Bentulan at [email protected]. MIDDLE RIVER, Md — Residents of the Williams Estates and Peppermint Woods community say a major commercial development across the street is flooding their homes, bringing rats into the neighborhood, and raising concerns about toxic chemicals left behind from a former World War II manufacturing site.

Aviation Station, the development site, has plans for a new Walmart and several other businesses. Neighbors say the project is already causing problems, and they worry it will only get worse.

"So the problems with the chemicals, the forever chemicals over there, I feel that the problems have never been fixed. I feel it was more brushed over and swept under the rug to continue with the project instead of addressing the issues," said Paul Treash, a concerned neighbor who has lived in the community for six years.

Treash and the Chesapeake Bay Foundation filed a lawsuit last year over potential pollution at the site.

"They made promises to us to fix some issues, and the issues were with the water overflowing out to the bay," Treash said. "As you can see in some of the pictures, they haven't fixed it."

When heavy rains hit the area, the impact of the construction becomes visible. Photos taken by Treash show high water levels around the neighborhood and on the roadway.

"It's bringing the silt and everything from that development over into our community," Treash said. "The flooding that's going out on Eastern Avenue from the development, when it rains real hard, the whole street floods out across the whole road."

Delegate Ryan Nawrocki (R), who represents Baltimore County, says the site should require approval from the Army Corps of Engineers before development can move forward, given the manufacturing history of the land.

"To the best of my knowledge, the Army Corps of Engineers has not done that at all with this site yet. We have moved forward with this project," he said.

Nawrocki also raised concerns about traffic safety along Eastern Boulevard, where he says there have been multiple fatalities in recent years. More businesses would bring more vehicles and pedestrians to a busy stretch of road that currently lacks a sidewalk.

"We're talking about four fatalities in the past several years in this area. This is not just minor fender benders," Nawrocki said. "We're talking about a very dangerous stretch of road without a significant requirement on roadway improvements here."

Residents feel left behind

Treash says he feels the county and state are not doing enough to address the community's concerns.

"I'm hoping that we get somebody that will speak up and hear our voices and fight for us, that's what we want. This isn't a party line thing. This is like, who's gonna help us?" Treash said.

Nawrocki suggested the community's makeup may be influencing the level of response from officials.

"I think that if this was in any other area, if this wasn't in an area, frankly, that's not immediately adjacent to a mobile home park, if this was adjacent to million-dollar homes, there would probably be a very different approach from the county and the state," Nawrocki said.

Councilman David Marks, who represents the area, was not available for an interview but said his office has responded to each complaint received and successfully pushed the State Highway Administration to add more traffic lanes in the area.

The Reich Brothers, the developers of the land, have not responded to a request for an interview. WMAR 2 News is also working to obtain interviews with the State Highway Administration and Baltimore County.

BALTIMORE (WBFF) — A potential conflict of interest involving Baltimore City’s school board is raising serious questions about oversight and accountability. This comes after a company founded by a then-sitting school board commissioner was included in a $21 million contract approved by the board in 2025.

Now, Project Baltimore is investigating whether other school board members knew about the connection before handing out your money.

On June 10, 2025, the Baltimore City Board of School Commissioners voted 8-0 to approve a three-year vendor contract, worth an estimated total of $21 million, to provide mental health services to students.

The contract vendors included some of Baltimore’s biggest names in health care such as Johns Hopkins and Sheppard Pratt. Also listed among the 11 vendors was a company called KEYS Development – where the resident agent, according to online state records, is Mujahid Muhammad.

Last month, Muhammad resigned as a member of the Baltimore City Board of School Commissioners after the FBI raided KEYS headquarters on Liberty Road in Baltimore. But back in June of 2025, Muhammad was a sitting board member when KEYS Development was included in that $21 million vendor contract.

When the vote happened, Muhammad recused himself, though he did not explain why.

“The fact that he recused himself does not solve the problem,” said Anirban Basu, a former Baltimore City school board member who served from 2005 to 2011. “There is still a significant conflict of interest. It's very bad practice for the school system to be doing business with its own school board members. It also makes the city school system look very bad, somewhat corrupt, inept. And that's not what you want.”

According to Baltimore City school board policy, “It is a conflict of interest for an employee to: Use their position” or “City Schools resources”, “for personal benefit.” School board members are subject to the same rules as employees.

“When you were on the board, would you have been made aware that a sitting board member was part of a contract that you voted on?” Asked Project Baltimore’s Chris Papst.

“Absolutely,” Basu replied. “We would never allow a board member to do business with the city school system, because it's just such an obviously bad idea.”

The public deserves to know if the voting board members were aware one of the vendors from that 2025 contract was connected to a sitting board member? Keep in mind, Muhammad was very public about his work with KEYS.

In Muhammad’s school board biography online, which was removed following his resignation, states he’s the “founder of KEYS”.

In 2022, Muhammad hosted a groundbreaking to celebrate the KEYS Community Healing Village in west Baltimore. At the event, Muhammad was joined by Mayor Brandon Scott and Maryland’s then Lieutenant Governor Boyd Rutherford.

“This is deeply problematic,” stated Basu.

Project Baltimore emailed City Schools asking, “Were any of the eight board members who voted for the contract on June 10, 2025, aware of Muhammad’s involvement with KEYS Development?”

The school system did not directly answer the question. In a statement, City School explained it has, “not identified concerns regarding improper actions by current Board members.”

“This is no good, and it's a shame that adults play these games with money intended to benefit some of the poorest kids in the country,” remarked Basu.

Under the 2025 contract, City Schools paid KEYS Development $80,000 – according to district records. Another $40,000 purchase order was scheduled for 2027. But following Muhammad’s resignation from the board, that second purchase order was cancelled.
