Nearly 400 downtown revitalization leaders gathered at the historic Maryland Theatre in Hagerstown for the third annual Main Street Maryland Conference, where state officials emphasized the importance of investing in vibrant downtowns to strengthen local economies.
Maryland Housing Secretary Jake Day opened the conference by highlighting Hagerstown as an example of how communities can use public investment, cultural attractions and business development to revitalize their downtowns.
“What we know is in a competitive economy, great places win,” Day told News Talk 103.7 FM’s Rich Roche before the program began.
Day pointed to Hagerstown’s downtown ballpark, athletic facilities, arts and cultural offerings, and community events as examples of the investments helping attract activity to the city. He said the lessons from Hagerstown could apply to communities of all sizes throughout Maryland, from Western Maryland to the Eastern Shore.
Hagerstown Mayor Bill McIntire welcomed conference attendees, citing new businesses, increased investment, public art and live music as signs of progress downtown.
“We’re proud of how far Hagerstown has come, and we’re even more excited about where we’re heading,” McIntire said.
Washington County Commissioners President John Barr also welcomed visitors, noting the county’s 250th anniversary on September 6. Barr emphasized the importance of cooperation among local governments, saying communities throughout Maryland share a common goal of improving residents’ quality of life.
The two-day conference is organized by the Maryland Department of Housing and Community Development and the Maryland Economic Development Association. Activities began Monday with optional tours of Sykesville, Middletown and Westminster, followed by an evening gathering in downtown Hagerstown.
During Tuesday’s opening program, Day announced changes to Maryland’s Main Street program designed to help communities at different stages of downtown revitalization.
The program now features three participation levels: connected, aspiring and designated. It also includes a two-year training curriculum for newer communities and a mentoring program that pairs experienced Main Street managers with those just beginning their work.
Another initiative will help communities track vacant commercial and residential properties, making it easier to identify opportunities for redevelopment and infill construction. Day also said the state wants to expand housing opportunities as part of downtown revitalization efforts.
According to Day, 44 Maryland communities currently participate in the Main Street program. Over the past 12 months, those efforts have generated more than $84 million in public and private investment, opened 193 businesses, created 885 full- and part-time jobs and improved 249 properties.
Day also congratulated Downtown Sykesville Connection on receiving a 2026 Great American Main Street Award from Main Street America. Sykesville is the first Maryland community to receive the honor since Frederick won in 2005.
Day credited community members and local leaders for making revitalization efforts successful, emphasizing that strong downtowns depend on the people who invest their time and energy in them.
The opening session also recognized Kevin Baynes, a longtime state revitalization official who is retiring after nearly three decades with the state. Colleagues honored Baynes for his knowledge and contributions to community development, and Day presented him with a citation.
Additional conference activities included breakout sessions at the University System of Maryland at Hagerstown, a temporary street mural at Rochester Place designed with students from the Barbara Ingram School for the Arts, and evening events celebrating Hagerstown’s local food, music and arts scene.

LA PLATA — The state will pay to rebuild Charles Street through downtown La Plata, and the town will take care of the new sidewalks, plazas and landscaping for good, under an agreement the Town Council approved Oct. 27.
The council adopted Resolution 26-74 by voice vote, authorizing Town Manager Chuck Stevens to sign a memorandum of understanding with the Maryland State Highway Administration for the MD 6 Community Safety and Enhancement Project, from U.S. 301 to Willow Lane. Councilman Gregory Sampson Jr. was absent.
Signing the agreement is a required step before the state can finalize the project and advertise it for construction bids, Stevens said. The state’s latest six-year transportation program puts the project’s cost at $16.3 million, nearly $15 million of it federal aid, with construction expected to begin in fiscal 2028. That budget year starts July 1, 2027.
Stevens said the project has two parts. The first covers streetscape improvements, landscaping, curb and gutter, and rebuilding sidewalks to meet the state’s Americans with Disabilities Act standards. It also includes one or more plaza areas that may have trees, shrubs, benches and green space, and the widening of a connecting road parallel to MD 6 between Graves Avenue and Oak Avenue. The state program also describes mountable roundabouts meant to slow traffic while still letting trucks and emergency vehicles through.
The second part is lighting. At the town’s request, the state will build the concrete bases, handholes and conduit for future pedestrian lights while the corridor is torn up, so the town won’t have to dig up new sidewalks and plazas later. The town will then buy and install the poles and fixtures.
Graves Avenue will change, too. The section between MD 6 and the new connecting road will become one-way, and northbound drivers will reach Charles Street from Oak Avenue by way of the widened connector. In response to a question from Councilman Paul Guttenberg, Stevens read a confirmation from the state’s project manager that the rest of Graves Avenue, south of the connector, will stay two-way.
According to Stevens’ staff report, the state will:
The town picks up three kinds of costs. Staff time for plan review will come out of existing budgets. The light poles, fixtures and installation will be priced and scheduled through the capital improvement plan. And once the state accepts the project, the town takes on maintenance, repair and replacement of the sidewalks, plazas, landscaping, furnishings and lighting in perpetuity, costs Stevens said will go into future public works budgets.
Any changes the town asks for after plans are final, or during construction, need state approval and are the town’s to pay. The town must reimburse the state within 30 days of an invoice, and the state can take unpaid amounts out of La Plata’s share of highway user revenues. The state may also make field changes during construction; it will ask for the town’s input but doesn’t need it.
The agreement recites a nominal $1 in consideration and has no direct capital cost to the town as designed, Stevens said. He said the town is financially able to meet its obligations through its normal budget process.
Guttenberg asked whether the lighting split matches the cost-sharing the council agreed to earlier this year, when it chose optional features with the state. Stevens said it does. The council discussed pedestrian lighting at a May 12 work session and, on June 23, adopted Resolution 26-39, a letter supporting the project’s move to construction.
Councilman Tyjon “TJ” Johnson said he had understood the state would install everything at the town’s shared cost. Stevens said the cost figures haven’t changed, but who does the work has: the Southern Maryland Electric Cooperative will handle the above-ground installation, working in parallel with the state’s underground work. Engineers from SMECO and the state began exchanging information after a joint call several weeks ago, he said. The town already works with the co-op on its LED streetlight conversion.
Guttenberg also asked whether the permanent maintenance duty conflicts with the town’s sidewalk maintenance ordinance. Stevens said it does not. The agreement only means the town can never hand the sidewalks back to the state, he said; the council can still decide whether the town or the adjacent property owner maintains them, a policy question still under discussion.

Freshman outside hitter Madi Andrews led the Spartans in kills with 12 on .250 hitting while just missing a double-double with nine digs. Junior middle blocker Carmen Waye had eight kills on .429 hitting, while senior outside hitter Karolina Staniszewska and junior opposite Hayley Ogden each added seven kills. Ogden also put up a career-high-tying seven blocks and senior middle blocker Zora Hardison led MSU in total blocks with eight.
Redshirt sophomore setter Malayah Long provided a team-high 37 assists and added five digs. Senior libero Lia Schneider led MSU with 10 digs. Staniszewska, Waye and senior libero Ky Clayton each added a team-best two service aces.
After a back-and-forth start, Maryland called a timeout following a 5-0 MSU run with kills from Waye and Ogden and blocks from Hardison and Ogden at 8-4. The Terrapins then called another timeout after the Spartans extended their run to 8-0 with an Andrews kill and back-to-back Ogden kill. The Spartans made it a 12-0 run at the media timeout after kills from Hardison and a pair of Maryland attack errors. Maryland got as close as eight in the set with a 4-0 run at 19-11, but a Staniszewska kill followed by two Maryland errors extended the Spartans' lead back to 11 at 22-11. Two Staniszewska kills and a Maryland error ended the set on a 3-0 MSU run to give the Spartans the first, 25-13.
MSU called a timeout early in the second after the Terrapins used a 4-0 run to take a one-point lead at 8-7. The Spartans took a one-point lead at 13-12 after a Hardison kill and Clayton service ace before Maryland used a 3-0 run to take a 15-13 lead at the media timeout. Maryland extended their lead to 17-13 after the timeout with back-to-back points before the Spartans used two Ogden kills, kills from Waye and Staniszewska and a Maryland attack error to take back a one-point advantage at 18-17 and force a Maryland timeout. Maryland took another timeout after a Waye solo block and Terrapin error stretched the MSU lead to three at 20-17. MSU took a four-point lead at 23-19 with an Andrews kill before the Terrapins used a 3-0 run to cut the MSU lead to one and force an MSU timeout at 23-22. A Maryland kill out of the timeout tied the set at 23-23, but a kill from Long set up set point for the Spartans before an Andrews kill finished off the set, 25-23.
Neither team was able to take more than a one-point lead early in the third set until a 4-1 Maryland run gave the Terrapins a three-point, 15-12 lead at the media timeout. MSU fired off three-straight Waye points out of the timeout with a kill and back-to-back service aces to tie the set at 15-15 and took a one-point lead at 17-16 with a block from Ogden and Hardison followed by a block from Long and Hardison. Kills from Andrews tied the set at 19-19 and again at 20-20 before a Waye kill and block from Waye and Staniszewska helped MSU to a 22-21 lead to force a Maryland timeout. Another Waye kill out of the timeout gave the Spartans a two-point lead at 23-21 force a second Maryland timeout. MSU called timeout after a Maryland kill cut the lead back to one at 23-22. The Terrapins stopped MSU's first match point at 24-23 after a Staniszewska kill, but a second Staniszewska kill out of another MSU timeout ended the set and match, 25-23.
