Patrick M. Cicero, the consumer advocate of the Pennsylvania Office of Consumer Advocates, petitioned Commonwealth Court to overturn Pennsylvania’s Public Utility Commission’s approval of the sale.

Jeanne Russo, Aqua spokesperson, said Tuesday that company officials are reviewing the decision and it would be premature to comment.

"The case represents a significant win for consumers," Cicero said. "Each transaction must stand alone and provide affirmative benefit to the public before the PUC can approve the sale.”

Cicero said judges correctly found that the PUC must conduct a fact-based evaluation to only approve acquisitions where the public is affirmatively better off because of the transaction than it would be in the absence of the transaction.

The three-judge panel concluded that the PUC abused its discretion in the approval of the sale.

President Judge Renee Cohn Jubelirer in a 22-page opinion concluded that the township’s system is providing capable service without rate increases that would occur with the sale.

“The commission’s findings that Aqua’s acquisition of the system will result in affirmative public benefits are not supported by substantial evidence,” Jubelirer wrote in a 22-page opinion.

The panel concluded that the township service is available 24/7 and provides reliable service and can afford any upgrades if necessary.

Aqua Pennsylvania Wastewater is a subsidiary of Aqua Pennsylvania—a regional water company that provides public drinking water to approximately 1.5 million people throughout 32 counties in Pennsylvania.

A 2016 Pennsylvania law encourages municipalities to sell sewer plants. Aqua also provides water services to East Whiteland.

Aqua is based in Bryn Mawr and has 20,000 wastewater connections and 11 treatment plants in Pennsylvania.

In nearby Willistown Township, the township supervisors terminated an agreement to sell the plant to Aqua.

Pennsylvania Office of Consumer Advocate and a township resident petitioned the Commonwealth Court to overturn the Public Utilities Commission’s approval of Aqua Pennsylvania purchasing the township’s sewer plan for $17.5 million. The Willistown plant services 94 customers.

Bucks County recently withdrew plans to sell its sewer system to Aqua. The borough of Norristown in Montgomery County also ditched a plan to sell Aqua its sewer system.

MALVERN, PA —A decade of planning culminated Monday when Malvern Preparatory School opened Riley Hall- the primary academic building for the Howley Middle School program for sixth to eighth grade.

“Today, the official opening of Riley Hall, at the start of the 23-24 academic year is an important moment in Malvern’s history - one that dates back to 1842,” Patrick Sillup, head of school, said during a ribbon cutting ceremony.

Sillup said during the last decade the administrators were thinking, designing, and iterating ideas for an optimal middle school learning environment.

“This space will serve as the center of middle school life at Malvern Prep," Sillup continued. "I’m confident you will find these spaces to be both inspirational and functional as well as incredibly inviting - something we take great pride in as an Augustinian Community.”

The renovation of Riley Hall was made possible thanks to a $4 million gift from parents, Brian Riley, and his wife, Barbara, P’21’26. The parents attended the ceremony with their sons, Jack, class of 2021, and Finn, class of 2026.

“Malvern has been a special place for our sons and their friends,” Jack Riley said during the ceremony in which his son, Finn cut the ribbon.

“It is our sincere hope that the brotherhood, to which you belong, strives and grows and strengthens for decades to come.”

The Rev. Robert Hagan, O.S.A., Prior of the Province of St. Thomas of Villanovan performed a blessing on Riley Hall.

Constructed in 1923, Riley Hall was one of the first buildings on Malvern Prep’s Warren Avenue campus after the school relocated from the campus of Villanova University in 1922.

The building skirts the hub of campus life, the Quad, and will soon be connected to Maggitti Pavilion.

Maggitti Pavilion will become the center for college counseling, learning support, and administration on Malvern Prep’s campus. Construction for that project will begin in the fall of 2023.

MALVERN, Pa.—CRTKL, now a part of Arcadis, collaborated with Main Line Health to deliver strategic facility master planning services for the modernization of Riddle Hospital in Malvern.

The patient pavilion encompasses various key components, such as a new main entry, 68 adaptable patient beds capable of accommodating different levels of care, an upgraded surgical suite catering to both inpatient and outpatient procedures, 10 operating rooms, three procedure rooms, a radiology lab, pharmacy services to support the new inpatient beds, and a women’s center. The women’s center will offer a range of facilities, including 17 spaces dedicated to postpartum care, four labor and delivery suites, as well as eight NICUs for newborns in need of specialized attention.

Arcadis was the lead design firm and P. Agnes was the general contractor.

Main Line Health Riddle Hospital Pavilion offers comprehensive healthcare services, encompassing orthopedic, maternity, and cardiovascular care. With a focus on modernization, the design team developed a forward-thinking plan to replace the outdated hospital with a state-of-the-art facility, equipped to adapt to the ever-evolving healthcare landscape. The master plan addresses the relocation of the departments in the north and east wings along with the future demolition of the east and south wings.

ORLANDO, Fla.—Skanska USA has announced the delivery of the Orlando Health Jewett Orthopedic Institute, a state-of-the-art medical facility in Downtown Orlando. Located at the corner of Lucerne Terrace and Columbia Street, the combined inpatient and outpatient facility will be dedicated solely to the care of orthopedic patients.

Spanning 375,000 square feet, the project was completed in two phases with the first phase encompassing the delivery of a six-story, medical office pavilion boasting 12 cutting-edge operating rooms and the latest advancements in medical technology, including imaging services such as an ultrafast magnetic resonance imaging (MRI) with augmented reality. A 62-exam room clinic, also housed in the pavilion, offers walk-in orthopedic care along with a physical therapy space featuring sports simulators for athletes. Phase two included a seven-story facility featuring the state’s first orthopedic hospital with 10 additional operating rooms, 75 inpatient smart rooms and a bioskills lab.
