Local historian opens West Grove History Center to honor, educate town

The West Grove History Center’s grand opening on June 3 reveals the story of the town through relics and memorabilia collected by local historian and author R. Scott Steele.

Steele, a West Grove native, has been building the collection for over 45 years, and welcomed over 240 guests to the former contractor shop turned museum on Prospect Avenue during the two-day opening weekend.

“It’s a collection of objects and manuscripts that tell us the story of the town,” Steele said.

Steele hopes the exhibit and all it contains will convey to attendees the significance of the men and women who grew West Grove from the village it was to the borough that it now is. The museum is a continuation of Steele’s previous, smaller museum which he operated out of a garage at his home starting in 2014.

“My goal always was to get my collection back in town,” Steele said. “Years ago, I decided to collect West Grove only, so I didn’t collect Avondale, I didn’t collect New London. I just collected West Grove so my goal was always to get it back here in the borough.”

The collection includes memorabilia from local businesses, the Avon Grove schools, the former West Grove hospital and artifacts from other significant historical events and people in the town. Some of Steele’s favorite artifacts include memorabilia from the 1947 robbery of the National Bank of West Grove and the popcorn machine from the old Roselyn Theater.

“We’d walk downtown every Friday night and went to the movies,” Steele said. “I saw all the first-run Disney and Beatles films, so the popcorn machines were a favorite too.”

Having grown up in West Grove on the very same street his exhibit now sits, Steele is especially acquainted with the evolution of the town.

“It was a great place to grow up,” Steele said. “There was a lot more community activity but I would say the town is still to this day very well run.”

The museum is not sponsored or funded by local government and is purely a passion project for Steele. All of the collection has either been purchased by Steele or donated from other community members. The purchase and renovation of the building at 513 Prospect Ave. is also funded from Steele himself.

“This town values history, values my collection but now it's totally a personal venture,” said Steele. “It's out of my love for history, and it’s out of my love for the town.”

That love for West Grove is demonstrated in Steele’s written work as well. He has written four books concerning West Grove history that includes a book on the 1970 Avon Grove High School basketball state championship team, which is featured prominently throughout the museum.

Ideally, Steele hopes to partner with the Avon Grove school district in order to teach local history to the students, an initiative inspired by his own time in the Avon Grove schools.

“We had a teacher by the name of Paul Rodebaugh who was a Chester County historian, and he taught a local history curriculum as part of his history class,” Steele said. “That really sparked my interest.”

While the interest in local history certainly still exists, from Steele’s perspective, it has been on the decline for the last several years. However, this seemingly only furthers his drive in promoting the education and spread of local history knowledge for new and old audiences alike. To better accomplish this, Steele plans on starting a historical society and encouraging meet-ups and events with local organizations at his establishment.

Moving forward, Steele plans to open the museum for visitors free of charge on the first Sunday of every month, starting July 2.

For Steele, history is about more than just dates and strict facts.

“People make history interesting,” Steele said. “My goal is to try to bring history alive through stories of people.”

ChristianaCare to open ‘micro-hospital’ in Jennersville

WILMINGTON — ChristianaCare plans on opening its West Grove, Pa., Campus in late 2024, complete with a neighborhood hospital with a total of 20 beds for inpatient and emergency treatment.

The former Jennersville hospital in southern Chester County, Pa., was closed by Tower Health in December 2021 and acquired by ChristianaCare in mid-2022 for $8 million. It marked one of the first significant brick-and-mortar expansions of Delaware’s largest health care system made in Pennsylvania.

“We are excited to share our plans to restore important, local health care resources to the southern Chester County community,” ChristianaCare President CEO Dr. Janice Nevin said in a statement. “We are committed to our neighbors in southern Chester County for the long-term, serving them as expert, caring partners in their health.”

The West Grove campus will be styled as a neighborhood hospital, complete with 10 emergency department beds and 10 inpatient beds. The emergency department will be equipped to handle traditional emergency incidents like falls, injuries, heart attacks and strokes.

Restoring emergency services was the first priority outlined by Nevin and other ChristianaCare officials last year when the deal was finalized. But in the last nine months, ChristianaCare officials have been hosting listening sessions with the West Grove community to understand their needs.

To that end, ChristianaCare opted to open a “micro-hospital,” or an acute care hospital that offers emergency services as well as a narrow scope of inpatient services.

“After listening to the needs of the community and an extensive review of historical and projected demographic data, we believe this neighborhood hospital model will provide the right mix of health care services for the West Grove Campus in a way that is sustainable and meets the community’s most immediate needs today,” ChristianaCare Chief Wellness Officer Dr. Heather Farley added. “It also sets us up to grow in meeting more of the community’s needs in the future.”

Other services to be offered include behavioral health emergency care and provide diagnostic capabilities including ultrasound, computed tomography (CT), X-ray and lab services. ChristianaCare also expects to share its network of support services like neurology and cardiology through virtual visits.

Chester County and Pennsylvania awarded a combined $5 million for facility upgrades. Reopening of the hospital is tentatively set for late 2024, though that may depend on renovations and build-out of a new information technology infrastructure.

In a recent interview with Delaware Business Times, Nevin did not commit to further expansion through facilities outside already acquired assets, though she acknowledged growth was needed to be sustainable.

“When we look at Southern Chester County, what are the health care needs of the community? What access do they have? Are there gaps that might make sense for us to fill?” Nevin said.

Since June when ChristianaCare announced the purchase of the former Jennersville Hospital from Tower Health, ChristianaCare leaders have been meeting regularly with community leaders and small groups to gain input into planning for what is now called the ChristianaCare West Grove Campus in Chester County, Pennsylvania.

On Sept. 14, ChristianaCare shared new details about the planning process for the campus with Chester County business leaders at an event organized and led by Pennsylvania State Rep. John Lawrence and hosted at the Herr’s Snack Factory visitor center auditorium.

“As a nonprofit health system, we have a mission of service to our neighbors—and you are our neighbors. We are honored and so excited to be here to support your health needs in southern Chester County,” said Douglas Azar, MHA, ChristianaCare senior vice president, Strategic Clinical Integration.

After a brief overview of ChristianaCare, Azar addressed the two biggest questions on everyone’s mind: What are you going to do with the West Grove Campus, and when will it open?

“Emergency services has quickly risen as the most significant need in this community,” Azar said.

“It continues to come up time and again in our discussions with the community that the most urgent need is emergency care. That’s our first priority.”

Azar explained that ChristianaCare plans to take a phased approach to development at the campus, and ChristianaCare’s intent is to include emergency services in the first phase.

Plans are in development now — and they continue to be informed by what he and other ChristianaCare leaders are hearing from the community. He said that those plans will likely be finalized and shared with the community sometime later this fall.

Building on success

ChristianaCare opened a freestanding emergency department in Middletown, Delaware, in 2013, and Azar said that learnings from the success of that facility have been invaluable in planning for West Grove.

“Middletown is a fantastic facility that is really beloved by the Middletown community. It’s a great model, and there are many learnings from that model that are informing our planning for West Grove.

“However, the West Grove Campus will be unique, and we are using all of the good information we’ve heard over the past several months to create a care model and structure that will best meet this community’s needs.”

Azar was joined by Chris Coletti, M.D., MHCDS, FACEP, FACP, clinical effectiveness officer and vice chair of Emergency Medicine, who talked about the kinds of care ChristianaCare is able to provide at the Middletown Emergency Department and how that might translate to what’s being considered for the West Grove Campus.

“As an emergency medicine team working remotely from our main hospitals, we’re really focused on meeting the needs of our patients, whatever they might be.

“Our team is incredibly skilled at that, and we’re able to address a wide variety of needs right in the Emergency Department,” Coletti said. He cited care for broken bones, heart attack and stroke as some of the capabilities that are available in an emergency care setting.

Timing still difficult to predict

“When Jennersville Hospital closed, it was a gut punch to this community,” Rep. Lawrence said.

“I as much as anyone would like the new facility opened tomorrow to restore needed services to our area. But it’s even more important that it be done right, because this community deserves the highest quality of care.”

“You’re absolutely right,” Azar said. “We’re committed to opening the West Grove Campus as quickly as we can. At the same time, we’re going to take the time to do this right so that you have a facility that is excellent—and that you can be proud of in this community.”

While he said it’s too early to know when services will open at the West Grove Campus, it’s unlikely that it will be within the next 12 months.

Azar provided some insight into the current state of the facility, based on ChristianaCare’s assessments and inventory following the acquisition. While it does contain some usable equipment, including hospital beds and some imaging and diagnostic equipment, other aspects of the facility are going to be “starting from scratch.” He said that the building currently contains no information technology infrastructure, and the laboratory is completely empty of equipment.

“I’m highlighting these as just a few examples to give you some insight into the complexity of the work ahead,” Azar said.

“As you know, supply chain issues are impacting every industry right now, and it’s too early to know whether it will create significant delays or none at all.”

Listening to the community

Azar said that ChristianaCare is intent on listening to community members and learning from them what the needs are so that ChristianaCare can be the best possible partner. Following the brief presentation, he asked the audience to share their own concerns or recommendations.

Audience members voiced their desire for the project to move swiftly, without sacrificing quality for speed.

Several participants cited the need for behavioral health and addiction treatment services in the community, and the ChristianaCare leaders acknowledged that these are on the list of priorities for this campus, although likely not in phase one.

Several members of the audience spoke as business owners about challenges related to workers’ compensation care, which was a topic that the ChristianaCare representatives said they hadn’t heard in previous discussions, and they’d take that information back for further discussion.

Audience members also cited the aging community and the need for services that support older adults.

“Thank you all for coming tonight and sharing your time and your insights with us,” Azar said. “With each of these conversations, we learn more about how we can best be expert, caring partners to our neighbors in southern Chester County.”

Funds to support facility renovation and development of outpatient services

The ChristianaCare West Grove campus has received a $2.5 million grant from the Pennsylvania Department of Human Services for facility renovation and the development of outpatient services. The grant consists of $1.5 million from the American Rescue Fund Plan Act (ARPA) and $1 million from the Commonwealth.

ChristianaCare finalized the purchase of its West Grove campus (formerly Jennersville Hospital) from Tower Health in June 2022. The hospital has been closed since Dec. 31, 2021.

“We are deeply grateful to the Commonwealth of Pennsylvania for these generous grants,” said Bettina Tweardy Riveros, JD, chief health equity officer and senior vice president of Government Affairs and Community Engagement at ChristianaCare.

“These funds will help ensure that the West Grove facility can deliver affordable, effective and equitable systems of care to our neighbors in southern Chester County for many years to come.”

The funding was secured through the collaborative efforts of Chester County’s bipartisan state legislative delegation.

“Securing this funding was a team effort and it represents another important step forward in returning vital emergency, preventive and wellness services to Southern Chester County,” said state Sen. Carolyn Comitta.

“By bringing in a trusted partner like ChristianaCare and investing in the future of the West Grove campus, we’re working to expand better health outcomes for all, as well as the potential for economic opportunity, increased employment and community investment that come with it.”

“When ChristianaCare announced this summer that it would purchase Jennersville Hospital, we knew that Chester County and its surrounding neighborhoods would instantly benefit from them stepping up and filling the void of patient care in our area,” said state Sen. John Kane.

ChristianaCare is reimagining health care at the West Grove campus and is taking a phased approach to the opening of services. The first phase will be to reestablish emergency services. Planning for the new campus is ongoing, and ChristianaCare hopes to announce final plans within the next few months. ChristianaCare leaders have been actively meeting with community leaders and groups in the southern Chester County community.

“We’ve been meeting with small groups and with community leaders throughout the fall, and we’ve been gathering feedback that’s proving invaluable in our planning process,” said Douglas Azar, MHA, ChristianaCare senior vice president, Strategic Clinical Integration.

“We’re making great progress in our planning, and we’re looking forward to being able to share plans with the community as soon as they’re ready.”

ChristianaCare’s assessment and inventory of the facility indicates that the site requires considerable renovation in key areas, such as information technology and laboratory space. Due to these needs, ChristianaCare currently anticipates that it will take a year or more to build out and open the facility.

ChristianaCare’s West Grove campus also received a $2.5 million ARPA grant from the Chester County Government in October 2022.

The West Grove campus represents a significant expansion of ChristianaCare’s commitment to provide health services to communities in southern Chester County. Since 2020, ChristianaCare has added three primary care practices located in Jennersville, West Grove and Kennett Square. Combined, these three practices are now the “medical home” for 22,000 residents in these communities.
