El Niño is the weather pattern that occurs when sea-surface temperatures in the central and eastern tropical Pacific rise significantly above average, disrupting global wind and weather patterns.
When ocean temperatures are exceptionally hot (+2.0°C or more above normal), it is classified as a “strong” or “super” El Niño. That’s happening now.
Historically, El Niño winters split the United States into two distinct zones:
Virginia sits right in the transition zone. Because Virginia is caught between the mild northern flow and the active southern storm track, El Niño winters here are historically a wildcard.
Based on previous strong El Niño events, we can anticipate three main trends in Central Virginia:
An active southern jet stream means a steady parade of low-pressure systems moving across the Gulf Coast and up the Eastern Seaboard. For Virginia, this translates to above-average precipitation, especially along the coast.

RICHMOND, Va. — Lt. Gov. Ghazala Hashmi is bringing her energy costs listening tour to Richmond as the State Corporation Commission decides whether to approve the proposed merger between Dominion Energy and NextEra.
The tour is centered around transparency, bringing together delegates and energy experts to give residents a voice on how rising energy bills are impacting them.
"What are the assurances that our families aren't going to see continued escalation of electric costs?" Hashmi said.
Hashmi has been an outspoken voice pushing to ensure the merger would not negatively impact Virginians, demanding more answers before the SCC makes its decision.
"We know that electric costs are rising. The monthly electric bill is something that many families are having challenges in paying, and if this acquisition means increased costs for our families, that's my top-line concern," Hashmi said.

Dominion Energy customers have echoed those concerns.
"At some point, we're going to have a lot of Virginians living in the dark because...they can't afford rent and electricity and food and gas and insurance and phone bills. I mean it's too much. Its a systemic issue and it needs to be addressed," Laura Arnett, a single mother and Dominion Energy customer, said.
"The rate payers deserve better, and it's like I said, it's concerning. I see how high my bill is, and I can't even imagine...seeing you know the young kids and people that are vulnerable not being able to turn on the AC because they can't afford the electric bill," Aileen Rivera, a Dominion customer, said.
This comes after Dominion Energy shareholders overwhelmingly voted to approve the merger, with 98% voting yes.
In a statement on the shareholder vote, a Dominion Energy spokesperson said: "This combination is about strengthening our ability to continue reliably and affordably serving our customers and communities – just as we have for generations – for the long term."
Not all customers oppose the deal. Kenny Jones said he supports the merger because he believes Dominion cannot handle future growth on its own.
"I believe it's necessary at this point," Jones said.

Food Lion delivered 6,800 pounds of produce and shelf-stable food to Ephesus Seventh-day Adventist Church’s food pantry.
12 volunteers with Food Lion stores around the region also cleaned refrigerators, painted walls, built new shelves and did landscaping work.
The work is part of Food Lion Feeds’ annual The Great Pantry Makeover.
Food Lion Feeds is the company’s hunger-relief platform that partners with local organizations, including Feed More, to help support local pantries.
Organizers say the help comes as food banks around the country struggle with increased demand.
“We were having a hard time keeping a lot of food in the storage because we were going through a lot of stuff. Because of the increase of clientele coming in,” said Wayne Robinson, director of community service at Ephesus.
The pantry serves roughly 130 to 140 people every Tuesday and Wednesday. Robinson said that need is growing.
“We had a young lady just the other day, last week, broke down in tears that she couldn’t feed her family. She had four kids. The kids couldn’t eat,” Robinson said.
Food Lion volunteer Brian Pully said his mother uses Feed More, and seeing the work they do prompted him to get involved
“She’s disabled and she lives by herself,” Pully said. “Every time she gets her food, she’ll call me and tell me everything she got. So for that reason, I wanted to help out and also to give back to the community.”
Feed More said pantries across central Virginia are seeing new faces as families deal with higher costs of living.
“We’re seeing a lot of folks coming to pantries just like this one for the first time. Anything that we can do to make the space just a little bit more inviting is always great. You know, making neighbors feel comfortable, welcome,” said Rodrigo Arriaza, with Feed More.

RICHMOND, Va. — A summer-long fundraising campaign to bring Scott's Addition its first permanent public park wrapped up Sunday with an all-day music festival at Brambly Park.
The "Plant a Park Fest" at brought together local musicians, artisan vendors, and Scott's Addition spirits to raise money for Christie's Garden — a planned public park on the site of the former Christie's Garden space, one block from Brambly Park.
The event was hosted by Brambly Park, the Capital Region Land Conservancy, and the Greater Scott's Addition Association. Ticket proceeds, plus 10% of food and drink sales at Brambly Park, went toward the fundraiser.
Brambly Park owner Bobby Kruger said Scott's Addition desperately needs more green space as the neighborhood's population has grown.
"We're just trying to help them get to their stretch goals so they can build another green space in Scott's Addition because we're tired of being the only one to hold down the green spaces," Kruger said.

Kruger said the need is straightforward.
"The population density here has scaled up and up and up. We've got more and more apartment buildings and more people in the area and as we develop that stuff and we bring people to the area, we need places for them to go and be able to hang out and be outside," Kruger said.
He said the idea for the festival grew out of a conversation with the Capital Region Land Conservancy, which had secured the lot and needed to close a funding gap to make the park conversion happen.
"They contacted me to see if we could do like a giveback night, and I was like, 'Why don't we do something that raises a lot more visibility and attention on this project, so we get more people looking at it, and they can get more money to hopefully get that goal," Kruger said.
Kruger said the park is intended to be a public space, though planning details are still being worked out by the Capital Region Land Conservancy and the Greater Scott's Addition Association. A mood board at the festival allowed attendees to submit suggestions for what they would like to see in the park.
"Any green space in Scott's Addition where people who have dogs can take their animals and hang out is in dire need," Kruger said.
Kruger said the decision to prioritize green space at Brambly Park itself was intentional — and reflects the same values driving the Christie's Garden project.
"When we bought this property, we looked at it and we could have turned it into more apartments or done a lot more steel and concrete, but it was really important to maintain the tree line," Kruger said. "We're trying to do our part to keep more green space here — to give people a place that gives them a chance to be outside in nature."
Kruger said he hopes Plant a Park Fest becomes an annual tradition, held the day before Labor Day each year.

RICHMOND, Va. (CBS19 NEWS) — Several airports across Virginia, including the Charlottesville-Albemarle Airport, are getting some funding for critical infrastructure and modernization projects.
Gov. Abigail Spanberger announced nearly $40 million in Commonwealth Aviation Fund investments for 65 public-use airports on Friday.
According to a release, the Virginia Aviation Board awards the funding to support a variety of projects, such as a new air traffic control tower at the Washington Manassas Airport and a new terminal at the Blue Ridge Regional Airport in Martinsville.
“Airports are essential engines of economic growth, connecting Virginians to new opportunities, supporting businesses, and helping attract investment and jobs across the Commonwealth. These new Commonwealth Aviation Fund investments will strengthen airports in every corner of Virginia, making sure they have the modern infrastructure and resources to keep growing and serving Virginians,” said Spanberger. “We are making smart, strategic investments today that will help Virginia’s aviation system thrive for years to come.”
This funding announcement comes after a new state law went into effect that modernized the allocation formula for the Commonwealth Aviation Fund.
The release says this law created the first changes to the formula since it was created in 1986, updating the approach so that more resources are directed to airports with greater capital needs while still preserving a funding baseline for smaller General Aviation airports.
“Virginia’s aviation system is a vital component of Virginia’s transportation infrastructure, supporting the movement of people, goods, and services across the Commonwealth,” said Secretary of Transportation Nick Donohue. “This funding reinforces the Commonwealth’s commitment to sustaining a strong, reliable airport network that serves residents, businesses, and visitors alike.”
CHO is getting more than $3 million through the Commercial Services Airports category.
The funding will be used for parking ramp rehabilitation and snow removal equipment.
Other airports getting funding include the Norfolk International Airport, the Richmond International Airport, the Lynchburg Regional Airport, the Roanoke-Blacksburg Regional Airport, the Newport News-Williamsburg International Airport, the Winchester Regional Airport, the Virginia Highlands Airport, the Richmond Executive-Chesterfield County Airport, the Crewe Municipal Airport, the New Kent County Airport, and the Farmville Regional Airport.
Projects include construction of a de-icing ramp, buying rescue/firefighting and snow removal equipment, expanding Transportation Security Administration terminal exit lanes, terminal construction, hangar site preparation, terminal renovation, runway extension, runway pavement rehabilitation, replacing navigational aids for a runway, and other maintenance and repair projects.
The release says these kinds of infrastructure improvements directly support the strength of the Commonwealth’s aviation system.
The Virginia Department of Aviation says the system generates $42 billion in total economic output while supporting almost 220,000 jobs and producing $15.2 billion in wages.
