This will be Painted Tree’s second location in the area. The first is in the former Stein Mart location at 4740 Commonwealth Centre Parkway in Midlothian.

Painted Tree Boutiques describes itself as “an Etsy marketplace and Pinterest catalog come to life,” where 200 to 250 boutiques can be found under one roof, selling one-of-a-kind items for the home and garden, as well as gifts, clothing and more.

The majority of the vendors will be local, with a handful of vendors that are carried nationwide.

Painted Tree is based in Little Rock, Arkansas, and has 30 locations across the country.

“Painted Tree Boutiques eagerly looks forward to joining the Richmond community and providing local entrepreneurs, creatives and dreamers with a space to come together and share their craft with their city,” a spokesperson said.

An opening date was not available at this time.

James Ashby IV and Annie O’ Connor of Cushman & Wakefield | Thalhimer represented the landlord InvenTrust Properties. Andy Segall and Trey Blankinship of Segall Group represented the tenant.

The Christmas Tree Shops filed for bankruptcy earlier this year, with the western Henrico location closing over the summer.

When Christmas Tree Shops filed for bankruptcy in early May, the Middleboro, Massachusetts-based chain aimed to complete restructuring and exit Chapter 11 as a “financially stronger retailer” by the end of August. At the time, Christmas Tree Shops planned to close a small number of underperforming stores.

In a court filing last week, however, Christmas Tree Shops confirmed that it defaulted on a $45 million bankruptcy loan and had agreed to liquidate its more than 70 remaining locations across 20 states, unless a buyer emerges in the final hour.

Out-of-business sales could start as soon as Thursday, per court documents. Landlords also have until Thursday to file objections.

“Quite simply, the debtor doesn’t have the time nor the money to go forward with the plan (to exit bankruptcy),” Harold Murphy, a lawyer representing the retailer, said during a court hearing last week, per the Wall Street Journal.

The Associated Press reached out to Murphy and other attorneys representing Christmas Tree Shops and its stakeholders for further comments Wednesday.

The Glen Allen location is at 9819 W. Broad St., in the Westpark Shopping Center. It previously was a Linens N’ Things.

Christmas Tree Shops’ history dates back to the 1950s, when the original small holiday store opened on Cape Cod, in Yarmouth Port, Massachusetts, according to the company website. In 1970, Chuck Bilezikian purchased the seasonal business, transforming it into a destination for one-of-a-kind items and low prices that became a year-round shopping destination largely anchored in the Northeast.

Over time, Christmas Tree Shops expanded into more states and moved beyond holiday items. The chain recently worked to rebrand itself as “CTS” — in hopes of underlining that its products are not isolated to seasonal goods.

In 2003, the Christmas Tree Shops chain was acquired by Bed Bath & Beyond, which also declared bankruptcy earlier this year. In 2020, the chain was sold to Handil Holdings, led by retail veteran Pam Salkovitz and entrepreneur Marc Salkovitz.

VEDP says closing of Hanover plant ‘not related’ to opening of Pittsylvania plant

Tyson Foods will continue to be eligible for millions in state economic development grants linked to a facility it’s constructing in Pittsylvania County despite its announcement it will close a major plant in Hanover County that will lead to the loss of 692 jobs, said the Virginia Economic Development Partnership.

In 2021, former Gov. Ralph Northam’s administration announced Tyson would receive $8 million in incentives, in addition to tax credits, to site a new plant in Pittsylvania. In return, the company promised to invest almost $300 million and create 376 new jobs.

Incentives offered to Tyson included a $3 million grant from the Commonwealth’s Opportunity Fund, a $3 million Virginia Investment Performance Grant — which “encourages continued capital investment by existing Virginia companies” — a $500,000 grant from the Governor’s Agriculture and Forestry Industries Development Fund and $1.5 million in grants and loans from the Tobacco Region Opportunity Fund.

Tyson was also eligible for state job creation tax credits.

More than $6.5 million of those incentives will remain available to Tyson even as it shutters its Glen Allen plant because the performance agreements for the Commonwealth’s Opportunity Fund and Virginia Investment Performance grants linked to the Pittsylvania project “are solely based on the investment and jobs performance at that particular facility,” said VEDP spokesperson Suzanne Clark in an email.

“The closing of the Hanover plant is not related to the opening of the Pittsylvania plant and the two facilities produce different product lines; therefore, the COF and VIP incentive contracts that VEDP has entered into for the Pittsylvania County project are not impacted by the closure,” Clark said.

Jordan Butler, a spokesperson for the Tobacco Region Opportunity Fund, also said Tyson remains eligible for TROF funding. The $1.5 million offered to the company was a combination of a $707,000 grant and an $821,000 loan, and Tyson opted not to use the loan portion, said Butler.

Clark said Tyson has not yet received any payments from the Commonwealth’s Opportunity Fund or Virginia Investment Performance grants. Butler said the $707,000 Tobacco Region Opportunity Fund grant has also not yet been issued, since “funds are to be awarded post-performance … and will not until performance is verified.” The facility is expected to open later this year.

The Pittsylvania plant will produce cooked chicken nuggets and other products. The Glen Allen plant hatches and raises broilers and then processes them.

In 2015, the Pittsylvania Board of Supervisors visited the Glen Allen plant as part of a “fact-finding mission” to determine whether they should try to recruit a poultry processor to their county.

The Glen Allen closure was first publicly announced Monday by the United Food & Commercial Workers Local 400 Union, which represents the plant workers and said it had not received advance notice from Tyson.

“These men and women risked their lives and the safety of their families to keep this plant operational during the pandemic, and this is the thanks they get?” asked Local 400 President Mark Federici in a statement. “This is not how we show gratitude to essential workers in Virginia.”

Federici also criticized Tyson for “continu[ing] to reap the lavish benefits of taxpayer dollars while Virginia will have 300 fewer jobs.”

Virginia law says that money from the Commonwealth’s Opportunity Fund “shall not be used for any economic development project in which a business relocates or expands its operations in one or more Virginia localities and simultaneously closes its operations or substantially reduces the number of its employees in another Virginia locality” unless the Major Economic Incentives Commission has approved the project.

The MEI Commission is made up of lawmakers from both the House and Senate money committees, as well as the secretaries of finance and commerce and trade.

In 2015-16, state officials under former Gov. Terry McAuliffe approved almost $2 million in state incentives from the Commonwealth’s Opportunity Fund for Norfolk Southern to move jobs from Roanoke to Hampton Roads. Internal communications from the Virginia Economic Development Partnership obtained at the time by The Roanoke Times showed discomfort among some agency officials over the decision.

However, Clark said the Tyson case is different because it doesn’t involve the simultaneous closing and opening of facilities, and the law about use of opportunity funds “does not apply to situations that emerge well after a grant is awarded and a contract is signed.”

“The closing of the Hanover plant is not related to the opening of the Pittsylvania plant, and the plan was not to replace the Hanover plant with the Pittsylvania plant,” she said. “Given the multi-year lag between the Pittsylvania announcement (August 2021) and the Hanover closure announcement, they were not simultaneous or related, and therefore an exception approval from the MEI Commission was not needed.”

A spokesperson for Tyson did not respond to questions about the closure or grant eligibility. A March 13 notification from the company of the pending closure and associated layoffs obtained by The Richmond Times-Dispatch says that “as part of the Company’s business strategy to operate more efficiently, Tyson Foods has determined that it must eliminate all jobs at its Glen Allen processing complex.” The last day of work is expected to occur “on or about” May 12.

GLEN ALLEN, Va. -- It is a slice of the Southwest located right in the West End of Henrico County. With covered wagons and cowboys dotting the yard the place known affectionately as the "Cactus House" is a head-turning home unlike any other in Central Virginia. And now you can own a piece of the landmark.

The owners of the home are putting most of their collection of keepsakes and Western memorabilia up for sale. The home, officially called Saguaro Hill, was built in the late 1970s along Staples Mill Road in Glen Allen.

For more than 40 years the house has attracted a lot of attention and has become internationally known.

Owner Chloe Pemberton told Greg McQuade the time has come to let go of pieces of their prized collection so others can treasure them and allow the legend of the Cactus House to go on.

“Oh, I like it. I hope they will enjoy it," the soon-to-be 89-year-old Pemberton said. "I hope we’ll be able to dispose of everything because that is our purpose right now but I do hope they’ll enjoy everything they get.”

Jimmy Grindstaff with Grindstaff Auctions said you won't find another house like it.

Grindstaff said most of the items inside from glassware and artwork to Western-style furniture are for sale.

The bronze statues of cowboys, cacti and even an aging covered wagon in the yard are also for sale.

"This place is very distinct," Grindstaff said. "This is something you’d see out west. It looks like they bought a piece of the West right here to Richmond. Everyone knows where it is. People use it as a point of reference for direction and when you talk about it the first thing they do is smile and say, 'I know that place.'”

The auction is underway and ends on November 9.

An open house will take place on November 4 from 10 a.m. - 2 p.m.

GLEN ALLEN, Va. -- The Mojave Desert lies 2,200 miles away from Henrico County, Virginia, but you wouldn’t know it judging from one West End home in Glen Allen.

Roy Rodgers would feel right at home at 10816 Staples Mill Road where curb appeal consists of cacti and covered wagons.

"Most of the time they say, 'I know exactly where it is. I’ve been seeing it for years,'" Chloe Pemberton said about her notable home. “It is a place everyone calls the Cactus House.”

Pemberton’s husband Buzz built their oasis known officially as Saguaro Hill in the late 1970s.

"I have a husband who is a real maverick," Chloe Pemberton said.

The home has been turning heads ever since.

”It just kept growing and people started looking. Some people liked it, but there were some people who didn’t like it of course,” Chloe said. "They thought we were nuts.”

The couple’s love of the southwest dominates the decor.

“I’m partial to buffalo,” Chloe said. “So we have a lot of buffalo pictures.”

Keepsakes were collected during their numerous trips to New Mexico and Arizona.

“So we’ve done all kinds of things and we buy things in the dime store if we see something we like,” Chloe said.

The Cactus House, a true conversation starter, has been featured in magazines and national television shows.

The Pembertons are pet lovers and have opened their home to tours with profits donated to Henrico Humane Society.

Chloe said her home has been mistaken for a Mexican restaurant on more than one occasion with hungry customers showing up on their doorstep.

"They would always say where do we park because we don’t actually have a parking lot. So we can go for dinner. Buzz said you don’t want to eat here the food isn’t that good,” Chloe said.

But for Chloe and Buzz, the sun is setting on Saguaro Hill.

“I love it. Had a lot of fun with it. We need to do something else now because we are getting so old and just can’t maintain it,” Chloe said.

The aging couple is selling their treasures and a whole lot more.

”It's really too much. So we’ve got to try to downsize. We’ve accumulated so much stuff over many years,” she said.

The Pembertons are auctioning off most of the contents of their famed Cactus House.

Auctioneer Jimmy Grindstaff, who grew up admiring the landmark, is organizing the sale of everything right down to the tumbleweed.

“I don’t think I’ve talked to many people that don’t know about the Cactus House,” Grindstaff said. “It is a landmark. A lot of people have fond memories of this place. I’m sure it will be talked about for years and years to come.”

On a recent Saturday, the auction preview day attracted Harry Rice and hundreds of other curious Richmonders who wanted to catch a peek behind the gates.

“Everybody here today gets a little piece of it and they’ll surely remember it for a long time,” Harry Grindstaff said.

For the antique dealer, the Cactus House is an American original.

"The neat thing is, if you saw it 100 times when you went by it, your thought was always you could not help but look over and say ain't that something that someone did this,” Jimmy Grindstaff said. “Just an unbelievable place.”

Anne Grindstaff, with Grindstaff Auctions, isn’t surprised the auction generated so much interest.

“Everybody knows where this house is. They want a piece of history," Anne Grindstaff said. "This is going to be a piece of history they can remember. It is so unique there will never be another one like this."

For Chloe, letting go is the right decision.

The owner also finds comfort in knowing the legacy of her beloved Cactus House will live on.

“Well, I do hope these things bring joy to other people,” Chloe said. “People are interested in it because it is different.”

Chloe and Buzz Pemberton, the couple responsible for bringing the Old West to the West End.

”Lot of good times here. A lot of good times,” Chloe said. “ Lots of memories.”

At last check, the auction of items at the “Cactus House” generated $92,000 in sales.
