LAKEWOOD – The township has launched an $11 million road improvement program that includes building new portions of two existing streets to alleviate traffic sparked by ongoing population and development growth.
The upgrades focus primarily on the area bordered by Route 9, Route 70 and Cedar Bridge Road. Officials hope to ease congestion along New Hampshire Avenue, a major north-south thoroughfare.
“We have never had anything of this magnitude going on at the same time from a local perspective,” said Mayor Ray Coles. “It is an opportunity to expand access.”

The first project is a new off ramp for those exiting Route 70 west at New Hampshire Avenue who wish to turn onto Chestnut Street.
The current configuration requires drivers to head south on New Hampshire Avenue, make a U-turn, then head back north and make a difficult left turn on to Chestnut Street, the mayor said.
“That is probably the number one traffic complaint I get in town,” Coles said of the intersection. “It backs up traffic on New Hampshire, it is one of the biggest messes we have.”
The township’s plan is to install a direct exit from the Route 70 off-ramp to Chestnut Street that would bypass any New Hampshire Avenue travel.
“It is a big part of town,” Coles said of the area. “New Hampshire is one of the main arteries in town.”
The project, which is being funded by joint county and state grants, recently began construction that is expected to be completed by next fall.
Another nearby project would create a quarter-mile connection along Vermont Avenue from Route 70 to Chestnut Street just a few blocks away, officials said.
The $3.2 million project recently received final state approval and is expected to be completed by Summer 2024.
Farther north along Vermont Avenue township officials hope to pave 2,000 feet of a dirt road to create a real street between Essex Avenue and Oak Street. Estimated to cost between $4 million and $5 million, the proposal is requiring environmental approvals before anything can begin.
“The Department of Environmental Protection is requiring some revisions,” said Tony Poklasny, Lakewood senior engineer. “There are new state water regulations, so I am anticipating they will require us to do more.”
That extension may not be done for at least another two years.
The final and longest new roadway is a half mile, paved connection of Vine Street from Cedar Bridge to Pine Street, which is expected to cost about $3.5 million.
“We are hoping to wrap it up in the next two months,” Poklasny said about the project that began last spring.
The projects are occurring as Lakewood sees an explosion of population growth and related new development during the past decade.

The most recent U.S. Census revealed the township population had grown from 92,843 in 2010 to 135,158 in 2020, a 45% increase. That makes it the fastest growing municipality in the state. The latest government estimates predict it will reach 140,000 in the next few years.
Housing and business-related development have followed.
State records indicate Lakewood ranked 5th statewide in building permits for new housing and 12th for office space development in 2022, out of 567 municipalities in New Jersey.
Car accident rates in Lakewood are higher than in neighboring towns, data revals. In 2021, for instance, while there were 5,244 car accidents in Lakewood, nearby Toms River had 3,725, Brick Township reported 2,417 and Jackson reported just 1,288.
U.S. Census records show that Lakewood has an adult population of 68,500 residents, while Toms River's adult population is 75,000 residents. Yet, Lakewood saw 29% more car accidents than Toms River last year.

A 2017 traffic study commissioned by the township described Lakewood as having “unprecedented demographic growth” that brought “many challenges, namely traffic congestion.”
It also cited many “oversaturated intersections” in town, including several of those targeted in the latest projects.
Coles said the road projects and potential future plans are needed as the township’s population and development continue to grow.
“We are trying to do what we can to increase the north-south flow,” he said. “Anything you can do to get traffic off of New Hampshire and Route 9. You are always looking for ways to help people get around safer and quicker.”

The Jackson Township Council approved settling the suit Tuesday night, thereby removing a huge burden on a community of about 60,000. But whether this calms some of the angry feelings in town is an open question.
Some of the signs at a five hour-plus council meeting were not encouraging. One man said this:
“We are witness to the hostile takeover of Jackson Township. Just as we were witness to the hostile takeover of Lakewood Township in 2017.” By now he was screaming.
” And it has got to stop!”
There was yet another moment when a resident said that an orthodox member of the council should not be allowed to vote on this matter because he has a conflict of interest.
Gregory McGuckin, the town attorney, reacted quickly, saying:
“Any resident of Jackson Township has the right to serve on a governing body regardless of their religion.” He added that such comments got Jackson in trouble in the first place.
What did he mean by that?
Here’s the background.
The suit came about after township zoning prevented the construction of a private school in Jackson for orthodox Jewish students. That prompted a discriminatory suit by the developer and state and federal officials.
Broadly speaking, land use suits of this kind are pretty common.
But what made this one different – and what prompted the discriminatory aspect of things – was something very contemporary: online comments.
Negative comments about the possibility of orthodox Jewish schools and families coming to Jackson were posted on various social media outlets, some of which were read at the meeting.
There were messages like “get rid of them like Hitler did” and “bulldoze” their homes.
McGuckin and Brent Pohlman, a special counsel, explained during the lengthy meeting that such comments triggered a suit on discriminatory grounds.
At one point, it was acknowledged that these comments may not have been representative of Jackson residents. In fact, the senders may not have even been local residents. But as far as encouraging legal action, that was irrelevant.
So, as is just about always the case, the council settled as opposed to going to trial and facing an uncertain outcome. The township will pay $2.2 million, but what was more relevant to those in attendance, the council also adopted two zoning ordinances to specifically allow for schools, dormitories and houses of worship throughout the township.
This is not a blanket sanction. Every such project must be individually approved by the relevant planning or zoning board.
Moreover, the ordinances do not – in fact, they cannot – cater to any one group. For example, all religious entities are free to propose a school.
Naturally, the public was skeptical. All faiths may be permitted to build a school, but it’s possible in this case that the orthodox Jewish community would be more apt to do so.
One ordinance was approved in a 3-2 vote with the “no” votes coming from Councilmembers Nino Borrelli and Stephen Chisholm Jr. On the other ordinance, Borrelli also voted no, but Chisholm abstained.
Borrelli said he was concerned the township was being overbuilt and overdeveloped.
There were many comments referring to a “takeover” and the “character” of Jackson being permanently altered.
More than one resident spoke of relocating to Ocean County from urban areas and enjoying a lifestyle that includes observing the moon and stars on dark, peaceful nights. They said more schools, dorms and related activities can make that impossible.
One also heard allegations that some council members were in conflict because of real estate deals and/or political activity.
Politics, of course, is always around and state conflict laws only get involved when an official has a direct financial interest in an issue.
It’s the nature of just about any settlement to leave both sides unhappy, and on this night, there was much unhappiness among residents.
The meeting ended with council members offering a perfunctory “Happy Holidays,” but judging from the mood, that seemed a stretch.
