Two new subdivisions with a combined 45 lots are coming near the Warren Wilson College in Swannanoa and off Glenn Bridge Road in Arden.Both are considered "major subdivisions" by the county because they are bigger than 11 lots, but because they are only subdivisions, they do not require a Buncombe County Board of Adjustment hearing. Two new subdivisions with a combined 45 lots are coming near the Warren Wilson College in Swannanoa and off Glenn Bridge Road in Arden.

Both are considered "major subdivisions" by the county because they are bigger than 11 lots, but because they are only subdivisions, they do not require a Buncombe County Board of Adjustment hearing. Instead, they only require county staff to review applications and related documents.

"Our subdivision review volume (of various types) ranges from 100’s to 1000’s per year," Buncombe County Planning Director Nathan Pennington said in an email. "Some smaller level reviews take place within a matter of days, while other large scale subdivisions can take weeks if not months depending on level of complexity and workloads of other design professionals (surveyors, engineers) and agencies that are involved in the review."

Both site plans show only subdivided lots and new roads, not planned homes. However, applications show that both subdivisions will be served by public water and sewer.

Following are details about the two subdivisions, which in total represent around 30 acres of county land.

Focus Homes Subdivision

Number of Lots: 28.

Lot Size: 0.14 to 0.27 acres, with most lots around 0.20 acres.

Property Size: 23.87 acres.

Developer: Windsor Built Homes, which did not respond to a request for comment.

More Details: Avery Creek runs through the west side of the property, another stream runs through its middle, and wetlands can be found on the south side of the property.

As a result, the subdivision has a considerable amount of open space. The property is zoned Employment District, according to its application, which allows for up to 12 units per acre, but the subdivision is proposed to have only a little over one unit per acre.

According to the county's zoning ordinance, the Employment District zoning is "primarily intended to provide appropriately located sites for employment concentrations primarily for office uses, industrial uses, storage and warehousing, and wholesale trade," but that the district can "also include sites suitable for supportive activities such as community service, commercial service, and residential uses."

The subdivision is proposed to connect to the Mallard Run subdivision on Glenn Bridge Road.

Sherwood Subdivision

Number of Lots: 17.

Lot Size: 0.19 to 0.37 acres, with most lots around 0.28 acres.

Property Size: 5.6 acres.

Developer: New Salem Development Company LLC is listed as the land owner or developer on the application but was likely created a different development company to develop this project, which is a standard practice. John Simpson, the contact listed on the application for the company, declined to comment.

Details: While the majority of the lots will be on a private road built just for the subdivision called Azalea Ridge Way, which will connect to New Salem Road, three lots will be on the nearby Little John Lane, which will not directly connect to Azalea Ridge Way.

The property is zoned R-1 Residential District, which is "primarily intended to provide locations for single-family and two-family residential development and supporting recreational, community service, and educational uses in areas where public water and sewer services are available or will likely be provided in the future," the county's zoning ordinance says.

Because it is in the R-1 Residential district, the subdivision could have to 10 units per acre, but it has around only three units per acre.

ARDEN, N.C. (FOX Carolina) - A ribbon cutting, cheering and gaming made for a busy Saturday in Arden as co-owners Cheryl and Mark Chambers opened up a new eSports space for their Blue Ridge Bears teams.

What started as Mark making an eSports Google search six months ago has turned into an 18-computer space with a dozen gamers signed up.

“It’s just a dream of me and my dad’s, and our family,” their 12-year-old son Andrew Chambers said. “We (his family) played a lot of video games and did a lot of things, and it was cool to realize all of us liked the same thing. Mom wasn’t the best, but she always loved playing with us and making us happy.”

Even though Mom might not be the best at gaming, she understands the impact it can have. In a “counterintuitive way,” she said she saw this as a way to help parents control their kids’ screen time. That’s because before one hour turns into half the day, they’ve decided their practices and matches will be limited to one hour apiece.

“The business helps us put boundaries around our kids and other kids,” Cheryl Chambers said. “It’s like putting a fence around the video gaming playground.”

The Chambers’ virtual playground welcomes kids between 7-17 years old and has three different membership plans depending on how many gaming sessions you want per week.

Cheryl said gaming in a group setting like theirs is much more social than gaming alone at home. She also said that as an XP League franchise, they adhere to a life-lesson-driven code of conduct.

“Teaching lessons using the video games,” Cheryl said. “Using encouraging words and only lifting each other up. How to manage your emotions when you get disappointed and frustrated that you lost or that this bad thing happened.”

Andrew said he’s been learning from the gaming aspect and the work he personally put into getting his parents’ space prepared for day one.

“Me and my dad were in here at night just setting up the computers,” Andrew said. “I was the one who put the mouse and keyboard out, unboxed everything and put the headset stands up and headsets. It was cool to see, not only my family, but my friends and everyone coming together to help us set up and get ready. Hard work pays off, and if you work hard, it’ll pay out in the end.”

The Chambers have also brought in coaches to provide instruction for the game itself and how to handle any ups and downs that stem from it.

Andrew said you can join Blue Ridge Bears teams for the games Fortnite, Apex Legends, Rocket League, Valorant and Minecraft. Cheryl said they’re offering gaming session times on weeknights and Saturdays.

“What’s happening here on a Monday evening would probably feel a little bit more like baseball practice,” Cheryl said. “Like a rec league but for video games instead of soccer.”

As far as future plans, Andrew hopes to host tournaments eventually, and Cheryl wants to get involved with the local districts’ after-school programs.

Just before her family cut the ribbon to let the gaming begin, she explained what this day meant for her.

“It’s a really exciting day,” Cheryl said. “In some ways, it feels like the culmination of all this preparation leads to this day, but also this day launches us from here forward.”

Arden-area developments: More than 800 apartments, townhomes planned

ASHEVILLE - Three developers have requested to build separate projects in the Arden area comprising more than 800 housing units, including apartments and townhomes.

Florida-based Ambach Communities LLC wants to build 497 units at 2177 Brevard Road in Arden, according to application documents. Of these, 256 would be apartments, 179 would be townhomes, 60 would be multi-family housing and two would be single-family homes. There would be about 35 structures on more than 42 acres.

The development, called "Creekside Community," would also include a clubhouse and pool.

More development projects on the horizon in Asheville, Buncombe:

Roughly three miles south at 1754 Brevard Road developer Indiana-based Oscar Land Acquisitions LLC wants to build 244 apartments comprising 10 different buildings on roughly 22 acres. That project is called "Brevard Road Apartments," according to application documents.

Another 70 townhomes are planned for 642 Long Shoals Road, where South Carolina-based Deep River South Development plans to build 70 townhomes on about 7 acres. Application documents call this project "Clayton Crossing."

"Buncombe's got a great rental market and housing market in general," said Scott Gillespie, principal and founder of Deep River. "I live in Greeneville and do a lot of work down here, but Asheville has always been in my eye as a great market to try to do this stuff in."

He noted Asheville has "a limited supply of buildable sites."

Applicants for the other projects did not immediately return phone calls, text messages and an email.

The projects will go to the Buncombe County Board of Adjustments July 13 and, if they are approved, head to Buncombe County Planning staff for further review. Each project is seeking a special use permit for a planned unit development.

County staff recommends approval of each project with several standard conditions, according to the applications.

Each project plans to have a dog park and internal sidewalk system. None of them show requirements for affordability. That means they likely will not go toward Buncombe County Board of Commissioners goal to help create about 3,000 units of affordable housing in the county by 2030.

County planning and leadership already are working with developers and landowners on several projects to make this a reality, but they don't really have a way to push developers toward building affordable units.

"I don't have a mechanism to require them to have affordable units," Buncombe County Planning Director Nathan Pennington said. "We do have the community-oriented development program which awards extra density if affordable units are supplied, but (the three developers) did not elect to utilize that provision of the zoning ordinance."

According to the Bowen National Research report, the gap in Buncombe's rental housing based on the number of units needed is one of the worst in the state. Though the county has just more than 15,000 multifamily rental units, it needs more than 4,800 for families below 80% AMI alone, according to one model.

According to a Department of Housing and Urban Development scale for the Asheville Metro area, which encompasses Buncombe, Henderson and Madison counties, the 2021 fiscal year 80% AMI for a family of four is about $60,100 and the 60% AMI for a family of four is about $45,300.

Though the 800 new units developers want to bring to Arden may not be affordable, Pennington said more units in Buncombe has the potential to bring down prices. .

"I will say that more supply eventually helps with overall costs," he said.

Buncombe also is in the middle of its 2043 Comprehensive Plan, an initiative designed to assess the county's growth trajectories and needs and make changes where necessary.

That process has the ability to change local ordinances, Pennington said.

"There will be goals objectives and policies that will further decide what are called 'exactions': what we want to see in projects. And once those are defined... I predict that a lot of our development ordinances will change and will probably speak to some affordable housing requirements in the future. We just don't have those defined at this time."

All of the units planned for Board of Adjustment review July 13 are listed as "units for rent" and none of them for sale.

Documents note management of the properties may be contracted out to another company.
