In downtown Marshall, Stein calls for more NC small business grants amid Helene recovery

Gov. Business owners and volunteers spent weeks shoveling the debris from their stores....

Gov. Josh Stein, while touring newly reopened businesses in downtown Marshall on Thursday pushed state legislators to fund more small business recovery grants.

The town’s Main Street was buried under feet of water and mud from the neighboring French Broad River after Hurricane Helene. Business owners and volunteers spent weeks shoveling the debris from their stores. Then came the rebuilding.

During a walking tour downtown, Stein saw some buildings stripped to their frames with workers inside installing new walls, flooring and utilities. Others were left barely standing with temporary fencing around them. Still, some businesses like Shady Side Florists propped their door open.

“It means a lot to us that he took the time out of his busy schedule to come and show his support for us,” Joan Davis, the shop’s co-owner, said. “Unfortunately, there's a lot of people that don't realize either maybe how bad everyone was hit or they just think, ‘Oh, a month went by, everybody's great’ when we're still not great.”

Davis’ shop is full of fragrant flowers arranged for every occasion, from Mother’s Day to funerals. There is some shelving left, but the store is still a shell of a building seven months after the storm.

Speaking to reporters inside the shop, Stein called on the General Assembly to fund grants for businesses like Davis’.

“ They need more help. The amount of loss that they experienced was so great, and many of them were carrying debt when they were operating their business before they got washed down the river,” Stein said. “They can't take on more debt, so let's give them a grant. Let's help them restock their shelves, fix their plate glass windows, redo their floors. All the things that they need to do so that they are ready to welcome tourists this summer.”

The money for grants – the governor said he plans to request upwards of $100 million from state lawmakers – would add to the $55 million allocated by the state for small businesses in March. The state partnered with Dogwood Health Trust and Duke Energy Foundation to distribute that money to about 2,100 small businesses.

Shady Side Florists received a $25,000 grant from the program.

“ That saved us,” David Caldwell, who co-owns the flower shop, said. “It helped pay salaries. It helped re-buy everything that was washed away. That was God-sent.”

MARSHALL - Downtown Marshall's South Main Street businesses and buildings were hit especially hard in Tropical Storm Helene's floods, but with every week comes more encouragement.

Downtown Marshall and downtown Hot Springs gear up for their official reopenings May 1-4, as Oasis Ltd. Records, a store that specializes in records and games and is currently operating out of a shipping container while it rebuilds its downtown Marshall store, will host another music event.

On May 3, the record store will host Marshall Magic Days to coincide with the town's official reopening. The live music showcase will feature The Merciful String Pickers, Subject to Change, Paint Rock and Monsterwave, all four of which have strong ties to Marshall.

The event will take place along Jerry Plemmons Way, formerly known as Back Street.

To help boost spirits in downtown Marshall, the record store, owned by married couple and Marshall residents Alex Toporowicz and Abigail Guyton, hosted a music festival Oct. 31 through Nov. 2, just a little more than a month after Tropical Storm Helene tore through Western North Carolina on Sept. 27..

In January, the owners celebrated the launch of their record label, Haunted Apparatus. Mal's Bar offered copies of the debut record, as Mal's and owner Mallory McCoy had collaborated with Oasis Ltd. Records to host other post-Helene music events.

May music, openings

Even ahead of Marshall Magic Days and the town's grand reopening, a number of businesses have reopened or announced plans to do so, including Mal's Bar's South Main Street neighbor, On Your Bike, a cafe and bike shop owned by couple Alex Webber and Alex Shmitt.

The Marshall tag office is also reopened, as well as Flow Gallery. According to Flow owner and Downtown Marshall Association member Connie Molland, there are at least six businesses open in their original locations as of April 24, with Old Marshall Jail set to reopen in May, also.

While the hotel side has been over for nearly a month, Old Marshall Jail and owner Josh Copus announced on Facebook it will reopen Zadie's Market in May. Old Marshall Jail and Zadie's also released its May music calendar, which will kick off May 1 and will feature the monthly ballad swap May 14 featuring the Nest of Singing Birds led by Sheila Kay Adams and Donna Ray Norton.

With Marshall's Mad Co Brew House reopened on North Main Street, McCoy announced the South Main Street bar's plans to reopen some time in May, too.

Earlier this month, Mal's Bar hosted a Honky Tonk Not Hate concert featuring Marshall band Resonant Rogues. The concert benefited La Esperanza, a local immigrant advocacy group.

In January and February, Mal's also hosted a number of shows, starting with a benefit for ReString Appalachia, an initiative started by musician and podcaster Nicholas Edward Williams that has donated more than 300 instruments to musicians who lost their instruments in Helene.

The event was produced in collaboration with Rare Bird Farm in Spring Creek and the Madison County Arts Council.

Mal's owner Mallory McCoy said as the bar nears its reopening, she is inspired by the community's response and the way people have shown up to support one another, including at the ReString Appalachia event, when saw a packed crowd.

"That was the biggest crowd we've had ever," McCoy said of the ReString Appalachia event.

"It means a lot to me. It was cool to see people that have been involved, or people who have heard about us and not been in here, or been here before, or who moved away and then come back to help, or who are still here and are wanting to play, that we could host them as well," McCoy said.

McCoy hoped to open the bar Thursday, Sept. 26, but the flooding was already too severe. She said she got stuck in Woodfin for a number of days before making it back to downtown Marshall to assess the damage Sunday, Sept. 29.

"There were business owners and residents, and we were just in shock," she said. "Hearing the sirens. The smell still gets me."

As for other Marshall venues hosting live music, Zuma Coffee reopened its doors April 21, while The Depot in Marshall continues to operate a number of satellite venues, including the Maylon's Dance Barn on Cody Road in Marshall, which hosts music each Saturday night.

With her eyes set on reopening the bar full time, McCoy reflected on the rebuild, which she said "felt like a weird summer camp" in which people were "chipping away, working and goofing off," in the spirit of the resilience, resourcefulness but eccentric flair, a combination that makes Marshall such a special place for her.

"We're going to keep pushing. I always want this space to be collaborative, so it feels good to have people in here and see the whole process, and want to be in here," she said. "I've had so many people at these events say, 'I've never been to Marshall or Mal's before,' which is so wild to me.

"I'm like, 'This is the best place in the world.'"

20 years in the making: Project connecting Marshall, Mars Hill infrastructure breaks ground

MARSHALL - A Madison County infrastructure project more than 20 years in the making has broken ground.

The project will interconnect Marshall and Mars Hill's water and sewer services along N.C. 213. Construction is underway on the Mars Hill side.

Construction will soon begin on the Marshall side, too.

In the Madison County Board of Commissioners' April 8 meeting, the county approved a roughly $4.7 million bid for the contractor to begin purchasing materials to begin work on the Marshall side.

According to Marshall Town Administrator Forrest Gilliam, the dividing line will be near the intersection of N.C. 213, Petersburg Road and Silver Mill Road, at the bottom of the hill heading towards Mars Hill.

County Manager Rod Honeycutt provided updates to the Madison County Board of Commissioners in his report to the board April 8.

The commissioners agreed to enter the contract while the county continues its search to acquire additional land suitable for the project, according to Honeycutt.

The county will oversee the construction of the project, with the end of that ownership of the construction falling to each town after construction.

The project also adds storage capacity, providing another reservoir for Marshall above French Broad Electric.

Commission Chair Matt Wechtel told The News-Record the N.C. 213 project was his top goal for his tenure after being voted chair by the board, which is comprised of Alan Wyatt, Jeremy Hensley, Michael Garrison and Bill Briggs.

Before the board's approval, Honeycutt voiced his approval for the project as well, adding that on April 11 he planned to meet with a landowner about acquisition of property, which Wechtel referred to as "the final piece of that puzzle" for the project.

"I'm ready to see it moving," Honeycutt said.

Garrison inquired about the timeline of the project, to which Honeycutt said he would report back to the board in the next meeting.

The contractor for the project will perform both sides of the project construction simultaneously, according to Wechtel and Honeycutt.

The board unanimously approved entering into the contract for construction on the Marshall side.

Sprinkle Shelton building and courthouse

Engineering firm Davenport performed the assessments on the Sprinkle Shelton building, located at 136 S. Main St., and the Madison County Courthouse in downtown Marshall, both buildings owned by the county.

According to Honeycutt, Davenport estimated in its assessments that the repairs to the courthouse and Sprinkle Shelton building would range from roughly $1.6 million to $5 million.

Danalee Pipes lives in the building next to the Sprinkle Shelton building, at 140 S. Main St. in downtown Marshall. Pipes appeared before the commissioners to talk about safety concerns relating to the building's status after Tropical Storm Helene devastated downtown Marshall.

Pipes' daughter, Sarah Pike, owns Engine House Design, a design studio located on their South Main Street property, where Pipes also lives in a two-story apartment.

Pipes highlighted the historical significance of the building.

"The street level had been the fire department, and the second story had been the town hall for many years," Pipes said, adding that she essentially "put her life savings" into the 140 S. Main St. building.

According to Pipes, the dividing wall separating 136 and 140 S. Main St. has developed a severe moisture problem.

"It's becoming a health issue for us," Pipes said.

Honeycutt said the county commissioners would discuss the projects in its April 23 meeting, adding that he would provide options for the projects, including a cleanup project for roughly $500,000.

Owners of Star Diner to open taco restaurant in downtown Marshall

MARSHALL - Residents voicing their desire to see a taco spot in downtown Marshall are going to get their wish.

Brian and Kate Sonoskus, owners of Star Diner in downtown Marshall, which was ravaged in Tropical Storm Helene's destruction in September, will be opening Star Taco in the former Marshall's Main Street Cafe building, next to the Madison County Courthouse.

Brian Sonoskus brings roughly 40 years of experience to the new restaurant, which he hopes to open by the end of May.

Sonoskus, who opened Star Diner in 2016, said he had aimed to open a taco spot in Marshall, but in the past had little free time, as Star Diner demanded so much of his attention.

Star Taco will be a "new space and new vibe" but the "same good food" as Star Diner, the owner said.

The North Main Street location will allow for a more "festive and party atmosphere," rather than the fine dining approach employed at Star Diner.

Star Taco will offer breakfast, lunch and dinner five days a week, to start. Sonoskus said he plans to offer late-night events Fridays and Saturdays, too.

"We'll bring a little bar out here, and have a little griddle," Sonoskus said. "We'll offer some taco and beer specials and find out if we can get some kind of music going on there. We've got the stage, and we've got electricity to it."

Star Taco is located at 18 N. Main St. in downtown Marshall, and will be open Tuesday through Saturday.

Sonoskus said the location affords the owners a great place to serve as a community hub.

"This is a central place of downtown. It needs to be a hub of activity," Sonoskus said.

On March 28, the patio hosted the Madison Alliance for Rebuilding Communities' six-month Helene commemoration event.

But for Sonoskus, while location and atmosphere are important, the food itself is the central component.

"Food's got to be center stage," Sonoskus said. "You can get beer or a glass of wine anywhere. We're going to do tacos, but it's going to be chef-driven still. We'll have authentic tacos, but we'll have some fun, party tacos from whatever whim comes about."

Cooking for 40 years professionally, Sonoskus has amassed a breadth of experience, including Cajun style. He started in Toms River, New Jersey, frying shrimp and boiling lobsters before attending culinary school at Johnson and Wales University. He plans to offer a number of seafood options as well as plans to offer traditional and creative tacos, including chicken tinga and lamb barbacoa.

Eventually, Sonoskus plans to offer heartier entrees to provide for more standard dinner options. There will also be appetizers, including chips and salsa, guacamole and queso.

"It's going to be counter-service type of restaurant, and chef-driven food, like it's always been," Sonoskus said. "There's great value out here to make it into something special, like the party environment, is what we want to bring to the table here, and really have it be kind of the hub again of entertainment and people getting together and gathering."

The owners are leasing the building from Pete Whitlock, with whom he is working to offer food trucks in the Pisgah Legal parking lot next door to the building.

The team is currently performing many repairs on the building, which took extensive damage in Helene's floods. Still, one silver lining is that the 18 N. Main St. building was not damaged nearly as badly as the Star Diner building.

"We ripped out all the concrete floor and put new plumbing in," Sonoskus said of the Star Taco building. "We've got all new electrical and plumbing going in. We've got all new cooking equipment in the kitchen. Fortunately, there wasn't any structural damage."

On March 29, the construction team was pouring new composite flooring in the kitchen.

Sonoskus chipped in and cooked meals for one of Madison Relief Alliance's community potluck meals, too. Brian Sonoskus said seeing the response from the Marshall community bonded him and his family to Marshall even more.

"It was really heartwarming to see all that and understand about how important this place is to a lot of people," Sonoskus said. "When something big like that happens and you get that outpouring, it was really awesome."

Now, Sonoskus and his wife, Kate, who will be named the Downtown Marshall Association's director in April's Marshall Town Board meeting, turn their eyes to the reopening.

"It's exciting. I know that the community is behind us," Sonoskus said. "We're looking to do something that's for everyone."
