Cary considers plan for 1,000+ housing units, hotel and shops in Green Level community

Cary leaders are considering a proposed development in the Green Level community that would turn 30 vacant acres into a residential and commercial district.The Viridis project proposes up to 1,300 housing units, which could include apartments or townhomes, and a nursing home or a continuing care center on Green Level West Road near N.C. 540.The project also could contain up to 20,000 square feet of commercial space, 225,000 square feet of office space, and a hotel with up to 125 rooms.If approved, Viridis would be built ...

Cary leaders are considering a proposed development in the Green Level community that would turn 30 vacant acres into a residential and commercial district.

The Viridis project proposes up to 1,300 housing units, which could include apartments or townhomes, and a nursing home or a continuing care center on Green Level West Road near N.C. 540.

The project also could contain up to 20,000 square feet of commercial space, 225,000 square feet of office space, and a hotel with up to 125 rooms.

If approved, Viridis would be built across the street from a proposed 500-bed hospital beside the existing Duke Health Green Level complex that now has primary and specialty care offices.

The project is also located next to another proposal, Bel Canto, which could add up to 700 more multi-family homes to the area.

The Cary Town Council got its first look at the project April 13 and referred it to the town’s Planning and Zoning Board, which will make its recommendation at a later date.

Here’s what we know about the project so far.

Viridis would share some characteristics with Fenton, the 92-acre mixed-use district with restaurants, retailers and a movie theater that opened in Cary last year.

The Green Level project is primarily residential, however, unlike Fenton.

The Halle Companies, a Triangle-based real estate firm, submitted the proposal for the Viridis project to add more options for West Cary.

They want to divide the project into six pods, according to Rob Wilson, a planning manager for Cary.

? Pods 1 to 4 and pod 6 would include buildings four to eight stories tall. These buildings could be residential, commercial or office spaces.

? Pod 5 would include open space and a possible one-story park structure like a gazebo or picnic shelter.

The developers also propose adding three connections to the White Oak Greenway along the southern border of the area.

There will also be more additions to Green Level West Road, including widening the road from two lanes to four with a median.

The utility lines along Green level West Road would be placed underground, Wilson said.

The proposal puts buildings close to the street, with benches, sitting walls, bike racks, street lamps, art, outdoor dining, plotted plants and landscaping enhancing the appearance of the area.

Cary residents living within 800 feet of the properties were notified of the proposed Viridis development by mail, through posts on the property and through the town’s website.

There was a virtual meeting in August 2021, the first, between The Halle Companies and three residents who had concerns about development. In December, The Halle Companies joined the other applicants for Duke Health and Bel Canto to share information with the Town Council and hear concerns.

At last week’s meeting, Kelly Jackson asked if there would be buffers between the taller housing buildings and the existing homes.

She also had a concern about the traffic along Green Level West Road.

“It’s going to four lanes when I’m already having to cross two lanes to get to my mailbox and back, it’s like playing Frogger every day,” Jackson said.

She asked the council if the mailboxes could be moved once the road is expanded to four lanes.

As smoke from Canada continues to travel south, fine particle pollution will remain elevated in parts of North Carolina on Friday.

Wake County, the northern coastal plane, and the Triad region will be under a Code Orange Air Quality Action Day for fine particle pollution on Friday, June 9. Localized but high fine particulate matter readings in parts of the state prompted the air quality forecast for these areas to be upgraded to Code Orange for Friday.

The counties under Code Orange for fine particulates are Wake, Randolph, Davidson, Davie, Alamance, Guilford, Forsyth, Caswell, Rockingham, Stokes, Johnston, Franklin, Nash, Warren, Halifax, Edgecombe, Wilson, Martin, Northampton, Bertie, Hertford, Gates, Chowan, Perquimans, Pasquotank, Camden, and Currituck.

The rest of the state is forecast in the Code Yellow range for fine particulates, also known as PM2.5. Visit the Air Quality Portal online for the latest air quality forecast for your county.

Additionally, Mecklenburg and Union counties will be under a Code Orange Air Quality Action Day for smog-forming ozone Friday from 10 a.m. to 8 p.m. Ground-level ozone forms when certain chemicals combine on hot days in the presence of sunshine. Smoky conditions can also promote the formation of ozone. Ozone levels should be in the Code Yellow range for all other counties on Friday.

Code Orange on the Air Quality index represents unhealthy air quality for sensitive groups. Older adults, younger children and those with respiratory conditions such as asthma should limit prolonged or heavy exertion outdoors.

Code Yellow is not considered an air quality action day. People who are unusually sensitive to air pollution may still consider shortening their time being active outside if they experience any symptoms. Healthy adults can go about their day as normal.

State law prohibits the open burning of yard waste and other vegetative matter on Air Quality Action Days, defined as Code Orange or above.

The N.C. Department of Environmental Quality’s Division of Air Quality (DAQ) and the Forsyth County Office of Environmental Assistance and Protection monitor and forecast ozone and PM2.5 daily using the Air Quality Index (AQI), along with the corresponding AQI color codes, to help North Carolinians plan their outdoor activities. Next-day and extended products are issued by 3 p.m. with a morning update by 10 a.m.

As weather pushes more smoke away from North Carolina, PM2.5 and ozone levels should hold in the Code Yellow range on Saturday, and could return to healthy Code Green levels by Sunday. The forecast is subject to change, and our meteorologists will continue to monitor the conditions heading into and through the weekend.

UNC Health’s planned new hospital in Research Triangle Park is part of a larger effort by the Triangle’s big three health systems to serve the fast-growing heart of the region.

State regulators have now approved two new hospitals in the N.C. 540 corridor, the one in RTP and Duke Health’s planned 40-bed acute care hospital on Green Level West Road in Cary.

In addition, WakeMed and Duke Health have proposed a new 52-bed rehabilitation hospital in Apex, marking the first time the two health systems have sought to build something together.

The new hospitals will benefit from being in one of the fastest growing parts of North Carolina. The towns of Apex, Holly Springs, Morrisville and Fuquay-Varina were all in the top 35 statewide for population growth over the last decade. Add in Cary and more than 100,000 additional residents have poured into western Wake County since 2000.

Hospital systems have already bulked up to meet growing demand. WakeMed received permission to add 30 acute care beds to its hospital in Cary, bringing the total there to 208. And UNC Rex plans to open a new 40-bed hospital in Holly Springs in November.

But with population continuing to grow, more are on the way. Here’s what is planned and proposed:

This summer, state regulators approved Duke’s plans to build a 40-bed hospital in western Cary. The hospital, which will have two operating rooms and a 24-hour emergency department, will be built on Green Level West Road at the interchange with N.C. 540.

Duke Green Level Hospital has been in the works for years. Duke Health began buying land in 2016, about 70 acres in all, and Cary rezoned the property to allow not only the hospital but also office buildings, retail, apartments and a hotel.

Duke has begun building an urgent care center on the property that is scheduled to open in 2023. The 100,000-square-foot building will also offer primary care, pediatrics, women’s health, orthopedics, sports medicine, physical therapy and gastroenterology and endoscopy services. Duke also plans a radiation therapy center for cancer patients on the site.

Duke won approval for the new hospital in part by proposing to move 40 inpatient beds and two operating rooms from Duke Raleigh Hospital on Wake Forest Road. The shift will shrink the number of licensed inpatient beds at Duke Raleigh from 186 to 146 and the number of operating rooms from 15 to 13.

Duke argued that Green Level Hospital will primarily serve Wake residents who are now patients at either Duke Raleigh or Duke University Hospital in Durham.

WakeMed and UNC both disputed that, with UNC calling the project “an unreasonable attempt to gain massive amounts of market share from other providers” by simply moving hospital beds, operating rooms and other services to western Wake. WakeMed, which operates two standalone emergency rooms at Apex and Brier Creek as well as one at the Cary hospital, also said Duke’s emergency department wasn’t needed.

State regulators disagreed and issued a “certificate of need,” under a process that aims to prevent hospitals from building unnecessary facilities that could drive up health care costs or hurt quality.

Duke plans to begin construction on the new hospital in April 2023 and open for business in the summer of 2026. The hospital will cost an estimated $235 million to build and equip.

State regulators just approved UNC’s plans for a 40-bed hospital with four operating rooms off N.C. 54 across from The Frontier, in the heart of RTP. The $252 million hospital will be similar in size and services to the new Rex hospital in Holly Springs, though with 10 fewer inpatient beds.

The RTP hospital will be in the Durham portion of the park, about 2.5 miles from the Wake line. In its application for a certificate of need, UNC said it expected 90% of patients at the new hospital would come from Durham County, and only 9.2% from Wake.

But the hospital’s location so close to fast-growing western Wake makes that number unrealistic, according to WakeMed. In a response to UNC’s request, WakeMed told regulators that “a surreptitious motive for the project is to attract Wake County patients to the new facility.”

“It would appear farfetched to assume that the applicant is committed to spend over $250 million to develop a facility that will simply maintain its existing market shares in Durham County,” WakeMed wrote.

Duke opposed the RTP hospital because it believes it can better meet the needs of Durham residents. Duke has proposed adding 40 inpatient beds and two operating rooms to Duke University Hospital in Durham and two operating rooms at its Arringdon ambulatory surgery center off Page Road.

The RTP hospital isn’t expected to open until the summer of 2026.

Duke and WakeMed this month proposed building a hospital for people recovering from serious medical conditions, such as stroke or orthopedic injuries or major surgery or illness. Kindred Healthcare, a national specialty hospital company based in Louisville, Kentucky, would be in charge of day-to-day operations.

The rehab hospital would be built on the Apex Peakway, across from WakeMed’s Healthplex. If the state approves, the 62,000-square-foot, $3.3 million hospital would open in 2023.

Duke and WakeMed are not asking regulators for new rehab beds; instead, they propose to move 33 existing beds from WakeMed’s campus in Raleigh and seven from Duke Regional in Durham. Duke holds a license for the remaining 12 but hasn’t used it yet.

By combining already-licensed beds in Apex, the proposed hospital allows Duke and WakeMed to provided services in a place neither could afford to alone, said Carolyn Knaup, WakeMed’s senior vice president of Strategic Ventures and Ambulatory Operations. It also would allow them both to replace older, semi-private rooms with 52 new private ones.

“We both recognize that we had an opportunity to use assets differently, and we both felt that because the county is growing so much, expansion at the Raleigh campus or expansion at the Duke campus didn’t necessarily meet the needs of the community,” Knaup said. “So let’s put our heads together and figure out if we can do something different that would allow us to combine our efforts and create a new facility.”

An Ohio-based homebuilder is looking to bring hundreds of new homes to western Cary, with plans filed for a mix of townhomes and single-family detached units abutting the American Tobacco Trail.

Last month, Columbus-based M/I Homes (NYSE: MHO) filed plans for the Green Level West Tract, calling for around 200 homes, including 75 townhomes and an unspecified number of single-family detached homes.

The project is situated on 67.7 acres at 42116 Green Level West Road with the eastern portion of the property bordering the north-south running American Tobacco Trail.

Current plans with the town call for 145 detached units, though company Vice President for Land and Entitlements Erica Leatham said that figure has yet to be finalized. She said they have also yet to finalize pricing, but she expects the community to feature a range of prices, with the highest for lots by the trail.

“Those will be really nice lots,” she said.

The plans are still early in the approval process, and Leatham said they are hoping to see approvals by next summer so they can open the first units in 2023.

The land is currently owned by a pair of Cary-based LLCs. Triangle-based McAdams is providing planning and engineering services.

Leatham said M/I Homes continues to seek opportunities to bring additional residential projects to the Triangle, even as developable land becomes more scarce.

“The market is great. We can't get lots on the ground fast enough,” she said. “The deals are still there. We’re still finding dirt.”

The project joins a number of residential developments in the area as demand for homes shows no signs of letting up any time soon.

In Apex, Florida-based developer Reader Communities has filed a master plan with the town for the long-delayed Veridea project, calling for potentially 4,500 homes on a 1,000-plus acre site. And in Durham, Stanley Martin Homes is planning to begin work soon on the first of 1,000 homes planned for Falls Village. The project is slated for 600 acres across a growing assemblage of properties surrounding the Falls Village Golf Club off Highway 98 east of the city.

“No, I guess we didn’t get that memo,” Goudeau said this week, recounting how his team beat Triangle 4A foe Riverside 16-0 Saturday morning in its first-ever varsity game.

This seemingly out-of-place spring high school football season comes complete with plenty of twists for a new program.

But Green Level, which will not have a senior class until next year, had to endure more than COVID protocols, a season that was delayed six months and a condensed training schedule — just to get on the field for a varsity game.

Nature had one more nasty trick.

“We were excited about getting to play, but the weather … wow!” Goudeau said.

Rain moved into the Triangle area at mid-afternoon last Friday. A few hours before the scheduled kickoff, the game was called off.

“We really didn’t know when or where we would play,” Goudeau said. “It was probably 4 or 4:30 Friday afternoon before we knew.”

The game was rescheduled for Saturday morning at Durham County Stadium.

“To be honest, I can’t remember if I’ve ever done a Saturday morning game as a coach,” Goudeau said. “It took a lot of preparation.”

Due to COVID protocols, there was no pregame meal. Players drove or got a ride to the stadium.

But when the whistle sounded, the Gators made the most of the moment. Their defense picked off Riverside’s standout quarterback, Landin Sledge, three times. Sledge, a senior, passed for more than 3,700 yards last season. But Green Level logged a shutout.

Jackson Rukamp scored on a touchdown run, Carter Devereaux passed to Elias Walsh for a score, and Green Level’s defense added a safety.

“I don’t think it sunk in, initially, with the kids,” Goudeau said. “Then they realized that we had won our first varsity football game. They were excited.”

Green Level’s team isn’t exactly a football version of the Bad News Bears. The Gators’ junior varsity team went 9-1 a year ago.

“There are some good players on this team,” Goudeau said. “But they understand that we still have a long way to go.”

Green Level’s coach has one regret from the game.

“I wish we could have had our fans there,” he said.

That will change this Friday, when Green Level plays its first home varsity game, entertaining Athens Drive High. A change in guidelines will allow for at least a couple hundred fans to be in the stands.

“That will be nice,” Goudeau said.

For now, Green Level has never lost a varsity game. And the Gators are unbeaten in Saturday morning contests. But Goudeau said he told his team not to spend too much time celebrating.

“We’re facing a team this week that will want to beat us,” he said. “We’ve got to stick to business.”
