It should come as no surprise that the football team with the longest winning streak in the state of New Jersey holds itself to the highest of standards.

For Caldwell, it is a balancing act of enjoying the journey and the wins while taking nothing for granted, but at the same time knowing the level of football it will take to win the crucial games in November.

Despite some sloppiness in the first half on the offensive side of the ball, Caldwell cruised to a 27-0 shutout of Hanover Park on Friday evening to extend its state-best winning-streak to an eye-popping 33 games. It says a lot about the level of talent on Caldwell that despite not playing to its peak, the Chiefs were able to defeat another 4-0 team by four scores.

“Our coach is the best,” senior linebacker Julian Casale said. “When the sun comes up and it goes back down the next day it is a new day. You just forget about the past and it’s onto the present. We’re going to watch film tomorrow and correct all of our mistakes, whether it’s our personal job or just jumping off sides. We have to get it fixed for next week.”

Even though Caldwell was keeping Hanover Park within striking distance for much of the first three quarters, the Chiefs always felt completely in control of the game. That’s what happens when you have a defense that only allowed the Hornets two first downs for the entirety of the game -- both of which came in the first half.

The strong defensive effort started right away after a Caldwell missed field goal when Jake Gruzas made an interception along the sideline to give the ball right back to the Chiefs. They scored on their first play of scrimmage as Joey Marinello ran for a 22-yard score for Caldwell’s first touchdown of the game.

The offense began to stagnate for much of the first half for Caldwell from that point forward in large part due to penalties. Caldwell proceeded to go three-and-out on its next two possessions -- the latter of which resulted in a blocked punt and Hanover Park taking over near midfield.

Still, the Hornets could find zero room offensively. Casale -- one of the state’s best linebackers -- was once again dominant. On Hanover Park’s third possession of the game, he timed a blitz through the “A” gap perfectly and finished off the sack. It was his first of two on the evening.

“We knew it was going to rain so their pass game would not be as effective, as their run game” Casale said. “We had to make them rely on their pass game because we wanted to shut down their run game with the rain.”

Caldwell drove down into the red zone on a 14-play drive after getting the ball back when Hanover Park could not tie advantage of its good field position, but a botched snap got the Chiefs behind the chains and they could not recover before turning it over on downs.

When the defense got another stop, this time it was Caldwell’s special teams that blocked a punt. Mike Mignone blocked it for the Chiefs and the ball bounced off the hands of multiple players from both teams trying to recover before it finally was halted all the way at the Hanover Park one-yard line. Marinello finished that off with a touchdown and Caldwell took a 14-0 lead into halftime.

The defense forced its second turnover of the game to start the second half as Sean Murtaugh recovered a fumble on what would have been a 3rd-and-15 conversion for the Hornets before the ball was knocked away with a big hit in the secondary.

Caldwell was then able to go no a nice drive to make it a 21-0 lead with 4:35 left in the third quarter. Louie Anemone found Mike Mignone on a fourth-and-eight at the Hanover Park 31 for a 13-yard gain. That led to Anemone eventually running it in for a three-yard touchdown.

“We knew we very physically and mentally stronger than them,” Casale said, “We had more endurance, so we just kept battling. Penalties stalled us back a bit, but we were just battling on every drive.”

The Chiefs have Madison, Cedar Grove and Mountain Lakes remaining on their schedule before they start to trek of trying to repeat as Group 2 state champions.

Significant changes to this week’s winter storm forecast in New Jersey now include predictions of widespread heavy snowfall, coastal flooding and fierce winds capable of causing power outages, forecasters say.

WEST CALDWELL, NJ -- During West Caldwell’s Town Council meeting this past Tuesday, a discussion took place regarding the potential settlement of litigation with the Borough of Caldwell and the Caldwell Wastewater Treatment Plant (WWTP).

A meeting was held recently that was attended by mayors, business administrators and legal counsel from both municipalities to discuss the resolution of the ongoing sewer litigation.

The meeting resulted in the mayors agreeing to present specific settlement terms to their respective councils. The West Caldwell Council agreed to the proposed settlement terms and is now waiting for Caldwell's Borough Council to agree to the proposed settlement terms. Once Caldwell agrees, the parties will execute a new contract for services and cease litigation.

The WWTP is owned and operated by the Borough of Caldwell, and has been in litigation with West Caldwell, Roseland, multiple developers, and the Fair Share Housing Authority. Actionable items include billing practices, credit due, contracts, capacity of the plant and the ramifications of lack of capacity. Superior Court Justice Robert H. Gardner consolidated the multiple lawsuits.

In the last year, Caldwell entered into a new contract for the operation of the sewer plant, replacing longtime plant operator Mott MacDonald with Natural Systems Utilities. Caldwell also initiated the re-rating of the sewer plant that had been a recommendation of the special master assigned by Justice Gardner. The re-rating will result in an increase in the permitted daily flow to better reflect the plant's current capacity, without expanding the facility. The special master had determined that a plant expansion was not necessary.

Recommendations regarding re-rating the plant included the following: “In order to avoid a permitted capacity issue in the future (if long-term precipitation increases), we recommend a re-rating of the WWTP capacity be processed with NJDEP to an annual average flow of 5.79 MGD.” Commenting on periods of intense rain, it was noted: “the WWTP performed extremely well, suggesting that it is possible the facility could be rated for a higher flow with no minor plant improvements…”

Under the former administration of Caldwell led by Mayor John Kelley and Business Administrator Thomas Banker, plans had been proposed that would have expanded the facility with an estimated price tag of more than $30 million. West Caldwell would have been obligated to pay their apportioned share of 35%.

John Scheri of Mott MacDonald went before the Caldwell Borough Council and proposed three options for their consideration to address the capacity issue at the WWTP. One proposal’s estimated cost for expansion as presented by Scheri, known as “Alternative 1” was $31,464,000; “Alternative 2” was earmarked to cost $30,912,000 and the third option was a process known as Oxidation Ditch Demonstration Testing. The cost would be “a couple of hundred thousand dollars”, according to Scheri.

One of the issues between West Caldwell and the WWTP is the repayment to West Caldwell of $228,180.63 that Mott MacDonald determined in 2020 was due West Caldwell retroactively for overpayments from 2015 through 2019 based upon analysis of Equivalent Dwelling Units (EDU) that confirms water usage by the user communities. An invoice dated Dec. 30, 2020, sent by Caldwell to West Caldwell, notified West Caldwell that a credit was due in the amount of $228,180.63. To date, that credit has not been received by West Caldwell.

Caldwell Mayor Garrett Jones had confirmed during the March 9, 2023, meeting that as of that date, $806,209.89 had been expended on legal fees for litigation involving WWTP since 2021. Last week’s Caldwell council meeting was rescheduled due to the unavailability of the gymnasium at St. Aloysius Church and will now meet on Jan 23.

CALDWELLS, NJ — A developer’s plan to turn a 100-year-old golf course in North Caldwell into a housing complex is moving forward – but there are some big changes that may reduce its footprint and impact on borough resources, officials say.

North Caldwell Mayor Joshua Raymond recently gave an update on the plans for the Green Brook Country Club on West Greenbrook Road, which was founded in 1923.

Raymond offered a brief summary of the situation in a letter to the community:

“In 2018, the members of Green Brook Country Club (GBCC) elected to sell their property to a real estate developer. Shortly after the sale, the borough's prior administration entered into a settlement agreement which authorized the development of the GBCC. As a result of the borough's previous approval of the development (over five years ago) and a prior vote (in July 2020) to authorize residential zoning at this site, the GBCC can, and will, be developed by its owners.”

“Please know that I and the council would like nothing more than for GBCC to remain a golf course and an open green space,” Raymond continued. “However, the developer has informed us that it has every intention of proceeding under their legally binding settlement agreement to develop the site.”

According to Raymond, the developer – Green Brook Realty Associates LLC – has operated the GBCC “in good faith” for far longer than it was contractually obligated.

“The developer purchased the land with the intention to develop it, and it is their legal right to do so,” Raymond said.

The last year the club will be in operation as a golf course will likely be 2024, he added.

THE NEW PLAN

Raymond said he and other town administrators have been trying to improve the settlement agreement that they inherited from the previous administration.

After seven months of negotiations with Green Brook Realty Associates, a revised agreement has been hammered out that will “drastically limit” the impact of the new development, which will mostly be open to people over the age of 55 and up.

The new proposal includes:

The impact to the local school system would be reduced from 124 units with potential school-aged children to 25 such units, according to municipal data.

In addition, the development would bring in an estimated $5.57 million in tax revenue to the borough with the new plan, as compared to $4.69 million in the 2018 agreement. The taxes generated by the current golf course come to $188,395.

“This revised agreement represents a victory for the borough and a greatly improved future,” Raymond said.

“While we cannot undo the sale, the borough has negotiated a far better outcome than that which was signed in 2018,” the mayor opined. “Additionally, my administration continues to focus on preparing the borough for the physical impact of the GBCC development and doing whatever it can to mitigate disruption to residents' daily lives.”

AFFORDABLE HOUSING

In his letter, Raymond emphasized that there’s also another reason to support the project: affordable housing.

North Caldwell signed an agreement with the Fair Share Housing Center in 2018 in order to settle litigation forcing the borough to provide more affordable housing. The GBCC development will allow the town to meet this affordable housing requirement under the Mount Laurel doctrine, the mayor said.

“It is very important to note that the existing settlement agreement with the GBCC and Fair Share Housing protects the borough and satisfies our affordable housing obligations,” Raymond said.

“If development of these affordable housing units is not completed, then there is a risk that a builder's remedy lawsuit could be brought against the borough,” the mayor continued. “This type of lawsuit could result in significantly increased development being enforced by a court order in an uncontrolled manner and in uncontrolled locations.”

CRITICISM

Not all North Caldwell residents are on board with the plan to develop the Green Brook Country Club, however. Nearly 900 people have signed an online campaign against the proposal titled: “Save North Caldwell - A petition to halt the building of houses on the Green Brook property.”

The petition reads:

“Green Brook Country Club is an essential property in North Caldwell. As you know, many residents enjoy the country club for open space and recreation. The whole community enjoys the country club for the intrinsic value that North Caldwell receives by being a ‘country club’ community. The development of Greenbrook is NOT just an issue for golfers – it impacts everyone. It would mean higher taxes, busier schools, a loss of green space, and a more crowded community.”

The petition continues:

“The undersigned residents of North Caldwell sign this petition to oppose any construction which would eliminate the 18-hole golf course at Green Brook country club. First, we ask the mayor and council to use every effort to prevent any development at Green Brook Country Club that would jeopardize the 18-hole golf course. And, we ask the town to preserve the 12 acres of buildable land that was given to North Caldwell in the Superior Court settlement.”
