Developer plans to rework controversial Kimball Junction project in the face of community pushback

The development firm pursuing a large project at the Tech Center site in Kimball Junction says it plans to rework its proposal in light of the intense pushback the concept has received from the community.

Representatives of Dakota Pacific Real Estate appeared at a Summit County Council meeting Wednesday and addressed the future of the firm’s long-running talks with the county. Dakota Pacific Real Estate’s CEO, Marc Stanworth, said the firm wants to “press pause” on the project application and create a revised proposal that aims to address the concerns community members have raised.

“We understand and heard the citizens from two weeks ago,” he said, referring to a Dec. 1 public hearing, during which opponents sounded off on the project.

Dakota Pacific has proposed a mixed-use development at the Tech Center site consisting of 1,100 residential units, a hotel, office space and commercial space. The firm asked the Summit County Council to approve a zoning change on the land, which is currently restricted to tech-related uses, such as the office building that serves as Skullcandy’s headquarters.

The plan has drawn criticism throughout the county’s yearslong review process. The opposition mobilized in recent months, rallying support through an online petition and forming a group called Friends of Summit County for Responsible Development. Critics have claimed the development would worsen traffic congestion in Kimball Junction and have expressed worries about other potential impacts of adding approximately 3,000 residents to the area.

Supporters of the project have said it could be key to getting the Utah Department of Transportation to commit to a costly revamp of roads in Kimball Junction. They have also pointed to the dire need in the Park City area for the kind of affordable housing units included in the plan.

Stanworth on Wednesday seemed to indicate the firm decided to alter its course following the Dec. 1 public hearing. Hundreds of opponents, many of them dressed in red, attended the meeting, with the majority of the approximately 80 residents who spoke expressing opposition to the development.

“Those kinds of meetings are not always easy but it was good,” he said, later adding, “It was an important meeting. It gave us much to digest.”

Members of the County Council appeared amenable to the firm reworking its project, with Councilor Chris Robinson saying that what happens on the land is crucial to the future of Kimball Junction given its high-profile location.

“What was proposed was clearly not right in the sense that the right project has to be demonstrably in the community’s interest,” he said. “So I don’t think we’ve found that. But I very much would like to see if there is something that would be in the community’s interest.”

Councilor Roger Armstrong, who has been vocal about his concerns regarding the project’s impacts, also said he supports the firm revisiting its proposal.

“If the door is really open to have a broader discussion about what could go here … I would welcome that discussion,” he said. “I don’t think that the tech park is the be-all, end-all, the way it’s currently designed.”

Stanworth did not lay out a specific timeline for a revised project but said the firm would like to make significant progress in discussions with the county in the first quarter of 2022.

“I don’t want this thing dragging out another year,” he said. “We can’t afford for that to be the case.”

This week New York City Mayor Eric Adams revealed plans for a city facility with more than five football fields’ worth of office space, pictured above, that will house a branch of the New York City Human Resources Administration (HRA).

Developer Leser Group and local firm Marvel Architects will realize an office that will be home to a whooping 1,100 HRA employees as well as an unspecified number of private tenants. The Fulton Street project, on the border of Bed-Stuy and East New York, Brooklyn, sits across the street from a major transit hub at Broadway Junction.

The city’s social services will occupy 200,000 square feet of class A office space, while the remaining 100,000 square feet will be handed over to private-sector offices, nonprofits, and retailers.

The development is part of Mayor Adams’s City Agencies Revitalizing the Economy (CARE), an initiative to create job hubs in the city’s lower-income neighborhoods. The project is meant to further the goals of an economic development plan that was made public last month. The city is currently assessing proposals for other CARE hubs in Queens and the Bronx.

A plaza for fans to hang out (tailgate?) on is the centerpoint of a Gensler-designed athletic complex that includes a new 16,000-seat basketball arena. The 530,000-square-foot University of Texas at Austin Moody Center Basketball and Concert Arena (Moody Center, for short) tries to speak the language of Texas vernacular architecture with a wood roof, outdoor terraces, and wall to wall windows that keep the arena from being a dark, hermetically sealed box. In addition to general seating, the complex includes three different kinds of suites as well as food and beverage options from local vendors. While it’s primarily a basketball arena, the Moody Center will also be used for concerts.

The official ribbon cutting is scheduled for April 19.

Planning permission for a national memorial to the Holocaust at Victoria Square Park in Westminster that was granted last year by U.K. Minister Christopher Pincher has been overruled by a High Court judge in London. A wide coalition of opponents, chief among them the London Historic Parks and Gardens Trust, have described the Adjaye Associates- and Ron Arad Architects-designed project as being the “right idea, wrong place.” The firms won the commission for the memorial in 2017, and the battle over its location at the relatively small and historic Victoria Square Park has been raging ever since. Construction was initially due to kick off this year.

“This is major boost for the protection of London parks at a time when they’ve never been more valued by the public,” said Trust director Helen Monger. “The high court has given the government a welcome chance to reflect and re-consider the best site for a fitting Holocaust memorial, which the UK deserves.”

The Hight Court reportedly made its ruling based on a rather arcane 1900 law regarding parkland preservation.

In a tweet reacting to the news, Conservative MP Robert Jenrick called the judgement “surprising,” and noted that the government “will no doubt seek an appeal in the Court of Appeal and I am confident they will succeed.” And so, the saga continues…

The New York–headquartered firms Kliment Halsband and Perkins Eastman today announced that they’re combining forces. Going forward, Kliment Halsband will now be Kliment Halsband Architects—A Perkins Eastman Studio. It will be joining Perkins Eastman architects in the schools and universities design division.

PARK CITY, Utah — A fresh chapter has begun for the F45 Training Studio in Kimball Junction as local couple Clayton Rule and Sabrina O’Mara take the helm. The Jeremy Ranch residents, who finalized their acquisition of the studio on Feb. 1, plan to infuse their personal passion for fitness into the popular franchise, previously owned by residents of Salt Lake.

The duo’s journey to fitness entrepreneurship started in Los Angeles, where they initially met as fitness instructors. O’Mara, an attorney, and Rule, the CFO of a trucking company, have always harbored a desire to return to their fitness roots. “We’ve been here for two years. We’re transplants — like a lot of people — and we’ve found a really good community,” O’Mara shared. Emphasizing their connection to Park City, she added, “We think of this as a way for us to engage on a deeper level with Park City.”

F45, known for its high-intensity, 45-minute group workouts, will continue its legacy under the couple’s ownership. “We have a really solid team of 10 amazing instructors. They’re super talented and engaging, so Clay and I may just teach for fun every once in a while,” O’Mara said.

February ushers in the “Committed to Fitness” Pass Punch Promo at the studio, featuring $189 for 10 classes and $350 for 20 classes, with bonuses for completing all classes within the month. The new owners are also hosting a “Saturday Social” on Feb. 10 to meet community members with pop-ups from Hemped Park City and StretchLab. “We’re so excited to bring the good energy and the good people into the studio and foster a synergetic community,” said O’Mara.

F45’s proven philosophy and high success rate in improving fitness capabilities remain its core. The studio manager will continue in her role, ensuring consistency. O’Mara envisions adding more dimensions to the studio experience, including challenges and mobility-focused activities to enrich client engagement.

The studio also boasts an app for tracking nutritional goals and progress and an in-body scanner for measuring body metrics, further enhancing the members’ fitness journey.

Members should anticipate a slight increase in membership fees, as Rule explained, “Prices are going up approximately $10 for memberships, if you aren’t grandfathered into the existing membership.” This change, attributed to inflation and rent renegotiations, aligns the studio’s pricing with competitors. Rule also noted that the previous owners were already in the process of adjusting prices for the new year.

With O’Mara and Rule, F45 Training Studio in Kimball Junction is poised to maintain its dynamic workout environment while deepening its connection with the Park City community.
