SANDY, Utah — A newly-opened liquor store in Sandy City is highlighting Utah-made products with a section dedicated to local goods.

The store, located in the Little Cottonwood Shopping Center at 9400 South and Highland Drive opened on Monday.

Sara Sergeant, who works as the gin distiller at Alpine Distilling, described the store as "world-class," saying she's traveled to many places but thinks the new location is a notch above the rest.

"Aesthetically, this is a beautiful store," Sergeant said. "It is a world-class store. We've got amazing artwork. We've got a will-call section which is great for restaurants and businesses in addition to customers coming in."

Entering the store, customers are greeted with an open-concept layout, colorful artwork depicting Utah's famous mountain landscape and aisles upon aisles filled to the brim with spirits.

At 14,000 square feet, state officials boast that this store has the most refrigeration space of all stores in Utah.

"As a local distiller here in the state of Utah, it is so exciting," Sergeant remarked.

Sergeant and her husband work together to create expertly crafted gin, whiskeys and liquors. That's why they're especially excited about a brand-new section in the store.

The "Utah Proud" aisle was made to highlight local Utah products.

"Utah Proud is focusing on all the distillers, brewers, and wine-makers in the state of Utah that are crafting amazing spirits," Sergeant explained.

Sergeant hopes that the section will help visitors and even residents discover the beauty and craftsmanship of local products.

"It means a lot as people from around the world visit our great state," she said. "Then they see the focus and emphasis on what's being made in the state of Utah in addition to our great scenery, amazing restaurants and businesses."

There's plenty of space in the aisle and Sergeant hinted that a bigger expansion may be coming in the future to bring even more local businesses into the store.

In its first year, state leaders expect the store to generate $5.4 million for the state of Utah and more than $1 million in local sales tax revenue to Sandy City and Salt Lake County.

City officials are concerned about fast-flowing Little Cottonwood Creek.

The mayor of Sandy on Wednesday declared a state of emergency to help with flooding mitigation as Utah’s historic snowpack continues to melt.

The move from Mayor Monica Zoltanski opens up opportunities for the city to receive both state and federal resources to help address flooding issues caused by seasonally high levels of snowmelt east of the city, according to the proclamation. It will last for 30 days but can be extended.

Sandy’s efforts to mitigate this year’s higher flows along Little Cottonwood Creek began more than a month ago, the proclamation states, and mitigation efforts have extended into other drainages in Sandy, where debris can exacerbate flooding.

The proclamation is meant to show Sandy’s continued efforts at bracing for possible future flooding, especially as snow in higher elevations continues to melt, said Tom Ward, director of Sandy City Public Utilities.

“Rather than sitting and letting hope be our only plan, we wanted to make sure everyone was prepared,” Ward said. Efforts will continue until creek flows abate, the proclamation states.

But Brian McInerney, a hydrologist who consults with Salt Lake City, said Wednesday that based on current forecasts, he doesn’t predict flooding to be a catastrophic problem in the coming weeks along Big and Little Cottonwood creeks.

Both are predicted to flow at about 500 cubic feet per second, he said. Flooding is likely at 800 cfs, according to the National Weather Service. That’s the equivalent of about 800 basketballs flowing through a creek each second.

Flooding issues earlier this month were caused by an increase in bright sunshine, McInerney said. Less cloud cover at the time meant the snowpack melted more rapidly.

“Snow is a really good insulator,” he said. “It’s like a puppy coat. It doesn’t really feel the air temperature, but if you have a lot of sun, that energy infiltrates into the snowpack and produces some pretty high melt rates.”

Melt rates were as high as 2 inches a day through mid-May. But then the weather shifted, McInerney said. Thunderstorms that did not produce a lot of valley rain blanketed the area in cloud cover, which has slowed snowmelt.

Though some models show the creek won’t reach flood status in the next few weeks, Ward said he is wary of relying on them.

“Like any weather forecaster, a model forecast is never going to be accurate,” he said. “It’s going to be higher or lower.”

McInerney still warned that both Big and Little Cottonwood creeks remain unsafe to be around. He advised families not to take their children or pets near the creeks, because the water flows very quickly as snow continues to melt. If you fall in, it can be very difficult to get back out.

“I know we all want to put on flip-flops and go up the canyon and look at the water,” he said. “Stay away and wait for the water to come down.”

Most of the snow affecting the creeks is predicted to have melted by the second week of June, he added.

Sandy is the latest Utah city to declare a state of emergency related to flooding this year. Holladay officials made a similar announcement May 16 because of snowmelt in Big Cottonwood Canyon.

In April, both Salt Lake City Mayor Erin Mendenhall and Salt Lake County Mayor Jenny Wilson declared a state of emergency related to flooding. On May 1, Spanish Fork Mayor Mike Mendenhall issued a similar declaration.

Gov. Spencer Cox declared a state of emergency for Utah on April 18 because of ongoing flooding and flood risk. A month later, he convened state lawmakers to address flooding, during which they reappropriated $33 million in state funds to help expand and repair culverts, repair damaged bridges, purchase and distribute sandbags, monitor for landslides, staff the state’s emergency operations center and more.

SANDY CITY, Utah — Hundreds of volunteers spent Friday in Sandy setting up one of the state’s largest tributes to the victims of 9-11.

The Sandy Healing Field is ready for visitors for the 22nd time.

It doesn’t matter how many times you’ve seen the display, each time is powerful.

When the set-up is completed Friday night, 2,977 flags will be lovingly placed. One for each victim of 9-11.

Sandy’s Healing Field was the nation’s first of its kind to honor the victims of 9/11.

Each year the city is overwhelmed with people volunteers who want to help with the setup.

This year organizers said 300 volunteers filled all available spots in just 30 minutes.

Each volunteer brings a personal reason for helping.

“This is just a small way I can give back and I have my granddaughters with me here today,” Diane Smith said.

Dan Tongish told us “Means a lot of support and proudness, being proud to be an American.”

“We lost many coworkers on 9-11 in the plane crashes and as you can see from my hat, I’m a retired naval officer, and I had the distinction of having friends in the Pentagon as well. A lot of friends were lost that day,” John Willoughby explained.

This Healing Field was created by Colonial Flag Founder Paul Swensen – and the company has supported it all these years.

This year it’s being turned over to Sandy City to continue the tradition.

Sandy City Mayor Monica Zoltanski said, “I hope 100 years from now families will be gathering here on the promenade to experience the healing field and experience the retelling of the story of 911 and what that meant to us as a nation and appreciate the liberties we enjoy as Americans.”>

One thing that makes this healing field special is the care that goes into each flag. They include the names of the 9-11 victims represented, there is also a paragraph about them.

As you walk the field, you get to know the people we lost.

This event will be open through September 12. All are welcome.

SANDY — Sandy City Council voted unanimously Tuesday night to approve an ordinance change clearing the final hurdle for a transitional housing facility for medically vulnerable people.

The code change alters the definition of "transitional housing" and makes it possible for the facility to provide housing for up to two years for those meeting the criteria. All residents will be selected by Shelter the Homeless, including people age 62 or older or individuals who have significant underlying health conditions or are in need of recuperative care.

The Medically Vulnerable Program will be located at the former Econolodge at 8955 S. 255 West and can serve up to 165 people. The 98 available beds will provide a new option for at-risk homeless seniors and those needing ongoing medical care beyond the dorm-style shelters.

"It's just such a dignified and different model of service," said Sandy Mayor Monica Zoltanski on Wednesday. There's nothing like it in the state right now, and we need it desperately. And so what we'll do is free up to 165 beds in the downtown shelters ... but the people that need that more supportive case management can be well-served here in a safe, dignified, secure location where they can stabilize on their way to permanent housing."

The model was introduced amid the COVID-19 pandemic as an option for those unsheltered who were medically vulnerable. The previous program, known as Stay Home Stay Safe, operated out of the old Ramada Inn in Salt Lake City. While the pandemic subsided, Shelter the Homeless felt that the need for a similar facility remained and began looking for a permanent location.

The program was identified by Salt Lake City Mayor Erin Mendenhall and state homeless coordinator Wayne Niederhauser late last year, but officials did not then disclose the location. The units were included in a grant process by Salt Lake City and the Utah Office of Homeless Services to bring several affordable units online by the time winter overflow shelters closed in April.

Shelter the Homeless purchased the building the Econolodge building. in July, beginning the process for approval. Several public hearings were held regarding the potential code change and the item appeared consistently on the Sandy City Council meeting agendas throughout September.

"The process is really important. I mean, it has to be a public transparent process," Zoltanski said. "For this to work in our community, it cannot be something that is sprung on the community or people are informed after the fact once the deal has been made."

Sandy residents gave mixed reactions in the public comment portion of meetings, with some expressing concerns about safety while others welcomed the facility with proper security measures. The process also drew comments from other elected officials, homeless advocates and support from the Office of Homeless Services.

"We have seen a huge difference in our city and how impactful (these facilities) are, and non-congregate facilities are far less impactful for things like public safety and nuisance concerns. So this is going to be probably the least impactful piece of the system that Sandy City could host," said Salt Lake City Councilman Darin Mano during a public comment period.

The Salt Lake City Council penned a letter of support for the facility, which Mano and other members delivered to the Sandy City Council. The Office of Homeless Services wrote the council pledging up to $300,000, operating on a reimbursement basis. This funding may be used for expenses related to mitigating the impacts of the location of the program. Eligible expenses may include:

Some residents expressed outrage at the state's involvement, calling the vote "a done deal" before it had occurred and council members still seemed undecided. Amendments were discussed and made between Shelter the Homeless counsel and city attorney Tracy Cowdell ahead of Tuesday's vote. Amendments included increasing security measures and adjusting terms such as "medically vulnerable" to be more clear.

Ultimately, the vote was unanimous. The decision reflected the mayor and city council's desire to "control our own destiny" as cities across the state have begun to be called upon to collaborate further on the homelessness issue.

"I think the other thing that underscores the other cities' involvement is just how much this is part of the bigger picture," said Councilman Ryan Mecham. "Other cities, I think really found it not only in their interest, but the interest of their residents to alleviate some of that pressure that's in Salt Lake City, to spread it around, but to do so in a way that's successful for the residents because they can get the services they need coming to them."

The council's decision to allow the Medically Vulnerable Program to operate in Sandy will likely eliminate the mandatory contribution to Utah's homeless mitigation fund. Presently, Sandy contributes $275,000 per year.

"But thinking long-term, rather than setting up as if Sandy were tasked with hosting a winter overflow shelter compared to setting up a long-term facility where people can come stabilize, move to permanent housing — that is much more meaningful way for me as mayor, for city leadership to participate in solving and ending homelessness in Utah than just reacting in crisis mode every winter," added Zoltanski.

Shelter the Homeless hopes to have the program open by Dec. 1 to help meet the need ahead of winter temperatures.
