NORFOLK, Conn — The town of Norfolk continues to be under an emergency declaration Monday night after heavy rains swept away numerous roads in the area.

“The ice box of Connecticut is known for its heavy snows, not for its heavy rains,” said John Barbagallo.

Clean-up and repairs are underway all across northwest Connecticut, especially in the town of Norfolk.

Public Information Officer, John Barbagallo, said the town got between 12 and 16 inches of rain on Sunday causing damage that could take weeks to months to repair.

“It is a very time-consuming process. Even though we are under an emergency declaration and a few things can get streamlined, it’s still going to be weeks to months before things are back to normal,” said Barbagallo.

All throughout Litchfield County, roads washed out, streets shut down, and severe damage was left behind.

“I’ve lived here 35 plus years and I’ve never seen it this bad,” said Martha McLellan, who lives right off Route 272.

“When I saw the water running across 272, down Smith Road and then I saw the road start to buckle and the culverts being exposed and I said OK this is not good,” added McLellan.

While getting roads safely back open is the number one priority, officials know the price tag will be hefty and they don’t know where all the funding will come from.

“Easily talking to our road foreman, already we’re up to several million dollars in repairs and we don’t know where that is going to come from,” said Barbagallo.

The Norfolk town selectman is working on securing funding for these projects.Residents can stay updated on any progress and improvements via the town's social media pages.

Severe flash flooding ripped through parts of Litchfield County Monday morning causing the town of Norfolk to issue an emergency declaration as the National Weather Service cautioned Connecticut residents that more flooding is possible in other parts of the state.

The weather service was warning of potentially serious flash flooding risks as heavy rainfall moved across the region with strong thunderstorms producing two to three inches of rain per hour, according to the NWS Boston office.

The flooding in Norfolk caused severe damage and closed multiple roadways, including a washout on Route 272. Town officials put a local declaration of emergency into place and were warning drivers to stay off the roads and not to cross any barriers that were in place, according to the Norfolk Department of Emergency Management.

Volunteer firefighter and emergency management teams were going door to door Monday “to check in with as many folks as possible,” the department said, and were in the area of the most severe flooding to survey the scene.

“Our office and fire department has made contact with many residents that are isolated due to the road closures,” said the department in a statement.

Town officials said Route 272 was closed from Bruey Road to Route 263 in Goshen along with multiple side streets including Smith Road, Old Goshen Road, Estey Road and Meekertown Road.

The town firehouse would be staffed all night Monday to monitor rainfall, the department said, and firefighters plan to reach out to residents again Tuesday morning for wellness checks. Residents were encouraged to call 911 if they need help.

Some of the rainfall totals Monday included: 9.04 inches in Cornwall, 6.80 inches in South Kent, 5.52 inches in Warren, 4.63 inches in Salisbury, 4.51 inches in Torrington, 4.30 inches in Canaan, and 4.1 inches in New Milford, according to Gary Lessor, chief meteorologist at Western Connecticut State University.

The National Weather Service was reminding drivers to drive carefully and not to try to cross flooded roads during heavy downpours, reminding drivers of their message “Turn around don’t drown.”

The NWS issued flood warnings for the Farmington River in Unionville, Simsbury and Taftville from Tuesday morning through Wednesday morning.

Minor flooding was possible, the weather service said, and drivers were urged to turn around and seek alternate routes if they encounter flooding. The weather service warned that most flood-related deaths occur inside vehicles.

Flooding was expected to impact Old Farms Road and Tolliston Road in Avon, Meadow Road in Farmington, Nod Road, Riverside Road, Terrys Plain Road and Route 315 in Simsbury, reaching into Plantation County Club, the Paine Boathouse and Town Farm Road in Simsbury.

In Hartford, showers were likely throughout the day with thunderstorms expected after 3 p.m. In Litchfield, thunderstorms were predicted between about 2 p.m. and 4 p.m., producing heavy rain. Heavy rainfall may continue through 10 p.m., the NWS said.

A flood watch remained in effect in Litchfield County until 2 p.m. Tuesday afternoon. A flood watch was in effect in Hartford through 8 a.m. Tuesday, according to the NWS.

In nearby New York, a woman in her 30s was found dead in Hudson Valley where her home was surrounded by water. The flooding had dislodged boulders which rammed into the woman’s house as she was trying to escape with her dog, the Associated Press reported.

“She was trying to get through (the flooding) with her dog,” Neuhaus Orange County Executive Steven Neuhaus told The Associated Press, “and she was overwhelmed by tidal-wave type waves.”

Rescue teams from North Carolina, Michigan and Connecticut were also in Vermont on Monday as heavy rain drenched the region overnight leaving some towns unreachable, the AP reported.

Arrive at Norfolk’s Husky Meadows Farm, and you’ll likely be greeted by their unofficial valet, a very vocal gray cat named Maxwell.

He won’t help with luggage, but he will point out the direction of Seed & Spoon, the 300-acre farm’s central hub for farm stays. Catch sight of the sweeping flower fields, and an urge to frolic among the blossoms with pollinator bees may come on. Especially if attending a special workshop involving a farm stay, cooking classes and food plucked straight from the garden.

During farm stays, guests interact with resident and local farmers, ranchers and beekeepers. “It's rare to have this kind of experience,” Tracy Hayhurst, Husky Meadows culinary director, said. “How many people actually know farmers? Fewer than 2 percent of the nation’s population are farmers.”

Sometimes, this can mean harvesting side-by-side in the fields or hearing about life on the farm. This extends to the forest on the property. “Visitors aren’t just visiting an organic farm; they’re staying in an ecosystem,” Hayhurst said. “The forest, wildlife habitat and pollination are all interconnected and influence what happens in our gardens.” The takeaway for those on a farm stay? “While here, guests learn about the passion and stewardship behind a farming lifestyle,” Hayhurst said.

Wanting to bring local dinners and cooking classes to the community, back in 2019, Husky Meadows undertook plans for a multipurpose kitchen and a country inn component, Seed & Spoon, was created.

Seed & Spoon encompasses four dedicated accommodations, including an apartment above a garage, two suites in the main building and a standalone cabin, a former chicken coop transformed with luxe trappings and a portrait of a chicken in honor of the building’s modest beginnings. Idyllically cozy (there are even mini Smeg refrigerators), the rooms call for kicking back with a good book or playing a board game.

There are no one-off weekend bookings to be had. Instead, the farm has stayed true to its original intent of teaching folks about organic food and cooking. So, bookings are only available in conjunction with workshops.

Hayhurst oversees Seed & Spoon’s programming and said most workshops take place over a weekend, with guests arriving on a Friday night to get acquainted with the property and meet over a welcome dinner at the farm’s communal table. Saturday morning, there’s breakfast — think scones, quiche, overnight oats, prosciutto egg cups and fresh fruit. Guests then head into the fields with a farmer to learn the ins and outs of organic production. After a lunch made with ingredients straight from the fields, there’s time for exploring and hiking.

Saturday dinner begins as a cooking class. “In the past, we've done things like pasta workshops,” Hayhurst said. “But the meal includes everything from soup to nuts — starters, soups, salads, a main course and dessert.” All this gardening and cooking together form fast friendships. “People arrive on Friday night not knowing each other, then, by Saturday night, they're talking up a storm.” Workshops conclude with Sunday brunch. There’s no rush to check out, with lingering encouraged.

There are myriad workshops in the works for this fall. Kicking off Friday, Sept. 22, through Sunday, Sept. 24, is an Orchard Farm Stay. On the itinerary is harvesting plums, pears and apples from the orchard under the tutelage of farm manager Brett Ellis, the former culinary gardener of Northern California’s famed French Laundry restaurant. Hayhurst then guides guests through transforming the harvest bounty into cider, doughnuts and pies and a hard cider tasting.

A Fall Art Intensive led by Marie-Colette Dupont-Nivet is scheduled for Oct. 12-14. The French artist specializes in using milk paints on wooden panels and furniture. Workshop participants will create wooden boxes using Dupont-Nivet’s techniques for graining pigments, marbelizing, painting, glazing, varnishing and waxing. French fare is on the weekend’s menu, with Sunday dinner inspired by Claude Monet’s Giverny.

Oct. 20-22 is a Harvest Celebration, with a focus on cooking hearty dishes for the winter using the fall harvest from Husky Meadows. Sheer relaxation comes on when walking beneath fall foliage or sitting by the fire and enjoying a ditty played on the main gathering area’s Carl Dudash-built harpsichord.

Husky Meadows wasn’t always a certified organic farm. When David Low and his family purchased the former dairy farm in the 1990s, their pet huskies fell in love with the property, thus the meaning behind the farm’s moniker. The Lows originally intended for the farm to be a summer getaway with a small garden plot.

Over the years, that plot has evolved into an organic community farm replete with greenhouses. A Community Supported Agriculture (CSA) program soon joined the mix. When COVID hit, CSA subscriber numbers tripled. These days, Husky Meadows is no longer a farmers’ market presence. Instead, folks are welcome to visit the property’s farm stand (open May through October; Fridays and Saturdays) to purchase their choice of produce and prepared foods.

Many places across Connecticut, particularly along the coast and in the Fairfield County panhandle are in this risk category where extreme floods could be expected every few decades. Some places, like Norwich, could expect to see extreme floods once every decade, data obtained from the nonprofit First Street Foundation said.

Severe flooding seen Sunday into Monday in the western part of the state could be a prime example of the new normal in rainfall, experts predict. Short, intense storm events followed by flash floods are predicted to become more common.

“The top 10 extreme one-day precipitation events have all occurred since 1995,” said Matthew Eby, CEO of First Street Foundation during a presentation earlier this summer. “It is warmer, and the atmosphere holds more water vapor so precipitation events are changing.”

The First Street Foundation, a nonprofit research group, released their peer-reviewed precipitation model earlier last year. The model aims to describe future flood risk from climate-driven rainfall events.

Many experts say that NOAA’s gold-standard model for predicting precipitation, the Atlas 14, is out of date. In a report published in the magazine Scientific American, NOAA did not dispute the First Street Foundation’s claim that their current rainfall model was inaccurate under climate change conditions. The national agency is updating their rainfall prediction models to reflect climate change, but those won’t be ready until 2027.

NOAA’s current model is primarily out-of-date as it weighs the period of “normal” weather more strongly than our recent bouts of extreme weather, skewing predictions to a pre-climate change state.

“They are correcting back to, essentially, a climate that occurred and that existed in past,” said Jeremy Porter, head of First Street's climate implications. “These older records become more problematic in the sense that they don’t allow you to understand what is occurring today.”

Infrastructure impact

Rainfall prediction models might sound boring, but they’re fundamental for planning infrastructure, new construction, industry and agriculture. Without accurate rainfall models new roads, new bridges and houses could be built as if floodwater isn’t expected. The “useful life” of bridges and roads could also be dramatically overestimated under current models.

“All of these major infrastructure projects are leveraging Atlas 14 to understand the severity of precipitation events, like how big or thick should the pipe be,” said Eby. “The back-of-the-envelope estimates … that’s generated from the amount of precipitation you’re seeing.”

Across Connecticut, First Street Foundation expects that 15% of all properties have a ¼ chance of being hit by severe flooding in the next 30 years. This risk isn’t distributed evenly across the state. In Bridgeport, only about a fifth of residential homes are at an elevated flood risk, while more than half of critical infrastructure sits in the possible flood zone.

In East Hartford, however, over 41% of all properties in town are at risk of severe flooding over the next 30 years due to its position at a bend of the Connecticut River.

The Foundation predicts that these floods will occur more frequently and with greater intensity than before.

“In the future climate, places like New York pop up where that one-in-100 (flood) occurs about once every 20 years,” said Porter. “That’s four times as likely” as previously experienced.

The future is already here

Emmanouil Anagnostou, the applied research director for the Connecticut Institute for Resilience and Climate Adaptation, which works directly with the state Department of Energy and Environmental Protection and the University of Connecticut, told CT Insider that he broadly agreed with the prediction that many parts of Connecticut would experience more frequent, intense storms. His research examining rain data nationwide for the past decade shows a clear pattern of climate change-induced transformation in amounts of rainfall here.

"A 50-year event that happened in the decade between 1979-1988 in the current times I would say is five times more frequent," said Anagnostu. "So that means that climate change is already happening. It is not something we just see in the future. It's already intensified."

Anagnostou echoed the recommendation of the First Street Foundation, that our infrastructure built today needs to be built for more intense, and frequent storms. Connecticut, he said, might not be seeing the most extreme climate changes, but that doesn't mean we were getting off free.

"Climate change is directly affecting the intensity of precipitation and how frequently it comes," said Anagnostou. "It puts a lot of our aging infrastructure at risk."
