CHESTER COUNTY, PA — A Honey Brook meth dealer who burned his stillborn child in a barrel has been sentenced to six to 12 years for abuse of a corpse, concealing the death of a child, and charges related to selling methamphetamine.

William E. Jones, 51, pleaded guilty last week to a list of charges and was sentenced on Friday, according to the Chester County District Attorney's Office.

Jones and his girlfriend Anita Depedro, 31, of Muncy, Pa., sold methamphetamine from a Chester County trailer park before they were charged in October 2019. An investigation began in March 2019 when an anonymous tip to Chester County Children and Youth Services detailed how Depedro had given birth at her home on Egan Circle in Honey Brook, authorities said. The tipster said that Jones had put the stillborn body in barrel, burned it, and then buried the remains in an unmarked grave in an unknown location.

As authorities investigated that case, a confidential informant purchased methamphetamine from the couple on several occasions between June and August, according to the Chester County District Attorney's Office.

Police said the proceeding investigation included numerous interviews, social media searches, a review of Children and Youth Services records, and a search warrant at the trailer in Honey Brook.

Despite an extensive search, the remains of the child were not immediately recovered, authorities said.

Jones pleaded guilty last week to abuse of a corpse and concealing the death of a child as well as to manufacture and delivery of a controlled substance, according to court records.

Depedro also faced charges of conspiracy in the manufacture and delivery of a controlled substance and other drug felonies.

Drinking water resources, wildlife habitat and public recreation areas will benefit thanks to the Highlands Conservation Act

Finding large areas of open land in southeastern Pennsylvania is becoming a challenge for local conservationists. Conserving land that connects to preexisting parcels for greater wildlife and watershed protection is even more of a challenge. But like hidden gems in the conservation landscape, opportunities still exist, including a place where people use to camp out under the stars.

Just south of Honey Brook, Pennsylvania, an abandoned campground has arisen as an important conservation opportunity in that area. Formerly known as All Season’s Resort, this 158-acre tract of land will support the local community by offering public recreation, protecting public drinking water resources and conserving wildlife habitat in an area that is quickly losing forests and fields to development.

Now known as the Honey Brook tract of the William Penn State Forest, the land was acquired by Pennsylvania Department of Conservation and Natural Resources (DCNR) in December 2018. Thanks to the support of Pennsylvania DCNR, Natural Lands, the Service, the Pennsylvania Bureau of Forestry, Chester County and Honey Brook Township, the once active campground will be overhauled to remove abandoned structures, rework existing roads into trails and remove debris to create a visitor-friendly outdoor recreation experience.

“Conserving such a large tract of land in this area is a rare opportunity. We are thrilled to be able to expand the William Penn State Forest and the opportunities available there,” said Jack Stefferud, Senior Director of Land Protection for Natural Lands, a non-profit land conservation organization in Pennsylvania.

The land is located within the Highlands region, an area that spans 3.4 million acres along the Appalachian ridgeline, stretching from northwestern Connecticut, through New York and New Jersey, and into eastern Pennsylvania. The conserved properties in this region are critical to protecting drinking water resources for local cities and towns, creating public areas for outdoor recreation and providing habitat for wildlife.

“There is nothing more important than investing in our future by protecting lands like this. Being in the Highlands region, we are grateful for funding opportunities such as the Highlands Conservation Act grant program, which was a significant funding source in conserving this property. Protecting this area will benefit people and wildlife for generations to come,” Stefferud said.

Connecting people to nature is an important aspect of conserving this parcel. Stefferud noted that the property links 664 acres that are either permanently protected publicly accessible lands owned by local municipalities and the county or are under conservation or agricultural easements with the county and land conservancies.

Rick Hartlieb, assistant district forester with the William Penn Forest District in southeast Pennsylvania with the Pennsylvania DCNR, is excited to share the land with the public.

“The public didn’t have the opportunity to have access to an open space with these opportunities in that area before. We provide a full recreation opportunity that did not exist otherwise,” he said.

Hartlieb explained the current plan for the property focusses on cleaning up and maintaining the landscape with the long-term goal of protecting the waters downstream from Honey Brook. Initial efforts have halted illegal dumping and removed excess trash from the landscape. Infrastructure from the former campground will be removed to create a safer atmosphere for guests. Roads will be regraded, and water diversions and sediment controls installed to prevent erosion, keeping excess dirt and debris out of nearby tributaries. Roads and rogue paths no longer needed will be retired so they may be reclaimed to a natural state.

Once complete, the site will offer a parking area and marked trails for hiking, bird watching and horseback riding. Additionally, hunting and hike-in, primitive camping will be permitted, amenities that neighboring public lands are not offering currently. The property is open for public use and will soon be promoted to the public once all clean up and renovations are complete.

Hartlieb noted that the land currently supports a variety of fish and wildlife including deer, woodcock, wood ducks, sunfish and more. The property was acquired with the assistance of funding provided through the Service’s Highlands Conservation Act grant program.

“The Highlands Conservation Act grant program has been absolutely critical for us to grow our program. It’s not easy to acquire large chunks of land anymore,” Hartlieb said.

Highlands Conservation Act land acquisition grants are administered by the Service’s Wildlife and Sport Fish Restoration (WSFR) program. Through the Program, the Service has awarded funding for land conservation projects to state agencies. With an update to the Act in 2022, counties and municipalities are also eligible to receive land conservation grants. To date, this unique public and private partnership has allowed for the conservation of more than 15,000 acres.

Kyla Hastie, acting regional director of the Service’s Northeast Region, is enthusiastic about the opportunities the Honey Brook property will provide to current and future generations.

“Conserving these key natural areas in the Highlands Region provides critical benefits to Pennsylvania’s entire southeast region. The Honey Brook property will help safeguard drinking water resources that serve millions of people, create publicly accessible outdoor recreation spaces and protect important wildlife habitat,” said Hastie. “This is a place where people can connect with nature and embrace the natural landscape around them.”

HONEY BROOK, PA — In a significant boost to Chester County’s manufacturing sector, Metalum LLC, a local metal fabricator, has secured a 10-year, $2 million loan for a major expansion project. The loan, approved through the Chester County Economic Development Council, will aid in the construction of a new 51,834-square-foot manufacturing warehouse and an attached 5,234-square-foot office area in Honey Brook Township.

The loan, carrying a reset interest rate of 4%, will supplement the existing 14,000-square-foot manufacturing and warehouse area, as well as the office space. This expansion will position Metalum to take on larger, heavier fabrication jobs that yield higher profit margins, allowing it to compete more effectively with larger fabricators. The total cost of this project is estimated at $8 million.

State Rep. Dan Williams, who announced the loan approval, emphasized the broader economic benefits of this expansion. “This is another example of how economic redevelopment in Chester County benefits not only the company and its employees, but the entire surrounding area,” said Williams. “As the company will be purchasing more goods and services, hopefully making a larger profit, which creates a larger tax base for the area. And, of course, this creates jobs and the recipients of those jobs will have more money to purchase goods and services.”

The project is projected to create five new jobs and retain 35 existing ones within the next three years. This job growth will contribute to the local economy, providing more residents with income to support local businesses.

The Pennsylvania Industrial Development Authority (PIDA) will administer the loan. PIDA is a state-run initiative that offers low-interest loans and lines of credit to eligible businesses committed to creating and retaining full-time jobs. It also funds the development of industrial parks and multi-tenant facilities. PIDA loans can be used for various business needs, including land and building acquisitions, construction and renovation costs, machinery and equipment purchases, and working capital.

This loan approval highlights the importance of economic development initiatives like PIDA in supporting local businesses and fostering job growth. It also highlights how strategic business expansion can have a ripple effect on the broader community, creating jobs, increasing the tax base, and stimulating local spending.

The fifth-annual Belgian Horse Expo opens this week in Honey Brook and Lititz, Pennsylvania.

The two-day event, July 7-8, is free and open to the public and is sponsored by Indiana-based Belgian Draft Horse Corp.

“The expo kicks off our summer events,” said the organization’s Michelle Keaffaber. The highlight is the National Belgian Show and Belgian Futurity from Aug. 17-19 at the Indiana State Fair in Indianapolis.

Belgian horses are used by many southeastern Pennsylvania Plain Sect farmers in teams for planting and harvesting. According to Keaffaber, Pennsylvania has the third most registered Belgians in the country behind Indiana and Ohio. More than 23,000 Belgians were registered nationally in the first five months of 2023, including nearly 2,000 in Pennsylvania.

The horse farms of Belgian breeders Junior Fisher (Lan-Chester Equine Service in Honey Brook) and Isaac King (Watersedge Belgians, Lititz) will host the expo events that include seminars and classes for Belgian horse owners, potential owners and breeders and those just getting into the industry. Demonstrations and presentations, along with wagon rides and farm horse demonstrations, will be open to visitors on both days for those who want to learn more about the popular breed.

The Honey Brook portion of the expos will begin at 2:30 p.m. on July 7 and will feature local breeder presentations, an amateur hitching demonstration and the Belgian Alliance Banquet and benefit auction.

In Lititz on July 8, the expo will begin at 9 a.m. and include driving and cart demonstrations as well as hitch and confirmation presentations. Other events during the day include halter judging, a Belgian foal raffle and a horse pull at 3 p.m.

Belgians draft horses are believed to be descendants of the large horses of the Middle Ages including the Flemish horses from western Europe that were favored for mounted warfare and pulling heavy wagons.

Those early horses provided the genetic material from which many of the draft breeds developed. These Belgians were important in the growth of farming in the United States. Imports of European draft horse ended during World War II and American bloodstock matured on its own into the Belgian horses we have today.

Modern Belgian horses stand between 17 and 19 hands and weigh from 1,800 to 2,200 pounds. The breed is known for its kind temperament. Belgians are still used for all manner of farm draft work including plowing, logging, hitch work, and pulling carriages and sleighs. In addition, riding draft horses is becoming increasingly popular in a variety of disciplines from western to jumping.
