Advocacy groups in Lancaster County are urging local leaders to address the needs of unhoused residents as an encampment ordinance deadline approaches, requiring residents to vacate an encampment off North Conestoga Drive by September 16.

The ordinance, enacted by Lancaster Township, warns that any belongings left behind in marked areas of the encampment will be discarded after the deadline. The deadline was originally set for Friday but has been extended by a few days. Residents say they are unsure of what life will look like afterward.
"I do what I need to do throughout the day. And then I come and I lay in the tent trying to keep to myself," said Manny Beltran, a resident of the encampment.
Beltran spends much of his time at his campsite surrounded by his possessions. "We got tents and all those clothes, luggage we got to carry with us," he said.
Those items could be lost if they are not removed from the property. "We don't know what the next steps are, and we're trying to figure it out. It's not easy living out here," Beltran said.
Dave Costarella, from the nonprofit Hand Up Partners, has been working to assist the unhoused community. "I love saying yes. I love when they ask if I have a sleeping bag. Yes," Costarella said. "Do you know where I can get a job? Yes. Let me hook you up with that."
As the deadline approaches, Costarella acknowledged the uncertainty surrounding relocation options for the community. "That's all I got. And it is heartbreaking," he said.
Beltran expressed hope for a solution. "I just hope that they can figure something out with this whole living situation and give us a little, little bit of a, you know, courtesy," he said.
Hand Up Partners plans to continue speaking with county leaders. "It's inhumane to kick them out with nowhere to go. But finding the solution and working towards it is the only thing that makes sense," the organization said.
A meeting is scheduled for Monday to discuss the ordinance and potential solutions.

LANCASTER COUNTY, Pa. (WHTM) — It’s National 988 Day, a reminder of the suicide and crisis number to call for those in need.
Lancaster County marked the day at the crisis intervention center. The crisis call center is staffed here at the county’s behavioral health and developmental services center. 988 has been operational for five years now for Lancaster and Lebanon County residents, and those taking calls say it’s having an impact in saving lives.
Nearly two dozen staff members man the phones at the crisis call center. Calls are increasing.
“The call volume has certainly gone up,” Rebecca Sangrey, director of crisis intervention services, said. “We’re getting calls through 988 that we didn’t get through the county crisis line.”
The 988 number was added to the original crisis hotline number of 717-394-2631 that’s been in service for many years.
“We average about 3,500 to 4,000 crisis calls a month,” Sangrey said. “Of them, about 350 to 400 are 988.”
The staff is trained to handle calls ranging from anxiety and loneliness to thoughts of suicide. They’re making a difference.
“We’ve had individuals who have been on bridges ready to jump, and we’ve been able to talk them through that (and) help them get the services they need (and) have them willing to go to the hospital to get help,” Sangrey said.
Lancaster County commissioners honored the life-saving work being performed here with a proclamation.
“There’s a couple of reasons to do this,” county commissioner Josh Parsons said during the event. “One is to spread awareness; one is to thank team members.”
The phones are staffed 24 hours a day. Staff made T-shirts; on the back are 98 reasons to live, ranging from a rainbow after a summer storm to a child’s giggle and hearing birds sing.
