RAPIDES PARISH, La. (KALB) - A victim of Larry Roy, who is currently on death row in Louisiana and dubbed the “Cheneyville Slasher,” attempted to attack the convicted double murderer in district court on Monday, May 12, 2025.
In 1994, Roy was convicted by a Rapides Parish jury for attacking his ex-girlfriend, Sally Richard, her ex-husband, Freddie Richard, Jr., and their children, killing Rosetta Salas and Richard Jr.
Rapides District Attorney Phillip Terrell said on May 12, the State filed a motion to dismiss Larry Roy’s post-conviction relief proceeding. A district judge denied that motion, which will be appealed by the state, according to Terrell.
“We’re going to file a writ and take that to the Louisiana Supreme Court,” Terrell said. “We respectfully but adamantly disagree with the judge’s ruling on that.”
During the hearing, Terrell said one of Roy’s victims rushed towards the defendant, allegedly trying to place Roy in a chokehold.
“One of the victims, who was eight years old at the time of the attack, who had his throat slashed by Mr. Roy, became upset and rushed toward Mr. Roy,” Terrell said. “I was seated at the council table with the assistant attorney general and my first assistant, and I was focused on what the judge was saying.”
The DA’s chief investigator, Robert Murphy, was able to trip the victim before he got to Roy. Both Terrell and Murphy subdued the victim until he was handcuffed by bailiffs in the courtroom. According to Terrell, the case has seen its fair share of hurdles through litigation.
“In fact, not only has it been litigated, the victims have had to go through many, many court proceedings,” said Terrell.
In addition, former Governor John Bel Edwards attempted to pardon death row inmates before the end of his term, including Larry Roy. Terrell said his office went to the pardon board and was successful in keeping Roy on death row. The board did not grant Roy clemency to life in prison.
“It is our full intention to continue to fight for our victims,” said Terrell.

Through the Louisiana Attorney General’s Office, Deputy Solicitor General Morgan Brungard is representing the State in this case. Larry Roy is represented by defense attorney Blythe Taplin. District Judge Chris Hazel is presiding over the case in the 9th Judicial District Court.
