Planning, approval process will be lengthy, construction won’t begin for more than a year

The long-awaited Farmerville flood mitigation project first approved by the state in 2018 showed signs of progress this week when the Town Council gave Mayor John Crow authority to sign the contracts necessary to make the $4.8 million project a reality.

The project, funded entirely by block grants from the state Office of Community Development, actually is three projects that will unfold along similar timelines in three areas of town: Gulley Street, James Addition and along Highway 33 from Barron Road to Lake D’Arbonne.

The engineering firm supervising the projects, Meyer, Meyer, LaCroix & Hixson of Ruston (MMLH), provided the following descriptions of the scope of work for each project:

Hwy 33 Ditch Hardening – $2.2 million

This project will consist of construction of a combination of sub-surface and surface drainage improvements paralleling LA 33 from Barron Road south past Patti Street reducing the flooding risk of the area. Velocity and erosion control components will reduce water borne sediment and control siltation in Lake D’Arbonne with the intention of improving natural hydrology and the aquatic/floodplain habitat.

Gulley Street Drainage – $1.2 million

The project will include a combination of a lined channel section and riprap blanketing along the upper reaches of the Gulley Street drainage system in areas currently lacking proper drainage. Will incorporate a retention basin with a littoral shelf, essentially a miniature “wetland” that prevents erosion, improves water quality, and enhances native flora and fauna near Lake D’Arbonne. There will be similar channel improvements from the retention basin discharge to the lake.

James Addition Drainage – $1.4 million

The flood risk reduction project will include acquisition of an existing pond in the James Addition area for stormwater retention and conversion to recreational public use. Additional drainage improvements will be constructed within the subdivision to reduce flooding for events up to the 100-year frequency and lessen the frequency of flooding resulting in roadway/drainage system damage. Ditch channel sections will be lined or stabilized with rip rap blanketing in two areas and two additional ditch channels are proposed to be converted into bioswales for additional stormwater retention.

First approved in 2018, the projects are entirely funded by grants from the U.S. Department of Housing and Urban Development (HUD) as part of a $28 billion national flood mitigation program from which Louisiana was awarded $1.2 billion to dole out to local governments in the form of block grants. Every project, including Farmerville’s, required not only state approval but approval from HUD, which engineers said explains why it took so long for the projects to reach the starting line.

“Some things are worth the wait,” Mayor Crow said. “This is going to save the town and the people of Farmerville a lot of money and heartache in terms of flood damage,” Mayor Crow said. “Reduced flooding increases property values. The town will spend fewer taxpayer dollars making flood repairs, and over time the cost of flood insurance should go down.”

The projects are not out of the oversight woods, yet, according to Oliver Neal, senior project manager with MMLH. Neal said his firm is studying the drainage conditions in the project areas and will begin designing solutions based on what they learn.

“The state will have to review that study and any plans the come from it, before we move forward, and there will likely be other review points along the way,” Neal said.

The state Office of Community Development is overseeing more than 20 large-scale watershed projects statewide, he said, so quick resolutions to obstacles that arise may not be possible.

For this reason, Neal said it is difficult to predict when construction will begin, but early in 2025 is “probably a reasonable estimate.”

Cassidy Participates in Ribbon-Cutting for Farmerville Boys and Girls Club, Speaks to Monroe and Ruston Chambers

MONROE – Today in Farmerville, U.S. Senator Bill Cassidy, M.D. (R-LA) participated in a ribbon-cutting for the new Boys and Girls Club facility in Farmerville. Cassidy secured $713,000 for the facility to build a teen center there, as a Fiscal Year (FY) 2023 appropriation.

“We are investing in young people in Farmerville now, so they can succeed and then invest in the next generation,” said Dr. Cassidy. “Whether they need a mentor, a place to study, or somewhere to make lifelong friends, this teen center will provide that.”

When completed, the teen center will connect to an existing gymnasium, and include media, gaming, multiple seating areas and study space. Meanwhile, the Boys and Girls Club in Farmerville will begin operations this upcoming school year with a pilot group of 40 children in grades 2-4, with plans to expand every upcoming school year.

Additionally in FY 2023, Cassidy netted $560,000 to install water metering technology in the town. Farmerville has also benefitted from his Infrastructure Investment and Jobs Act (IIJA), with the Union Parish Airport receiving $159,000 as a result of the law in 2021.

Cassidy was welcomed to the ceremony by Ms. Mary Barrios, Community Outreach Director for the Town of Farmerville.

“We are excited to receive this funding for a new Teen Center at Unity Park and what this will mean for the youth of our parish,” said Ms. Barrios. “We thank Senator Bill Cassidy for his leadership and support in securing the funding and for his presence in unveiling the plans to our community. We look forward to the completion of this project and the opportunity to offer a beautiful safe space with quality programming for our youth from elementary school through high school.

Additionally, Cassidy spoke to the Monroe and Ruston Chambers of Commerce, on the benefits that are still available to local leaders via his IIJA.

“Every time I come to Northeast Louisiana, people speak to the need for better roads and sewage, a passenger rail line connecting Monroe and Ruston to Dallas, and high-speed internet that will connect this region to the world,” said Dr. Cassidy. “The bipartisan infrastructure bill will make all this happen, and build our economy for 2050.”

In June, Cassidy announced that Louisiana will receive over $1.3 billion to extend high-speed, affordable internet throughout every corner of the state. The funds come from the National Telecommunications and Information Administration’s (NTIA) Broadband Equity and Development (BEAD) program. This money originates from the IIJA, which ensures that the funds are directed to areas that lack access to high-speed internet. Additionally, last November, Cassidy participated in a stakeholder meeting to discuss building passenger rail service along the I-20 corridor, to connect Monroe, Ruston and Shreveport to Dallas and Atlanta. The IIJA has money to support the project.

Additionally in May, Monroe was granted $872,900 to clean up a brownfield at the Ouachita Candy Company site on Walnut Street. Finally, an appropriation separate from the IIJA of $4.8 million will be granted to Ruston to fund utility construction upgrades. That appropriation was secured by Cassidy.

At the Chamber events, Cassidy was welcomed by Mr. Roy Heatherly, President and CEO of the Monroe Chamber of Commerce, and Mr. Will Dearmon, President and CEO of the Ruston-Lincoln Chamber of Commerce.

FARMERSVILLE, Calif. (KFSN) -- "It's gone," said Efren Garcia.

La Mejor is more than just a restaurant for Efren Garcia.

"I actually had my wedding reception here back in '97," said Garcia.

It's a part of his family and identity. He says for as long as he can remember, he would come to get authentic tortillas, tamales and all things he was currently craving.

"Couple pounds of Carnitas, and everybody shares them with fresh tortillas or tomatillo," said Garcia. "I was literally going to come out to grab some today."

But early Saturday morning, a piece of his childhood went up in flames.

"It's sad to see this happen -- we did everything we could to knock it down. We knocked it down pretty quick," said Farmersville Fire Department Battalion Chief, Jim Thomas.

There is damage inside the building and outside; the entire patio area is now only left with char and rubble.

"This was a space where people could just eat, relax and enjoy the weather while also enjoying the food," said Rafael Vasquez, the owner's grandson.

Rafael Vasquez's grandparents owned La Mejor, a place that's been there since childhood, and it was his first job.

"It's very devastating," said Vasquez.

He lives just next door and was there when the fire broke out.

"It was a rude awakening with my dog, just kind of causing a stir," said Vasquez.

Vasquez says in 2020 and 2021, his grandparents passed away, and they were able to keep their memories alive - until now.

"We had this religious mural dedicated to them, where people could come and pray if they wanted to and pay their respects to my late grandparents as well," said Vasquez.

For Garcia, he remembers seeing the owners as he grew up and was grateful to be able to honor them after they passed.

"It's sad that the shrine is gone, along with the hard work," said Garcia.

While the cause of the fire is still unknown, Vasquez is grateful for the community's support thus far.

"We appreciate the support, and we hope and pray that we have another opportunity in the future," said Vasquez.

It's something Garcia is hoping and praying for, too.

"Hopefully, they rebuild and come back better than ever," said Garcia.

Around 4 a.m. Saturday, Farmersville firefighters rushed to La Mejor in the 600 block of Farmersville Boulevard. A fire was quickly spreading through the front of the business.

When crews arrived, they got to work extinguishing the flames. Additional resources were requested from Visalia, Lindsay and Tulare County fire departments. Cal Fire also responded to the incident.

The fire is believed to have originated in the food storage area. Much of the damage was contained to the front of the building, according to Farmersville Battalion Chief Jim Thomas.

There is smoke damage throughout the structure, including the tortilla factory.

Although the building sustained significant damaged, Thomas said it was not a total loss.

Opened in the 1970s, the structure was built using cinder blocks, which helped stop the spread of flames, he said.

By 9 a.m. Saturday, a small crew remained on scene to clean up and monitor hot spots. Heavy rainfall assisted in efforts to smother any remaining embers. Utility crews were also on scene Saturday morning.

Moving forward

La Mejor is a long-time staple in the community and serves as a restaurant, tortilla factory, market and bakery. It is locally owned by relatives of the couple who opened the restaurant roughly 50 years ago.

On Saturday, La Mejor staff updated customers with the following Facebook post:

"We are truly at a loss for words. Your loyalty and prayers mean the world to us. We kindly ask for continued prayers to those affected, most especially our loyal employees. Thank God no one was injured. Our hearts are broken, but in the thoughts of (Señora) Vasquez, 'Animó y Adelante'."

Animó y adelante roughly translates to cheer up and move forward in English.

Within an hour after the post was made, it had more than 130 comments and roughly 40 shares.

Facebook user Jeffery Stone wrote, "Prayers to all at La Mejor for a full recovery. You are a huge asset to the community. God bless!"

Abby Meza sent her prayers to the Vasquez family, who own the business.

"Not only has it been their livelihood," she stated. "It's a community staple as well as many memories for them throughout the years."

Farmersville Councilman Greg Gomez also expressed his feelings about the damaged business on the social media application.

"This is a devastating loss for our community, but I have faith in the Vasquez family and I know they'll get through this," he stated.

The cause of the fire is under investigation.
