BATON ROUGE, La. – Clean, renewable energy able to power 12,000 homes is coming to north Caddo Parish in the form of a solar power plant near Hosston, according to Louisiana Public Service Commissioner Foster Campbell.

The 72-megawatt “Rocking R” solar facility near the Louisiana 2 exit off Interstate 49 will be built by D.E. Shaw Renewable Investments and the power sold to SWEPCO in a long-term agreement, according to a plan approved unanimously today by the Louisiana PSC.

“SWEPCO has been a leader among Louisiana electric companies in using renewable wind power from Oklahoma, Texas and other states,” Campbell said.

“This North Caddo project brings more clean and economical energy to SWEPCO customers along with jobs in construction and investment in Louisiana.”

“It is also a power-purchase agreement, meaning SWEPCO will make no profit on the sale of the solar power to its customers.”

SWEPCO officials said once Arkansas and the Federal Energy Regulatory Commission join Louisiana in approval of the Rocking R project, DESRI can start the permitting process to begin construction.

Campbell said he supports SWEPCO’s conversion to renewable power to generate electricity for the company’s 234,000 Louisiana customers.

“We have been reliably served through the years with coal and natural gas, but it is time to get more of our electricity from clean and plentiful energy sources that are competitive in cost and better for the environment,” he said.

SWEPCO President and Chief Operating Officer Malcolm Smoak said the utility plans to add more solar and wind power in the near future.

“Adding more clean energy to our generation mix is a significant benefit to our customers,” Smoak said. “The production price of wind and solar power is unaffected by the type of fluctuations in fuel costs that we have seen lately with natural gas.”

Smoak said SWEPCO commercial customers can use the Rocking R solar output to meet renewable-power and sustainability goals, “and that makes northwest Louisiana more desirable for economic expansion.”

Smoak said large customers will be able to purchase Renewable Energy Certificates from the Rocking R plant, with revenue from the REC sales helping to lower electric bills for other SWEPCO customers.

SWEPCO’s renewable-energy portfolio includes 809 megawatts of wind energy from its new North Central Energy Facilities in Oklahoma and another 469 megawatts of wind energy under power-purchase agreements.

In May of 2022 SWEPCO filed for regulatory approvals in Louisiana, Arkansas and Texas for 999 megawatts of wind and solar energy. The company identified three locations for the projects through competitive bidding, including a 200-megawatt solar facility in Caddo Parish. The other two projects include a 200-megawatt wind facility in Texas and a 598-megawatt wind facility in Oklahoma.

But, even so, it was stunning to Pierce, who was married to a military man, traveled around the country and bought what she wanted.

"I told her that I was not going to buy the dress if I could not try it on. I wasn't going to buy a dress if I didn't know whether it fit or not," said Pierce in her soft-spoken, non-confrontational way. "I felt very hurt."

She told of her experience during an interview in the antique shop of her godson Ray Stevenson, who collects African American memorabilia from that era.

Pierce and Stevenson's mom, Joe Ann Anderson, 74, told of their experiences at The Times' request, as Ray showed memorabilia harking back to that era, as well as other generic and historical items associated with African-Americans.

Former Cotton Belt Railroad employee Ray Stevenson was born in 1961, just a toddler as segregation was ending for the passage of the Civil Rights Act of 1964.

But he knows its history. "Those were hard times for us," Stevenson said.

He feels it is important to remember them. "To keep them historically alive by preserving bits of history, so they will never live again."

Stevenson sells a variety of items — from Victorian to shabby chic and primitive — in his shop to customers like Judy Dailey, of Texarkana, Texas, who stopped by to pick up a giant clam shell.

"It is one of three I bought, and I came to pick it up," said Dailey, a big Stevenson fan, who browsed as he talked.

However, none of the items in Stevenson's African-American collection are for sale.

He purchases most of the items — which he stores in bank deposit boxes and warehouses — from estates, not, he emphasizes, "estate sales." But he also has picked up pieces from churches being closed or renovated.

"I am amazed at what people have collected and saved," said Stevenson, who picked up several trunks from one estate.

And, even though I grew up in the era and rode the "trolleys" almost all my life, it was jarring to see once again a trolley sign which said "colored" on one side and "white" on the other." The signs illustrated that whites sat in the front of the bus, and blacks had to go beyond that sign to sit in the back.

And a vintage Stonewall service station metal sign which respected whites by offering two restrooms: One for: "White. Ladies. Men." A second: "Colored. Men and women." (White females were "ladies," while black females were "women)."

Although it is stored, Stevenson has a rare door which is stenciled "Colored."

Such signs were the norm across the South when I was growing up in the 1940s and 1950s.

Because he has been collecting for a while, Stevenson notices that African-American memorabilia is getting rarer and, so, more expensive.

He suggests that if you see a piece, buy it.

"I save because it was who we were and we need to remember who we were so we know who we are," Stevenson said,

"You see, someone had to endure hardships in those days. People endured hardships to make life better. We don't want to forget that life was not always what it is now."

Over the past couple of years, the Astros have become the most villainous team in the MLB. Winning does that. Opposing fanbases cling to the events of 2017 as if MLB player after MLB player has not come out and said the Astros were not alone in their cheating. If that many players from other clubhouses have come out and said the Astros weren't alone, logic says they weren't alone.

But society is lacking in logic these days. Clearly. Just ask Jomboy. Themselves much to blame for the vitriol thrown at the Astros, and in particular Jose Altuve.

Just yesterday, the Dodgers did what they should have done ages ago, parting ways with Trevor Bauer. Bad blood between Houston and LA aside, the Dodgers should be commended for taking the salary hit and punting on a talented pitcher rather than continuing to employ the subject of the longest domestic violence suspension in league history.

After an arbitrator cut Bauer's suspension in half, he is now free to sign and eligible to play on Opening Day.

According to Trevor Plouffe of Jomboy, himself a former big leaguer, he thinks the Astros will make a push at Bauer.

Jomboy isn't alone, as Bauer to Houston as gotten traction across the web. Again I ask, do we have no logic and sense left in society?

Yes, the Astros traded for Roberto Osuna in 2018. That was under the previous, win-at-all-cost regime and brought both immense pushback from fans and more headaches/public relations nightmares than one can begin to count.

Under the new regime, he was not brought back and the Astros have built a locker room of high character players. Needless to say, Trevor Bauer does not fit this criteria.

But let's set reality aside for a minute. Let's say the Astros did function as a New England Patriots of sorts, believing in their system so much, they brought in any and all talented, but available, players with much baggage trailing behind them.

Have we forgotten Bauer and the Astros hate each other? Their beef goes back for years. Do we really think this guy belongs in the Astros' clubhouse?

I get it. Today is all about getting a click. The more views, the more your audience grows. Controversy attracts eyes. But guys, let's try to use our brains.

The Astros have sustained dominance not because of cheating, not because of buying top talent, not because of no moral compass, and not because of throwing caution to the wind, but because of their culture and clubhouse dynamic. It's impenetrable. Us vs. the world. H-Town vs. everyone.

Trevor Bauer is everyone. He's not joining this team.

For the record, I hope the clown never throws another pitch.

But he will. Some team will sign him. Some team desparate to try and become a contender. Some team trying to rise to the level of the Astros.

Notice that--rise to the level of the Astros. The Astros are above this. They're above the spineless being that is Trevor Bauer and they're above the other 29 teams attempting to play catch-up that may consider signing the disgraced pitcher (28 assuming LA doesn't bring him back for pennies on the dollar).

Get your clicks Jomboy. Houston will get their rings. Without Trevor Bauer.
