Where is Roachdale, Indiana?

The small Indiana town of Roachdale in Putnam County sits roughly 45 miles west of Indianapolis, about an hour's drive taking I-74. Its population is approximately 1,000 people and spans an area of less than one square mile, according to the town's website. The community was named after Judge Roach, a railroad official, and is home to local businesses, a Carnegie Library, churches and an elementary school.

The landfill itself is located about seven miles outside of the Indiana town.

What is being sent to the Roachdale landfill from the East Palestine wreck

It is unclear at this time what type of waste — toxic soil or liquids — and in what amounts will be housed in the Roachdale landfill. IndyStar has reached out to the EPA for additional information.

Where else are contaminated materials from the Ohio train derailment being sent

EPA officials had previously said they approved shipments to two agency-certified sites in Ohio. On Monday, EPA Region 5 Administrator Debra Shore said an additional site in Ohio and one in Indiana had also been selected to receive contaminated soil and liquids from the train wreck.

After concerns were raised on where the hazardous waste was going — towns in Michigan and Texas complained they didn't receive notice — the U.S. Environmental Protection Agency paused the shipments to provide some oversight to the disposal plan. The shipments resumed on Monday, and the agency announced some of it would be heading to Indiana.

The EPA said it is now getting close to having enough certified facilities to take all the waste that was produced at the site of the Feb. 3 derailment in East Palestine.

What have officials said about bringing hazardous waste to the Indiana landfill?

Objections are already being raised by officials who are concerned about hazardous waste being brought to Indiana from Ohio. Among them are Indiana Gov. Eric Holcomb. In a tweet Tuesday, Holcomb cited a lack of communication between himself and other leaders.

He said he believes that the hazardous waste materials should go to the nearest disposal facilities and not be moved "from the far eastern side of Ohio to the far western side of Indiana."

Is there already toxic waste at the Heritage Environmental Services landfill in Roachdale?

The landfill is operated by Heritage Environmental Services and is a RCRA-certified facility. On its website, Heritage said that it has roughly 14 million cubic yards of permitted landfill capacity, and added that its landfill is geologically isolated.

The landfill is classified by the EPA as a "hazardous waste treatment and disposal site.''

What is the Resource Conservation Recovery Act?

The Resource Conservation and Recovery Act (RCRA) gives the EPA the authority to control hazardous waste from cradle to grave, meaning the agency oversees the generation, transportation, treatment, storage, and disposal of hazardous waste.

Congress passed the RCRA in October 1976 to address the growing volume of municipal and industrial waste. According to the EPA, it serves as the nation's primary law for handling solid and hazardous waste.

Toxic waste from the East Palestine, Ohio, derailment is coming to Roachdale, Indiana. And Indiana Gov. Eric Holcomb doesn’t like it.

The Putnam County town of 1,000 people hosts a hazardous waste landfill that accepts waste from other states. The EPA chose the Roachdale site as a waste destination alongside three sites in Ohio.

Putnam County Commissioner David Berry expects around 2,000 tons of butyl acrylate to arrive.

Inhaling butyl acrylate can cause headaches, dizziness, nausea and vomiting.

Berry said shipments like this come to Roachdale all the time. The only thing that’s different is the high-profile situation.

“I think the reason people are upset is the way the EPA handled it at the site," Berry said. "People don’t feel like they responded quickly enough and more transparent. So now people are scared.”

Holcomb said he learned of the EPA decision third hand and tweeted, “the materials should go to the nearest facilities, not moved from the far eastern side of Ohio to the far western side of Indiana.”

Sen. Mike Braun also objected, saying any material being transferred to Indiana is concerning.

William Muno is the former director of the EPA’s Region Five Superfund program. He’s skeptical that the governor could actually prevent waste from entering Indiana.

“Hazardous waste moves throughout the country on a daily basis," Muno said. "The Commerce Clause of the Constitution doesn't permit any one state to impede lawful transportation of hazardous waste.”

The Roachdale site has been run by Heritage Environmental since 1981.

It’s an EPA licensed site and hasn’t had issues with groundwater contamination, although it did receive a violation in 2019 for not analyzing inbound waste.

Having managed disaster cleanup, Muno said the people of Roachdale shouldn’t be worried.

“I have no concern whatsoever that the Heritage Environmental services facility in Roachdale is going to be able to accept this waste and treated dispose of it properly,” he said.

Heritage Environmental said it’s providing support in accordance with a plan by the EPA and Indiana Department of Environmental Management.

The Putnam County Emergency Management Agency said it does not know when the waste would arrive.

ROACHDALE, Ind. — Rudy Guerrero is applauding Gov. Eric Holcomb's new decision to test the hazardous materials Heritage Environmental is trucking in from an Ohio train derailment for dangerous levels of dioxins.

"As long as none of this is being paid for by Norfolk Southern and none of this is being paid for by Heritage Environmental, this is a step in the right direction," Guerrero said.

Guerrero and his family live in Roachdale and attended a town hall Wednesday to voice his concerns about dioxins in the hazardous material and the impact the toxic waste can have on the community and surrounding areas for generations.

"This impacts multi-generation carcinogenic results as well as infertility," he said.

Jack Wildey, a former internal coordinator for Heritage Environmental applauds the Putnam County neighbors who came out to voice their concerns at the town hall.

"They knew something wasn't right. They just couldn't put their finger on it, but they knew, and they had a good reason to. They weren't being paranoid," said Wildey.

Wildey believes the toxic material shouldn't be coming here because of the classification and said the real threat is vinyl chloride.

"I would have called this a 'U listed' waste. The reason for that being so divisive is the only way you can get rid of a U listed waste is by incineration, which is extremely expensive," Wildey said. "This is a poster child for a U listed waste. It has not been used. It was traveling down the road. It was involved in an accident. It contaminated other materials around it."

Wildey said there's a facility closer to the train crash site that's capable of handling that kind of waste. He believes the hazardous material should go there instead.

Representatives for Heritage Environmental say the Roachdale facility is made for situations like this. They tell 13News the contamination levels in this soil are "well below" what the landfill is equipped to handle and are considered "low risk."

The facility manager says the company also monitors the landfill regularly to ensure there are no leaks.
